Table of Contents
8.0 INTRODUCTION
This Work shall include all activities, functions and resources associated with the supply,
fabrication (where applicable), inspection, delivery, installation and testing of all materials and
equipment for the complete and proper construction of the Works herein specified, all in
accordance with this Scope of Work, Contract Drawings, and Engineering Specifications to
ensure that the Didipio Gravity Circuit Upgrade Project (DGCU) is handed over to OGPI in a
state ready for electrical installation prior to commissioning.
The Contractor’s supply shall consist of new and complete materials. The Work under this
Contract consists of the supply of labour, supervision, transportation, materials, equipment,
tools, consumables, and supplies (except those items described in clause 8.3 “Work Not
Included”) necessary to construct the complete DGCU structural, mechanical and piping works
as set out in this Scope of Work and associated Contract Drawings and Engineering
Specifications.
Any item not specifically described as being supplied by OGPI in this Scope of Work required for
the complete structural and mechanical installation shall be deemed to have been allowed for by
the Contractor.
The Contractor shall provide everything necessary to complete the following SOW, including but
not limited to, materials, machinery, construction plant, dunnage, pallets, skips, storage
containers, site boxes, lift boxes, dangerous goods containers, construction signage & labelling,
consumables and any labour, administration, supervision and management resources, other
than the Owner Supplied Items.
The Works are deemed to include those tasks detailed in this Scope of Work, which the
Contractor shall undertake in full compliance with the relevant Acts, Regulations, Codes,
Standards, Specifications and Drawings, and any other tasks which could be reasonably inferred
to be applicable having regard to the description of the Works herein and the tasks necessary to
complete the Works in accordance with the Contract and to the entire satisfaction of the Owner /
Owner’s Representative.
The listed tasks do not necessarily comprise a complete description of the tasks to be
performed, but provide a guide as to the work required and highlight significant operations.
The Contractor shall acknowledge that the works are in an existing operating Plant and that new
structure, equipment and piping is being added to the existing. The Contractor will take all
reasonable steps to confirm existing lines and levels before installation of the new.
8.1.1 Mobilisation/Demobilisation
• Management and site mobilisation and demobilisation of all construction plant and
equipment, temporary work and personnel required for the duration of the awarded
contract in question.
• Provision, establishment and removal upon completion of temporary construction facilities
including offices, fuel, power, communications systems, etc. at a location/s designated by
OGPI.
The Works consist of, but are not limited to, the following as described on the Contract
Documents:
• Removal of existing steel work including handrails and other miscellaneous items
• Temporary protections and barricades as required
• Installation of structural steel, platforms, walkways, handrails, kickplates and cladding.
The execution of the Works shall include, but not be limited to, the following tasks:
• Installation and pre-commissioning inspection of all mechanical equipment along with any
other relevant equipment as listed in the “Equipment List – OGPI Supplied” attached
hereto as Appendix 1 and further described in clause 8.2 of this Scope of Work.
• Supply and supervision of all, direct and indirect labour, materials, tools, consumables,
construction equipment, temporary access and transport necessary for the completion of
the works and in accordance with the specifications and standards contained herein.
• The Scope of work is fully inclusive of all activities necessary to complete the structural,
mechanical and piping supply & installation of DGCU from receipt of OGPI supplied
equipment to handover ready for electrical installation prior to commissioning.
• Control of a secured laydown area (including undercover storage for materials as
required) for all materials and equipment required for the Contract. This shall be
maintained in an ordered and logical manner throughout the duration of the Contract.
• Provision of structural, mechanical and piping (SMP) inventory control and management
services throughout the Contract for all Contractor and OGPI supplied equipment and
materials including receipt; offloading; unpacking; documenting; preparation; appropriate
storage and weather protection; handling and distribution.
• Supply and disposal of all dunnage; pallets; drums; skips and other miscellaneous items
required for the receipt, safe handling, storage and transport of all applicable materials
and equipment.
• Provision of all on-Site handling and transportation of materials and personnel. Supply of
all Craneage, rigging and lifting gear required for the safe execution of the works.
Availability and use of site cranes to be discussed at kick-off meeting. Supervision of
slinging, lifting and placement of items is the responsibility of the Contractor. Each large
lift shall be approved by OGPI prior to execution.
• Detailed setting out of the Works as specified. The awarded Contractor shall pay
particular attention to the detailed construction schedule and shall plan, coordinate and
programme the works to suit and adhere to the construction/installation in accordance
with the schedule. Reporting construction progress against the construction schedule is
also required. Site confirmation of dimensions where required with the use of digital
survey equipment. If discrepancies are noted OGPI are to be informed and a decision on
work progression is to be a joint decision between OGPI & the approved contractor.
• Supply of all materials not specified as OGPI Supply in the contract. Assumption must be
made that the awarded contractor scope of supply is the installation as a whole.
