New ISES Executive Committee
Dr. David Renné new ISES
President
The new ISES Executive Committee began
its term on 1 January 2010. The Board of
Directors elected Dr. David Renné as the
new President for the 2010 - 2011 term. Dr.
Renné is the 26th President of the Society
and successor of Ms. Monica Oliphant of
Australia.
Dr. Renné has been a member of the ISES
Board of Directors since 2004 and he was
Vice President of Science and Technology
from 2008 – 2009. He has been active
on the American Solar Energy Society
(ASES) as Board member and Treasurer
and he also serves as an Associate Editor
in the area of Resource Assessment for the
ISES scientific journal “Solar Energy”.
Since 1991 Renné has been working at the
National Renewable Energy Laboratory
(NREL) in Golden, Colorado where as
Principle Project leader he develops
and manages programs on renewable
energy resource assessment and analysis.
Currently he is also the Operating Agent
of the International Energy Agency
Solar Heating and Cooling Programme
Task titled, “Solar Resource Knowledge
Management”. Renné also manages the US
Department of Energy’s Solar Resource
Assessment activities funded under
the Solar Energy Technology Program.
Much of his recent work at NREL has
been for international organizations
such as the US Agency for International
Development, the UNEP, UNDP, UN/
DESA, and, recently, the International
Renewable Energy Agency (IRENA). In
these programs he has managed solar and
wind energy resource assessments and
the development of GIS (Geographical
Information Systems) tools for a number
of countries, including several countries ISES
in Asia and South Asia, Central America,
South America, and Africa. International

Prior to his work at NREL Renné was Society
a senior program manager at Pacific
Northwest National Laboratory, where he
was heavily involved in both domestic and
international wind studies, such as the
U.S. Candidate Site wind measurement
program, and a wind resource assessment
study for Egypt. He received his Masters
and PhD at Colorado State University
in Atmospheric Sciences and Earth
Resources.

Along with the new President, three new Vice
Presidents were elected. Mr. Ajay Prakash
Shrivastava was elected Vice President for Science
and Technology Affairs and Prof. Roberto Roman
was elected Vice President for Membership
Affairs. A new position to the ISES Executive
Committee is the Vice President for Conferences,
which is filled by Prof. Dieter Holm.
Other members of the Executive Committee
include Ms. Mahalath Halperin who will continue
her work as Vice President for Public Affairs; Mr.
Huang Ming as Vice President of Industry, who
was elected in 2008; Torben Esbensen as returning
Treasurer; Peter Gorton who is the new Secretary
of ISES as well as Monica Oliphant as Immediate
Past President.
President’s Column
I would like to open by saying how much I look
forward to serving the Society as its President
for the next two years. I firmly believe that ISES
can and will play a strong role in facilitating the
rapid growth of renewable energy development
around the world. ISES, through its publications,
conferences, videos, and its flagship Solar Energy
Journal is in a key strategic position to inform

government policy makers, industry, researchers,
NGOs and the general public on the role that a
renewable energy future will play in creating
economic growth, energy security, and climate
change mitigation. I also wish to thank my
predecessor, Monica Oliphant, for her capable
leadership as president these past two years, and
for her tireless efforts to broaden the visibility of
ISES throughout the world.
As a Society we are at an important juncture in
our long history, with rapid development and
deployment of renewable energy occurring
throughout much of the developed and developing
world. This historical shift in how society obtains
and uses its energy is the result of many factors,
including the recognition of the economic
value in using clean and indigenous renewable
resources, the energy security these resources
bring to society, and the significant human health
and environmental benefits offered by a shift
away from fossil fuels. With an effective web
presence and communication strategy, ISES can
and will be at the forefront in informing society
on the benefits of these technologies, and advising
policy makers and project developers alike with
credible technical and scientific information on
how global society can transform to a renewable
energy future.
My goals as ISES President are based on our
shared vision that ISES is a “learned society” with
a core membership of highly qualified technical
specialists and related professionals, dedicated
to educating and informing a much broader
membership as well as the world community, in
all aspects of renewable energy. These goals are
to:
• Secure ISES’ position as the lead international
resource for informing all sectors of the
international community in the rapid
expansion of renewable energy;

