Why do we need a Code of Ethics?

Here's Why:

From an article by David Hildebrand entitled why do


we need a Code of Ethics? He explain that:

As members of a profession, we have an important role


in society as trusted experts. In this role, we have a duty
to maintain the highest standards of professionalism in
our work, while acting in the public interest.

Codes of ethics should set members apart from others,


who may purport/significant to provide similar services
to the public, by establishing a set of principles by which
to work. However, in order for the code to have merit
and respect, it must contain procedures for monitoring
the members' adherence and for disciplining those
members who act in BREAC OF THE STANDARDS.

Defini tion of Contract

What is Law

• Law is a system of rules and guidelines which are enforced through


social institution to govern behavior.

Importance of Law

Law is the skeleton of our society; it controls what we do, when we do it and
llow we do it. If we choose to break this law tl1en we are punished. An order
society can not exist with out some sort of legal system, even if it is just one
simple Jaw.

Use of Law

Tlle use of law is to protect property, vested rights, established relationship


and etc. for those wbo are planning or trying to do bad things.

PHILIPPINE LEGAL SYSTEM

Havi been under the colonial rule of Spain and subsequently the United States. It is n?t
surpnsmg that the Philippines would base much of its laws and court system on the Spain
and American models.

• BRANCHES OF GOVERNMENT

- Under the Constitution, governmental powers in the Philippines are


divided among three (3) Institutions: Executi ve, Legis la tive. and Judic ial

The Executive Branch - headed by the president, enforces the laws

The Legis lati ve Branch made up the House of Representative and Senate
(collectively called Congress)- make the laws

The Judicial Branc h - (Through the Supreme Court and Lower courts

• The term" CIVIL ENGINEER" as used in this Act shall mean a person duly
registered with Board of Euminen forCivil Engineers.

3. Highways Portworks (Piers and OFF-Shore Construction)
4. Canals 7. Buildings
5. River and Shore improvements s. Fixed Structures for Irrigation
6. Lighthouses and Drydocks 9. Flood Protection
1O. Drainage
11. Water Supply and Sewerage Works
12. Demolition of Permanent Structures
13.Tunnels

The enumeration of any work in this section shall not be construed as excluding any
other work requiring Civil Engineering knowledge.

• Board of Examiners for CIVIL ENGINEERS

Section 3. Composition of Board

Within thirty (30) days after .the approval of this ACT there shall be
created a BOARD OF EXAMINERS for "Civil Engineers", hereinafter
referred to as the BOARD: to be composed of a CHAIRMAN and two
(2) members - who shall be appointed by the Secretary of Department
of Public Works and Highways (DPWH).

• EXAMINATION AND REGISTRATION I
Section 8. Examination Requirement

All applicants for registration for th practice f " ivil Engineering"


shall be required to pass a technical examination as hereinafter
provided by the BOARD OF EXAMINERS for "Civil Engineering" _,,

r Section 12. Qualifications for Examination

Any person applying for admission to the "Civil Engineering


Examination as herein provided shalJ, prior to the date of the
examination, establish to satisfaction of the BOARD that he/she has the
following qualifications:

a. Be at least hventy-one (21) years of age


b. Be a citizen of the Philippines
c. Be of good reputation and moral character, and
d. Be a graduate of a fifth-year course in "Civil Engineering" from a
school, institute, colJege or universities.