• Supply and erection of all temporary access including scaffolding and work platforms,
signage & labelling (in English, local language and in accordance with site and regulatory
standards) required for the execution of the Works and for the duration of such. Supply
and erection of all temporary guards, barricades, barriers, handrails and/or similar
required for the execution of the works and for the duration of such.
• Supply of all fasteners, gaskets, sealants, grouts, and the like, as required for completion
of the construction works, unless noted otherwise; (Anything not specified as OGPI
supply is to be supplied by the contractor.)
• Supply of power is to be by OGPI. A secondary means of power generation is required
(generator suitable for the duty required) to enable execution of the work in areas/times
that site power is not readily available; This should be factored in for the duration of such
works.
• Supply of compressed air is to be by OGPI. A secondary means of compressed air supply
is required (mobile compressor suitable for the duty required) to enable execution of the
work in areas/times where site compressed air is not available. This should be factored in
for the duration of such works.
• All tests as required in accordance with the OGPI engineering specifications, standards
and Contract Drawings, including submission to OGPI for review and approval of all test
results in specific formats to be agreed upon by OGPI. These shall be submitted for
approval.
• The Contractor shall supply a suitably qualified non-destructive testing (NDT) technician
as part of the contract to carry out testing on a minimum of 10% of the piping welds, as
required.
• Preparation of all workshop drawings for fabrication of Contractor supplied equipment if
required by the install in question or specified OGPI.
• Clean-up of the Site daily and upon completion of the works. Construction site is to be
kept in accordance with site policies and procedures in order to minimise the impact on
other operations.
• Disposal of all materials, waste or otherwise, removed from the work areas to an agreed
location (with OGPI) during execution of the Works and upon completion of the Works.
• Management, packaging, tagging and delivery to OGPI’s warehouse in clean operational
condition of any surplus materials, plant and equipment supplied by OGPI for the purpose
of the installation in question.
• Site touch-up painting (post installation, commissioning etc.) to the site-specific
standards/engineering specifications. In absence of these OGPI to advise.
• Remedial works, where applicable, if installation does not meet site specific requirements
with respect to construction quality and adherence to standards, engineering
specifications and details outlined on engineering design drawings. Any expense
resulting from this is to be absorbed by the awarded contractor. All expenses properly
incurred and losses suffered by the Employer as a result of the Contractor’s failure to
comply with the contract specified requirements are recoverable by OGPI from the
Contractor.
• Any significant problems encountered during the construction/installation work or work
associated with such, which are beyond the Contractor’s control, shall promptly be
reported. In addition, any necessary deviation from the design throughout construction
and installation is to be approved by OGPI/Client representative and noted by the
awarded contractor for future “as-built” of engineering design drawings & documents.
• It is essential that the awarded Contractor gives due consideration to the environmental
conditions within which this installation exists. It will be the Contractor’s responsibility to
ensure, galvanising to correct thicknesses, correct paint quality, steel components of the
correct grade and similar issues that should be adhered to for such an install.
• The Contractor shall supply all personal safety equipment (required by their own
personnel), including safety boots, hard hats, safety goggles or spectacles, gloves, dust
masks, fall protection equipment and hearing protection equipment.
• Contractor is responsible for mobilisation & demobilisation of the workforce to and from
the workplace in equipment approved by OGPI.
• 12 (twelve) hour shifts are operated on site at OGPI with only 9 (nine) hours within each
12 (twelve) hour shift identified as an effective working period. The additional time is
utilised/designated for safety meetings, mobilisation & demobilisation of personnel and
equipment, lunch break etc. This effective working period per shift should be factored into
all schedules and rates by the tendering contractor.
All contracted personnel are required to attend and successfully complete the OGPI site
inductions, training & medicals prior to work commencing on-site.
▪ Installation and fixing of steel floor grating panels, stair treads and the like,
including cutting and welding of all required penetrations, banding and fixings.
▪ Installation of steel floor plate panels including cutting and welding of all required
penetrations, banding and fixings.
▪ Handrails (including toprails, midrails, kickplates and stanchions, gates).
▪ Installation and correct tensioning of all bolts, nuts, washers, other fasteners and
consumables for steel assembly and installation.
• Install beam connection packers/shims, if any, identified in the Contract Documents.
• Installation of all security mesh to prevent damage or restrict access (both permanent &
temporary).
• Survey, level, align and square all steelwork before grouting.
• Grouting of all base plates and holding down bolt blockouts, and includes scabbling of
concrete plinths as necessary in accordance with the Engineering Specifications and site
standards.
• Supply all holding down bolts and all chemical anchor supplies for handrails, pipe
supports and the like, to be mounted on concrete foundations. The Contract Documents
shall identify which items will be secured using a chemical anchor system and which
items will have hold down bolts cast into the concrete foundations by others.