• Expand an international membership that
is energized by the contributions ISES is
making toward a renewable energy future;
and
• Develop a solid financial footing for growing
the Society’s influence and membership.
To achieve these goals, during my term I will
actively promote the following:
• Enhance our Technical Credentials and
credibility through strong support of our
flagship Solar Energy Journal, the scientific
content of our Solar World Congress, and
key publications such as pocketbooks and
articles in international magazines.
• Maintain and establish partnerships with
major organizations such as IRENA, the UN,
the IEA, multi-lateral banks, etc, both through
the REN-Alliance and directly through
ISES, by representing our technologies in
key discussions on climate change, poverty
alleviation, and energy security.
• Develop targeted and effective
Communications to our membership, as
well as our constituents and stakeholders
through technical and review papers, white
papers, position papers, newsletters, press
releases, videos, and conference and journal
publications.
• Maintain active Participation in key
international events and high-profile
conferences sponsored by governments,
NGO’s and the private sector, and especially
our own Congress and Regional and Section
Conferences. Most importantly I will work
closely with our Sections to better align our
goals and operations. This alignment will
serve to mutually strengthen both ISES and
its Sections.
• Establish Membership Benefits that will
grow our Society significantly. The broader
membership will strengthen the foundation
of ISES, and serve to help reach out to the
general public as “honest brokers,” providing
credible and relevant information on how we
can achieve 100% renewables in our future
and for generations to come.
• Strengthen the Financial Security of
the Society through involvement with
foundations, major donors, and grant-
making organizations.
I will share and guide the responsibility for
implementing these activities with the leadership
of the Society, including the Executive Committee,
the Board of Directors, the Headquarters staff, and
key ISES members. It is my desire to build on my
own knowledge, commitment, and international
network of professionals and organizations to
engage the reservoir of expertise, and within our
membership to guide ISES into taking a global
leadership role in transitioning the world to a
renewable energy future.

Vice President for Membership Affairs

Task for the office period 2010 – 2011:
We need to expand ISES beyond its traditional
roles and constituency. This means, in my case, to
try to expand student and regular membership in
developing countries. The ideal way to do this is by
offering added value. For example basic training in
areas of interest to developing countries, webinars
and other ways of exchanging information and
experience with a worldwide focus. We only
have a timeframe of not more than one decade
to seriously develop a post-oil and post CO2
society. These problems tend to affect developing
countries much more than developed areas, and
that’s why this message should be strongly put
forward to new members.
Professional Background:
Mechanical engineer, University of Chile (1970).
Later studied renewable and solar energy in
Argentina (1974), Marseilles, France (under Dr.
Georges Peri in 1976), participated in the ICTP
renewable energy workshops in Trieste in 1979,
1981, 1982 (Colombia), 1983 and 1985. Involved
with the CYTED Iberoamerican program on
renewable energy (Subprogram VI) since it’s
inception in 1987. As a consultant, done work
with mining sector, National Energy Commission
in both the study for the mass introduction of
solar water heaters in Chile (this study was led by
TRANSENERGIE, from France), as well as the law
and the procedures that go into effect in March
of this year to massively implement solar energy
in Chile. As a researcher, main lines of work have
been solar drying, cooking and passive solar
heating. Thanks to the CYTED program, had the
pleasure of working with friends and colleagues
from many Latin American and Iberoamerican
countries.

Active consultant for National Energy
Commission and very active in the assessment of
energy problems (renewable and conventional) in
Chile. President of a small NGO called EcoMaipo,
which strives to put renewable energy solutions in
the hands of the less fortunate parts of our society.
Also I’m an honorary member of ACESOL, the
Chilean trade organization for the promotion of
solar energy.
Current Position:
Associate Professor in the Physical and
Mathematical Sciences Faculty in the University
of Chile, working both in the Mechanical
Engineering Department and as an assistant to
the Dean. I’m also very, very proud to be able to
form a part of the ISES Board.

enabling HQ staff to better serve the needs of the
members and stakeholders. Assist the Executive

substantial growth in membership and influence,
and to enable ISES to have a stronger voice on
solar matters in the emerging renewable world.