• Welding of splices in steelwork, as required.
• Supply and installation of all chemical anchors in accordance with engineering
specifications and site standards.
• Supply and application of touch up surface protection after completion of erection and
installation in accordance with the Engineering Specifications.
• Modify existing steel members to allow connection of new steel.
• Modify existing building flashing, where required for new penetrations.
• Erection and installation of steelwork shall include all/any temporary bracing and supports
necessary to complete the erection and installation works. These shall be removed upon
successful completion of the steelwork install.
• Sequencing of work to be confirmed with Client Representative at kick-off meeting.
• Submission of “as-built” red-line mark-up drawings to OGPI/Client representative upon
completion of contract.
• Ladders will be supplied fabricated with ladder cages and painted and shall be bolted in
place.
Mechanical Work shall consist of the complete installation, setting, assembly, alignment,
assisting with testing and pre-commissioning of free-issued mechanical equipment and all
OGPI/Contractor/Other supplied shop fabricated equipment and platework
components/assemblies in accordance with the Contract Drawings, Engineering Specifications
and to manufacturers’ recommendations. It shall also include the installation of ancillary items
(sealants, gaskets, etc.) normally associated with the equipment but not necessarily listed on the
“Equipment List – OGPI Supplied” appended hereto as Appendix 1.
Any particular subcontractors required for specific mechanical equipment installation works will
be supplied by OGPI.
The Contractor is to be aware that the equipment vendors’ drawings, manuals and material bills
contain terms such as “By Others”, “By Customer”, “By Vendor”, “By Client” and the like and that
these terms are not intended to serve to limit, and shall not be a cause to limit, the Scope of
Work under this Contract; nor shall such terms constitute a conflict with any other provisions of
the Contract.
The Contractor is to be aware that not all vendors’ drawings, manuals, and material bills, that
may or will become available in the future, have been listed and/or included in the Contract
Documents which shall not limit the Scope of Work, nor shall these omissions serve as a basis
for any Contract Variations.
The Work shall include but is not limited to items set out below.
• Assembly and installation of free-issued mechanical equipment as per the “Equipment
List – OPGI Supplied” appended hereto as Appendix 1 and Contractor supplied shop
fabricated equipment, platforms, stairways, skidbases, bins, pipe supports and other
platework as per the “Equipment List – Contractor Supplied” appended hereto as
Appendix 2. The Work shall be performed strictly in accordance with the equipment
manufacturers’ recommendations set out in the installation manuals, drawings and
specifications. The Contractor shall supply a nominal amount of raw steel plate and
shimming materials for packing and shimming of platework to cover any shortfall in the
materials supplied with equipment by suppliers. The installation manuals shall be
available to the Contractor and hard copies of these documents shall be kept on Site at
all times for reference. OGPI/client representative shall provide technical assistance for
installation procedures when required.
• The Contractor shall pick up from the OGPI warehouse and/or laydown area (as advised
by OGPI), unpack, discard packing materials to OGPI designated rubbish tip, clean off
protective coatings, transport to the underground Work Site and install OGPI supplied
equipment.
• The Contractor shall assume full responsibility for handling all machinery, equipment and
material once issued to it from OGPI at time of receipt from warehouse/laydown. Any
damage or loss of equipment after the issue of the equipment to the Contractor shall be
made good by the Contractor at no cost to OGPI.
• All OGPI supplied assemblies and components shall be inspected by the Contractor for
completeness, shortages, and over-shipped items are to be recorded and notified to
OGPI. The Contractor shall inspect and report to OGPI any physical damage to the
assemblies and components. The Contractor shall use vendor drawings to check the
physical dimensions and in particular the placing of fastener holes of the components and
assemblies for correctness.
• Supply, installation and tensioning of all bolts associated with the installations including
hold down bolts & general bolts, nuts and washers for the installation of proprietary
equipment items in accordance with the bolt lists detailed on various general arrangement
and detailed design drawings. Bolt installation utilising a torque wrench is required to
allow correct tightening torque for all fasteners as per the manufacturer’s
recommendations and design requirements. Where required preloads of all bolts are to
be determined and confirmed using bolt extension or torque as per vendor requirements.
The Contractor shall use (and have available on Site) suitable bolt extensometers and
torque converters (always).
• Application of anti-seize compound to all threaded fasteners. The Contractor shall ensure
all bolt threads are clean and free of burrs before application of such compounds.
• Installation shall include all temporary works and materials necessary to progress the
installation of the mechanical equipment. These temporary works shall not impede the
progress of erection and installation works of others in the vicinity of the Contractor’s
installation.
• Cleaning of equipment base plates, mounts and holding down bolt blockouts including
scabbling of concrete to promote adhesion prior to installation.
• Supply and installation of chemical anchor bolts or wedge bolts for all equipment mounted
onto concrete where no cast-in holding down bolts are specified on civil drawings and/or
provided by the civil contractor
• Supply, fabrication, delivery (to site), lifting, transporting, final positioning and installation
of shop fabricated items. Supply, fabrication & delivery apply for approved contractor
supplied equipment.
• Supply and installation of grout to bases of supporting steelwork and equipment as
specified by the design or as required by the installation.
• Supply and use of dies and taps and the like for chasing damaged threads on cast in
anchors, hold down bolts and equipment fasteners.
• Alignment of mechanical drives in accordance with the Engineering Specifications and
the manufacturers’ recommendations. The Contractor shall disassemble drive assemblies
(pump, motor or otherwise) to a stage whereby sufficient components are exposed to
allow alignment checks to be performed. After acceptance of the alignment of drive
assemblies the Contractor shall reassemble the drive assembly and reinstall access
panels and/or protective guards to operational condition.
• Supply all shims for the alignment of rotating equipment couplings. Shims shall be
proprietary type, precision pre-cut, slotted, stainless steel shims with a flat surface free
from indents or burrs.
• Motor Rotation checks – Coordinate with OGPI/Client Representative for motor rotation
checks and no-load ammeter and voltmeter recordings. If current readings are abnormal,
determine and repair cause if due to mechanical installation work.
• Mechanical installation of electric motors where these motors are not provided as part of
a complete package (e.g. skidbased unit). All power and control cabling to mechanical
equipment shall be carried out by others (electrical installation tender).
• Supply & Installation of support frames for compressed air filter/regulator/lubricator units
& pneumatic equipment including valve control panels, cabinets, etc.
• Installation of all safe working load (SWL) signage and markings for all new hoist
monorails in accordance with the Australian crane code AS1418 & OGPI engineering
specifications.
• Supply and application of touch-up surface protection after completion of erection, in
accordance with the Engineering Specification.
• Lubrication of all mechanical equipment, unless noted otherwise, in accordance with the
Engineering Specifications and manufacturers’ first-fill recommendations. OGPI shall
provide all first fill lubricants to the contractor who shall fill all equipment with lubricants as
necessary. The Contractor shall remove any travelling fluids/oils and dispose of in
accordance with relevant environmental requirements to a designated OGPI location.
• Cleaning, flushing, hydro, pressure, rotational, dimensional and other testing as required
for pre-commissioning as specified, including provision of records and all temporary
fitments of spools, spades, gaskets etc. required to facilitate testing.
• Pre-commissioning checks of mechanical equipment in accordance with manufacturers’
recommendations, including the completion of all testing and pre-commissioning check
sheets. This shall be done in conjunction with the OGPI’s commissioning personnel.
• Tagging and delivery to OGPI’s store in clean condition any oversupplied free-issue
equipment or materials.
• Submission of “as built” red-line mark-up drawings to OGPI/ Client Representative.
• Fitting of all guards and safety signage prior to hand over for commissioning. The
Contractor shall keep accurate records of all mechanical clearances, tolerances, bolt
torques, dimensional checks in accordance with the manufacturers requirements and as
directed by OGPI. These records shall be made available to OGPI to inspect at any time
throughout the project, and a copy shall be provided to OGPI at the completion of the
works.
• Install all interconnecting field piping required for complete plant. Clean and flush
lubrication system components and pipework as required by vendor instructions and their
technical specification. This includes Installation of all in line field instruments and control
panels.
8.2.1.6 Painting
In general, painting shall be carried out in accordance with engineering specification and site
standards. Brushes, rollers and/or spraying equipment shall be of a grade suitable for the work
and shall be kept in a clean condition throughout the work. Equipment shall be thoroughly
cleaned if changing from one type of paint to another and/or from one colour to another. Welded
joints and surfaces shall receive the same protection as what is applied to the parent metal
surfaces. All steel surfaces shall be thoroughly cleaned of all dust, oil, grease, scale, rust or
other as per OGPI engineering specifications.
Removal of Scale and Rust unless specially specified in the Drawings or elsewhere in this
Specification. This must be removed by manual cleaning before painting. If blast cleaning is
required, the Contractor shall select the most appropriate method of blast-cleaning according to
the shape and size of the steel work and the type of surface deposit to be removed.
All pipework and surfaces other than plated surfaces including the hangers, supports and
brackets etc. shall be painted immediately after installation.
Paint colour will be determined by the engineering specifications and/or site standards. All pipes
and supports shall be lifted clear to apply the paints. All paints shall be applied strictly in
accordance with the direction of the manufacturer's data sheets by experienced painters
supervised by competent staff.
Damage to galvanised or metal sprayed coating shall be made good as per the engineering
specifications or as deemed appropriate by the appointed contractor.