Consultant, from an IT background, but more
recently concentrating on renewable energy,
sustainability and energy efficiency in the built
environment and transport. Various renewable
energy/sustainability initiatives including

community-owned solar (PV) farm project, and

REN Alliance Launches Policy Paper on Global
Investment Fund for Renewable Energy
During a press conference at the COP 15, the
REN Alliance launched the policy paper, “Scaling-
Up for a Renewable Future: Reforming Existing
Mechanisms and Shaping New Approaches
Post-2012”. In the paper the REN Alliance calls
for renewables to be at the forefront of the post-
2012 climate action regime. The policy papers
insists that the Kyoto mechanisms become more
straightforward for project development and
the programmatic approaches are centred on
progressing renewable energy systems. It also
demands that significant reform is required to
make the Kyoto Mechanisms, especially the

Clean Development Mechanism (CDM), more
effective by removing unnecessary complexity
and improving the consistency of the process,
especially for projects in the developing
countries.
The paper marks an important step for the REN
Alliance towards contributing to a climate action
regime that can deliver results to both mitigate and
help adapt to the changing climate and the needs
of mankind. The paper is available to download

IRENA Preparatory Session – ISES Participates
as Observer together with REN Alliance
The creation of International Renewable Energy
Agency (IRENA) is becoming a success story:

of the IRENA Preparatory Commission

Member states and observers met last week in
Abu Dhabi, United Arab Emirates for the third
session of the Preparatory Commission. During
the meeting the number of IRENA member
states grew to 142 when Kyrgyzstan, Saint
Vincent and the Grenadines and South Africa
signed the IRENA Statute last week. IRENA’s
membership has almost doubled since 75
countries founded the Agency last January. This
broad acceptance reflects the importance given
by countries worldwide to the production and
use of renewable energy. During the third session
of the Preparatory Commission, Member States
met to decide on the Agency’s Work Programme
and Budget for 2010. In the next year, IRENA
has set out to establish itself as the global base for
renewable energy knowledge. It will also start to
advise its Members regarding successful policies
and financial schemes to promote renewables and
capacity building and training programmes.
ISES and its partners within the International
Renewable Energy Alliance (REN Alliance)
attended the session as observers and had another,
separate meeting with IRENA in order to discuss
a work programme for the next three years,
focussing on renewable energy potentials and
scenarios, sustainability aspects, policy & finance
as well as system integration.

REN Alliance Roundtable at WFES
The World Future Energy Summit (WFES) also
took place last week in Abu Dhabi following
the IRENA session. REN Alliance members
participated in the Summit, hosting a roundtable
discussion titled, “Accelerating the Deployment of
Renewable Energy”. During the discussion, the REN
Alliance outlined its strategic work programme
for the next years, with special reference to the
cooperation with IRENA. Speakers, who each
gave a brief talk on the strategic plan, representing
each organisation, were:

Concentrating Photovoltaics, (CPV-6) formerly
called the “International Conference on Solar
Concentrators for the Generation of Electricity”,

• Stimulate an exchange of views concerning
entry and large-scale markets appropriate for
concentrator technologies;
• Provide insight for further research on solar
concentrator technologies.
The CPV-6 will take place from 7 – 9 April 2010
in Freiburg, Germany. Early-bird registration

ISES Solar World Congress 2009 Plenary
Session DVDs
The ISES Solar World Congress 2009 took place
in Johannesburg, South Africa under the theme
of Renewable Energy: Shaping Our Future. This
29th SWC focused on Africa and the role that
renewable energy (RE) can play in the sustainable
development of poor and rural communities in
Africa.
The ISES Solar World Congress 2009 provided
a platform where international, regional and
local experts discussed the potential solutions
that renewable energy resources can provide
in solving the global energy crisis, as well as the
opportunities for the industry at large.
Now available in the ISES Online BookShop are
DVDs with plenary sessions from October 12 and
13.
Plenary Session Monday 12 October
This plenary presented several views of major
considerations influencing the future of renewable
energy.

Johannesburg, “CIS-based thin film
technology: transition from R&D to
commercial production”. Alberts provided
an in-depth discussion of how technology
is accelerating the commercialization of

for Solar Energy Systems ISE, “The future
of solar electricity”. Weber presented an
excellent overview of the bright future in
solar and important developments in PV,
CSP, and CPV.

investment”. MacColl provided insights
into the challenges facing energy providers
and how the role of renewable energy can be
enhanced.