All unlined pipework shall be supplied and installed by the Contractor, unless noted otherwise.
All lined pipework design shall be supplied by the Owner and installed by the Contractor.
Installation shall be as shown in the engineering model and as described in the engineering
specifications included in the appendices to this Scope of Work.
The fabrication of unlined pipework ≥4” shall be in accordance with the Isometric drawings
provided. Unlined pipework <4” shall be site run using information provided in the P&IDs, 3D
model and the preliminary isometrics for site run piping. Quantities for site run piping that does
not have an isometric shall be determined on-site. Supply and installation rates provided for
small bore shall be applied to the measured take-off after installation.
The Contractor shall ensure that all piping equipment is installed and pre-commissioned in
accordance with the Contract Documents and Engineering Specifications.
The Contractor shall:
• Perform site verification checks for pipe routing, including checks for clashes with
equipment and steelwork.
• Supply all pipework including, elbow, bends, tees, flanges, reducers, nipples, thredolets,
backing rings, electrofusion fittings, linings and associated fittings as detailed on drawings
and models. All materials shall be new and free of imperfections and impurities and
comply with Standard Specifications.
• If required to fabricate large bore pipe spools, they shall be workshop fabricated in
accordance with the isometric drawings.
• Supply and installation of all fasteners and gaskets required to complete the pipe works.
• Supply and installation of all steel members and brackets, U-bolts, Lindapters, hangers,
cable trays, unistrut, clamps, packer, fixings, hold down brackets, splice plates, fasteners
and the like, as required to support piping in accordance with the specifications.
• Provide surface protection and painting of all supplied carbon steel pipework in
accordance with Engineering Painting Specifications.
• Protect all rubber lined items, suitable for storage in exposed conditions, including UV
protection.
• Hot Dip Galvanise steel pipes, fittings and flanges where specified.
• Test all fabrication works in accordance with Engineering Specifications.
• Provide for all QA/QC including documentation, throughout the fabrication and spooling.
• Provide packaging and temporary support, props, bracing, dunnage and lashings etc. for
all supplied pipe, suitable for road transport to site as specified in accordance with
Engineering Specification - 2111-ES-0030 – Packaging and Transport of Goods.
• Prepare and supply packaging lists and delivery lists.
• Load, deliver and unload all supplied pipe to site.
• Complete all inspection and testing requirements as detailed in the approved ITP.
• Collate and compile the Manufactures Data Report (MDR) as per specifications.
• Install all piping equipment identified as Owner Supplied Equipment.
• Complete the site fabrication and installation of partially fabricated pipe work identified in
the Contract Documents (specifically the piping Isometric Drawings) as site or field
fabrication, or site or field welding.
• Complete the preparation, fabrication, supply, assembly, threading and installation of all
site run pipe work identified in the Contract Documents including Piping Arrangement
Drawings and Project Piping Specifications.
• Prepare, supply and paint all areas of site fabrication, where required, in accordance with
the Contract Documents and Project Specifications.
• Supply and install pipe markings, direction arrows and contents identification labels to all
pipe work.
• Supply and operation of pipe bending machine suitable for bending small bore piping and
tubing.
• Supply and operation of pipe threading machines for installation of threaded pipe and
fittings.
• Design, supply, field fabrication, painting and installation of ‘field run’ pipe supports in
accordance with the Specifications and Drawings for the support of field run piping.
• Supply and installation of in-line items including filters, regulators, meters, strainers and
instruments, as nominated in Contract Documents including Piping, Valve and Instrument
Lists.
• Installation of Owner Supplied in-line items.
• Pipe flushing, cleaning, pickling.
8.2.1.8 Pipe Supports
Pipe supports shall be provided as required for the stable and sufficient support of the pipework.
These supports shall be installed as per the detailed design drawings.
Where pipe support locations are not specified/practical pipework supports shall be arranged as
near as possible to joints, valves and changes in flow direction. Pipe supports shall be arranged
in such a manner to provide subsequent access to any pipe for maintenance or removal
purposes.
OGPI engineering specifications and detailed design drawings should be adhered to during
fabrication and installation of all pipe supports. Details of all-purpose made brackets shall be
submitted to the OGPI/Client Representative for approval before manufacture commences. The
spacing of pipe supports shall not exceed that as set out in the Engineering Specifications.
3. All permits, certificates of approval, letters of acceptance and other documents which the
Contractor has obtained in accordance with the requirements of this Contract.
4. A copy of all test reports carried out by or on behalf of the Contractor during installation.
5. All manufacturer’s installation, operation and maintenance data issued by OGPI during
the Contract.
8.2.1.12 Workmanship
The Site is to be kept tidy and debris and rubbish is to be removed to a designated disposal area
on a daily basis or as required/specified by OGPI.
Prior to commencing site installation the Contractor shall examine the foundation works and in
particular the position of anchor bolt settings. Any discrepancies or required adjustments shall
be reported to the Area Manager before proceeding. If discrepancies are not highlighted to
OGPI/client representative within seven (7) days, it is the ultimate responsibility of the contractor
to undertake and execute the remedial works required and absorb the associated costs of such.
Within reason the contractor shall adjust anchor bolts in order to match the base plate holes.
The allowable extent of such adjustments shall be established in consultation with the Area
Manager with reference to applicable codes and standards.
Field holes shall be drilled whenever possible. Burn holes, where allowed by the Engineering
Specifications, shall be reamed to the correct size. Oversize holes shall be filled with weld metal
as deemed appropriate by the awarded contractor.

8.3.1 General
The following items are specifically excluded from the Scope of Work and will be carried out by
others:
• Provision of on-site accommodation and messing for non-local Contractor employees.
• Laydown area in proximity to the Works Site for the Contractors use during the Works.
• Supply and installation of embedded items (anchor bolts and other cast-in items); The
civil contractor will cast embedded items into concrete foundations and be responsible for
their alignment.
• Supply of valves by others.
• Supply and commissioning of instrumentation by others. Their scope includes earthing of
structures and equipment, cable pulling and instrument hook-ups. Installation of “in-line”
instrumentation is to be by the awarded SMP contractor.
• Supply only, of mechanical equipment detailed in the “Equipment List – OGPI Supplied”
appended to this Scope of Work as Appendix 1.
• Procurement, expediting and transport to site of OGPI supplied (free-issued) Items.

8.4 ATTACHMENTS
All material, equipment and services to be furnished by the Contractor shall conform to:
a) the requirements of all Applicable Laws.
b) the Engineering Specifications and Contract Drawings.
c) the latest edition of relevant technical Association Standards
d) the manufacturers’ recommendations; and
e) all other relevant publications, regulations & good practices.
OGPI shall free-issue the equipment listed on the “Equipment List – OGPI Supplied” appended
hereto as Appendix 1.
The Contractor shall supply the equipment listed on the “Equipment List – Contractor Supplied”
appended hereto as Appendix 2.
The materials, equipment and services furnished shall be in accordance with the drawings
nominated as Contract Drawings, listed in Appendix 3 and/or as specified by OGPI prior to
contract acceptance. By this reference, they shall form part of the Scope of Work.
Certain drawings are supplied for the Contractors information purposes only and nominated as
Reference Drawings, and listed in Appendix 4. These drawings shall not be considered to be
“As Built” drawings and the Contractor shall verify all systems and dimensions contained therein.
The drawings and vendor information referred to in clauses 8.4.3, 8.4.4 and 8.4.5 form an
attachment to this documentation and shall be referred to as Volume 3C.
In the case of a conflict between the requirements of the Engineering Specifications and those of
the listed referenced Standards, the requirements of the most stringent specification/standard
shall prevail. Where such an event occurs OGPI/representative are to be consulted and the
resulting decision recorded by the contractor.
If there is a question as to whether any material, product, or system is in conformance with
applicable Standards, then the Contractor shall pay the costs associated with any testing or
certification to demonstrate conformance.
Any reference to “Engineer” or “Consultant” or “Superintendent” contained within the Engineering
Specifications shall have the meaning of OGPI.
The Engineering Specifications are listed below and are contained in Section 13.

TABLE OF CONTENTS
9.1 INTRODUCTION
This section sets out the Special Conditions of Particular Application to the Tender that are of
special application to the contracted works and to the extent, if any, that these Conditions may
be inconsistent with the conditions of Tendering set out in Sections 2 and 3 of Volume 3A, these
conditions shall take precedence over those conditions.
The following Contract Key Deliverable Durations shall apply to this Contract:
9.3.1 General
This Contract shall be a Lump Sum Contract in accordance with Clause 2.4, not subject to
escalation during the Contract Period as extended by OGPI. The Tenderer shall submit Lump
Sums set out in Tender Form Appendix 10/A hereto and include any Lump Sum items for which
it will require payment.
All costs associated with the following shall be included in the item in Tender Form Appendix
10/A referred to as “Mobilisation”:
a) All crating, packaging, and loading of materials, plant, etc., at their point of origin.
b) All transport of Contractor’s construction plant, small tools, consumables, products, and
other temporary materials necessary to carry out the Work from the point of origin to the
Site.
c) All uncrating and unpacking, set-up and commissioning of all materials and plant, etc., on
Site.
d) All transport costs, wages, and salaries of personnel being mobilised to Site
e) All Contractor overheads applicable to items (a) to (d) shall be included in this item.