This plenary included three presentations
reflecting on concerns of climate change and the
many possibilities for reducing carbon footprints.

• Harry Lehmann, Federal Environmental
Agency of Germany, “Structure and Dynamic
of 100% Renewable Energy”. Lehmann’s talk
described how 100% renewable energy is
possible worldwide and how some regions of
the world have already achieved this goal.
• Monica Oliphant, President of ISES: “What
are our climate change targets and how can
solar cities help us reach them?” Oliphant
provided an update on solar city activities
and how innovations are getting cities closer
to their emission reduction goals.
• Alexandros Tombazis: Tombazis and
Associates Architects Meletiki, “The Sacred
Cow”. With many captivating examples,
Tombazis discussed the important role of
buildings and their designers in reducing
energy consumption and helping save the
planet.
Videos are great educational resources and
inspirational outreach tools. These DVDs are
professionally edited videos of Congress plenary
presentations. They provide summaries of
renewable energy advances around the world,
and are excellent for use in educational venues.
The SWC 2009 DVDs capture the spirit as well
as the content of the Congress. ISES invites you to
purchase these materials and share them widely.

second edition
of textbook, The
Future of Energy Use,
provides essential
analysis of the use of different forms of energy
and their environmental and social impacts. It
examines conventional, nuclear and renewable
sources and technologies, using relevant case
studies and providing a vital link between
technology and related policy issues. The new
edition has been comprehensively developed
and updated, including new text, diagrams and

New material includes: a stronger focus on climate
change policy and energy security; a discussion

LSES Co-Organiser of the Sustainability Week
2010
The Lebanese Solar Energy Society (LSES) is co-
organiser of the second annual Sustainability
Week Exhibition and Conference to be held

Regional Conferences 2010
ISES Asia Pacific Regional Conference
(Renewable Energy 2010) – Deadline for
Abstracts Extended!
This event will take place in Yokohama, Japan
from 27 June – 2 July 2010. Late abstracts
are being accepted until February 26. The
conference will cover a wide range of topics
on the theme “Advanced Technology Paths
to Global Sustainability”, including policy,
photovoltaics, solar thermal applications, low
energy architecture, energy efficiency as well as
other renewable energy technologies. The full call

EuroSun 2010
The EuroSun 2010 taking place in Graz Austria
from 28 September – 2 October 2010 will be a
joint conference of ISES and the International
Energy Agency Solar Heating and Cooling

the latest R&D results, learning about problems
and their solutions, seeing old friends and meeting

ISES Latin America 2010
The Peruvian Solar Energy Society, APES
(“Asociación Peruana de Energía Solar y del
Ambiente”), will host the 4th ISES Latin American
Regional Conference (IV ISES-CLA), together
with the XVII Peruvian Solar Energy Symposium
(XVII SPES), from 1 – 5 November 2010 in Cusco,
Peru. This event is organized together with the local
university in Cusco, UNSAAC, and the National
Engineering University, UNI. The deadline for

Intersolar 2010
The world’s largest solar industry trade fair is
taking place from 9 – 11 June at the New Trade
Fair Center in Munich, Germany. Since the
first Intersolar in 1991, the fair has grown in
prominence across the globe. 2010 is expected
to post records figures once again, with 1500
exhibitors expected over a space of 120,000 sqm
and will attract 60,000 visitors from 145 countries.
The Intersolar has not only grown in Munich,
but is now fairs are also taking place in North
America, India and Asia:
• Intersolar North America, July 13 – 15 in
San Francisco, USA;
• Intersolar India, 9 – 11 November 2009 in
Hyderbad (2010 dates not yet announced);
• Intersolar Asia, 16 – 18 March 2010 in

will be held in of Dezhou, China. The Congress
aims to show how local environmental initiatives

2nd European Conference SmartGrids & E-

Mobility
The first Conference on Smart Grids and Mobility
was a great success and affirmed the scientific
committee in their decision to continue this event
on an annual basis. During the last conference
it became evident that the necessary emission
reductions and the achievement of European
targets as far as the contribution of renewables
in the energy supply is concerned, both influence
many sectors forcing a change towards smart
solutions such as smart grids and smart mobility.