All costs associated with the following shall be included in the item in Tender Form Appendix
10/A referred to as “Demobilisation:
a) All dismantling, crating, packing on Site, and transport of Contractor’s construction plant,
small tools, consumable products, and other temporary materials from the Site to the
point of origin.
b) All transport costs, wages, and salaries of personnel being demobilised from Site.
c) All Contractor overheads applicable to items (a) and (b) shall be included in this item.
All other items are self-explanatory when read in conjunction with Section 8, the Engineering
specifications and the Contract Drawings. The Contractor shall include all costs in each Lot
associated with the identifiable item of Work including overhead and profit in each Work item.
Where there are holds or items to be confirmed on the Contract Drawings the Tenderer shall
include in its Tender Price the work contained within the hold or the items to be confirmed
pending OGPI confirmation. Any variation in the costs involved due to deviation in the
contracted work package resulting from holds or items to be confirmed is to be absorbed by the
awarded contractor.
Tenderers shall submit their Tender Schedule in the format of Tender Form Appendix 10/C. As
a minimum, the Tender Schedule shall identify commitments for the following milestones:
▪ Contract Key Dates (weeks after award) for Activities listed in Clause 9.2.
Tenderers are advised that a visit to and inspection of the Site is mandatory for this Work
package. Failure to attend the scheduled Tender Site Visit(s) for this Work package shall cause
OGPI to consider a Tender “non-conforming” and be rejected accordingly.
Tenderers will be responsible for all costs associated with attending the Tender Site Visit. On
site meetings & inspections are to be coordinated by OGPI and dates for site visits are to be at
the discretion of OGPI.
Further to the requirements of Clause 2.5, and pursuant to Clause 2.9, Tenderers for this Work
Package are requested to include the following information within it’s “conforming” Tender:
▪ Draft Works Methodologies for each Work area (refer Clause 8.2.2).
▪ Draft Safety Management Plan(s)
▪ Draft Environmental Management Plan(s)

Should OGPI require the Tenderer to attend a Post-Tender, Pre-Award Meeting pursuant to
Clause 2.10, the Tenderer shall make all adequate arrangements at its own cost, to attend the
meeting. This meeting will be held either on Site, or at OGPI’s Manila Office, at a date and time
nominated by OGPI. In addition, the Tenderers nominated Key Personnel will be required to
attend the meeting.

Tenderers shall submit all inclusive Unit Rates for units of Work listed hereunder. The value of any Variations and Dayworks ordered shall be determined by
applying these rates to the units of Work executed. For further requirements, refer Vol I, Clauses 4.2.7 "Variations" and 4.2.8 "Dayworks". The unit rates
applicable thereto shall be inclusive of all labour bases on 84 hrs/week, materials, plant and equipment, transport and freight, accommodation, industrial
overheads, small tools, and all "on-costs" (including site superintendents, site administration, head office administration, drafting costs and profit).
These rates shall provide for the execution of additional Works without impact on the Contract Construction Schedule.
Tenderers shall list hereunder all classes of Labour (including Leading Hands and Foremen) to be engaged on the Works (but excluding superintendents and
administrative personnel). The hourly rates applicable thereto shall be based on 84 hrs/week and be inclusive of all costs including transport, accommodation,
industrial overheads, small tools and all "on-costs" (including site superintendents, site administration, head office administration, overheads and profit).

11.1 Introduction
11.2 Advertising
11.1 INTRODUCTION
11.1.1 This Section sets out the special terms and conditions of Contract which have particular
application to this Contract and to the extent, if any, that they may be inconsistent with the
General or Special Conditions of Contract, these terms and conditions shall take
precedence.
11.2 ADVERTISING
11.2.1 The Contractor shall not in any manner advertise, publish or release for general
information, any statement mentioning OGPI or the Didipio Project, without first obtaining
the written consent of OGPI, including OGPI’s approval of the material requested to be
advertised, published, or released for general information. The Contractor shall use its
best efforts to ensure that its employees, offices, agents, representatives, Subcontractors,
vendors, and suppliers abide by this restriction.
11.3.1 The Contractor’s site facilities shall be kept clean and tidy and maintained in good
conditions at all times during the Works.
11.3.2 The Contractor shall adhere to OGPI’s environmental policy by ensuring that all
hydrocarbon product storage areas within its site facilities are bunded and lined with
HDPE liner.
11.4.1 The Contractor’s employees and Subcontractors shall be adequately trained, instructed,
tested, and certified in the operation of plant and equipment, or carrying out tasks,
required by their class of work.
11.4.2 The Contractor shall implement an instruction and training program for all operators of
plant and equipment on Site. These programs shall be submitted to OGPI for approval.
11.4.3 OGPI may direct the Contractor to modify aspects of its instruction and training programs
at any time during the Contract if, in its opinion, it does not adequately meet the
requirements of safe operation of plant and equipment, or safe operating practices on the
Site.
11.4.4 The Contractor shall maintain a register on Site of the induction, training, authorization,
and licenses that each employee and Subcontractor has received. The register shall be
made available to OGPI upon request.
11.4.5 The Contractor’s employees and Subcontractors shall adopt and actively participate in
OGPI’s Safety Management System.
11.5.1 The Contractor shall be fully responsible for any damage to OGPI supplied materials or
equipment caused by mishandling, improper storage, or failure to follow the
manufacturer’s recommendations and/or accepted practices.
11.5.2 Any damage or loss to OGPI supplied materials or equipment, resulting from the
Contractor’s actions shall be the sole liability of the Contractor.

11.6.1 General
11.6.1.1 The Contractor shall prepare and submit to OGPI daily, weekly, and monthly reports. All
reports shall be in a format acceptable to OGPI.
11.6.1.2 OGPI may direct that additional information, forms, or reports be completed as deemed
necessary and appropriate for the performance and control of the Works, and such
information shall be provided by the Contractor at no additional cost to OGPI.
11.6.1.3 All reports shall be signed by the Contractor upon submission, and by OGPI as evidence
of receipt only of the report, not necessarily acceptance of the details and accuracy of the
report.
11.6.1.4 The Contractor shall provide, on the request of OGPI, monthly consumables usage
figures for, but not limited to fuel, lubricants, and chemicals used during the Works.
11.6.2.1 The daily production report must be submitted to OGPI at the time designated by the Area
Manager. The report shall be an Excel spreadsheet and submitted to the Area Manager
electronically.
11.6.2.2 The Contractor shall keep records of all reports both electronically and hard-copy.
11.6.2.3 The daily reports shall address, as a minimum, the following listed topics with regards to
the previous twenty-four (24) hour period:
• Any safety or industrial relations incidents involving the Contractor’s or
Subcontractor’s employees.
• All Works undertaken during the preceding twenty-four (24) hour period
• Progress of the Works compared to the Schedule
• Manpower on-site and hours worked
• Details of any damage to the Contractor’s or OGPI’s materials, plant, equipment or
facilities
• Mechanical availability of each item of the Contractor’s plant and equipment
• Hours of work performed by each item of equipment and type of work it performed
• Downtime hours of each item of plant and the cause of the downtime
• Status of any Variation authorised by OGPI
• Any problem or potential problem area(a)
• Any other activity or event that has or may impact on the timely and satisfactory
performance and completion of the Contract
11.6.3.1 Weekly and monthly reports shall include a summary of information supplied in daily
reports and detailed status reports on the overall performance of the Works.
11.6.3.2 The reports shall be submitted within a time period following the end of the week or month
as directed by the Area Manager.

o Clause 1.8 c): Construction of Contract is amended to read: “Clause 4.5.1.1: This
Agreement shall be construed and governed in accordance with the laws of the
Republic of the Philippines. Clause 4.5.6.2: The Parties agree to submit to the
exclusive jurisdiction of the courts of the Republic of Singapore.”
o Clause 4.3.2.6 is amended to read: “All costs and expense borne or incurred by
OGPI as a result of, or consequential upon the Contractor failing to carry out the
Work or any part of the Work in accordance with the Contract shall be reimbursed
or made good to OGPI by the Contractor upon request and in default thereof may
be recovered by OGPI as a debt due from the Contractor to OGPI.”
o Clause 4.2.5.1 Suspension of Work is amended to read: “OGPI may instruct the
Contractor to suspend the progress of the whole or any part of the Work, for such
time or times as OGPI in its reasonable opinion may think fit”.
o Clause 4.4.1.5 is amended to read: “If it becomes necessary for the Contractor to
carry out any rectification, the provisions of this Contract relating to the Work shall
apply to the rectification as if it were the Work and the Defects Liability Period for
that part of the Work on which the rectification was executed shall commence on
the day on which the rectification work is completed, however such extended
Defects Liability Period shall not exceed two years from Practical Completion of
the Work Package. OGPI may approve a shorter Defects Liability Period in
respect of any rectified work.
o Clause 4.5.6.2: If at the conclusion of the conciliation meeting the parties fail to
resolve the dispute or difference, either party may give to the other within
fourteen (14) days, a notice stating that at the expiration of thirty (30) days, it
intends to proceed to have the dispute or difference referred to an arbitration in
Singapore in accordance with the Arbitration Rules of the Singapore International
Arbitration Centre (SIAC Rules) for the time being in force.
o Clause 6.11.1 Site Security is amended to read: “OGPI will have security
personnel to control access to the overall construction area who will do patrols
through the Contractor’s Work areas, however this does not relieve the
Contractor of its obligations to keep its Work areas secure”
o Clause 6.13.8 is amended to read: “All PPE provided by the Contractor shall be
accompanied by the product quality safety certification issued from the
Philippines Occupational Safety and Health Centre or marked with the European
