INTRODUCTION
Pursuant to Section 116 of Republic Act No. 7160, otherwise known as Local
Government of 1991 and Executive Order No. 773, s. 2009, which calls for the further
reorganization of the Peace and Order Council, every Province, City, and Municipality is
mandated to create a Peace and Order Council (POC). Likewise, every barangay, pursuant to EO
No. 336, s. 1996, is mandated to create a Barangay Peace and Order Committee (BPOC) as the
implementing arm of the City/Municipal POC.
Based on the foregoing, the Peace and Order and Public Safety Plan is necessary to
ensure a comprehensive and concerted actions in the promotion of peace and public safety.
Likewise, the said document is a 3-year term based plan which shall be incorporated in the
Comprehensive Development Plan (CDP) of the LGU - to improve life in the communities by
ensuring social protection and safety in the locality.

A. Geographical Location
C. Slope Categories
The 0-3% slope category is characterized by level to nearly level land which is
favor for agriculture and density urban development. The gently sloping with 4-8%
slope is recommended for intensive agricultural development efforts.
Gently sloping and moderately rolling terrain with 8-15% which favor
agricultural and land development efforts with useful planned erosion control measures.
Rolling to strongly hilly terrain with 15-50%, which may be describes as mountains are
suited for pastures and forestry development activities.
A. Population
Based on the 2007 census, the population of the municipality is 25, 438.
Municipality’s population in 2010 is 27,337 and in 2015 is 30,035. The population thus
increased by 1,899 in 2010 and 2,698 in 2015, respectively.
B. Number of Households
The number of households has increase from 5,669 in 2007 to 6,155 in 2009 and
6,702 in 2015. This shows that number of households increased by 7.89%.in 2009 and
8.16% in 2015, respectively.
C. Religion of Population
Of the total population of the municipality, 90% consist of Roman Catholic and
10% composed of other religious affiliations such as Methodist, Iglesia ni Cristo, 7th Day
Adventist, Jehovah,s Witnesses, Pentecost, Born Again and other Protestant churches.

Health needs of the community is served by only one Rural Health Unit which is
located in the poblacion and seven (16) Barangay Health Stations situated at Punit,
District 1, Maluno Sur, Yeban Sur,Maluno Norte, Sevillana, Danipa, La Salette, Ara,
Villaluz, Capuseran, New Magsaysay, Yeban Norte, Andabuen, Balliao, and Sta Cruz.

The RHU is manned regularly by Municipal Health Officer, 2 nurses, 11 midwives, 1
sanitary inspector, 1 dentist, 2 Malaria Technicians and one utility worker. The Barangay
health stations are manned by their respective Barangay Health Workers and occasionally
by the midwives and municipal doctor.
Sports and recreation activities in the municipality are very limited and this is
attributed to the following factors: lack of sports organization, inadequate recreational
facilities and lack of sports and recreation programs.

Municipality has no post office to serve the postal needs of the whole community.
However, with the improving technology, some residents was able to acquire Cellular
phone which serves as their communication unit for telephone calls, sending and
receiving messages provided by Smart/Globe/Sun communication network.
H. Water Resources
The municipality have 1 Public Market, 2 fund transfer institutions,- Rural Bank
with one ATM and the Western Union Bank. The next nearest banking institutions are
located in Cauayan and Ilagan Cities, approximately 30kms away from the municipality.
Most of the farmers have been caught in the vicious cycle of loan borrowings with high
interest rates. And in turn their expected production yield are compromised as deposits
and sometimes leaving them almost empty handed at the end of the cropping.

1. The Overview of the Peace and Order and Public Safety Situation in the
Municipality of Benito Soliven, Isabela.
Peace and order situation is generally peaceful and manageable. Crimes reported
include petty quarrels, theft, etc. . . . However, a number of major crimes were also committed
and reported but those are now considered solved. To uphold the law, Municipality Police
Station adopted several measures on crime prevention through constant police visibility, mobile
patrol, checkpoint operations, information and dissemination drives, public fora/symposium,
community dialogue/”pulong-pulong,” development and proactive crime prevention programs.

On Crimes against Property, Robbery and theft incidents show that about 1 and 2 in
2015, respectively, while both zero incident on car napping and cattle rusting. However, there are
no incidents on crime against property to speak of during the period (CY 2016).

Graph shows the Physical Injury has the highest index crime incidents with 8 or 54%;
followed by Homicide with 3 or 20%; both Murder and Rape with 2 or 13%; while zero cases
on robbery, theft, car napping and cattle rustling.

Of the total 32 non-index crimes, RIR in Physical Injury obtained the highest with 12 or
32%; followed by violation on RA 9165 and other Non-Index Crimes with both 7 or 19%,
respectively; Other Special Law with 5 or 14%; RIR Homicide with 4 or 11%; and RIR Damage
to Property with 2 or 5%.

On Crime Solution Efficiency (CSE), 32 out of the 52 total crime volume had been
solved representing 63.26% efficiency rate lower by 16.42% as compared to same period of last
year.

On Crime Clearance Efficiency (CCE), of the 52 total crime volume, about 44 crimes
are cleared representing 84.61% efficiency lower by 8.60% as compared to same period in
2015.
b. Conflict
The strongholds of the local insurgents are mostly situated in the forest regions of
the province particularly in the municipality of San Mariano because of its rugged terrain
and isolation from the urban areas. Further, the topography of said area and the umbrella
shield being laid out by some sectoral organizations and religious personalities are some
of the factors giving advantage to the Communist Terrorists (CTs) in sustaining their
operations.
Based on the account and assessment of the Municipal Police Station that there is
no aggressive insurgency action has been reported yet in the past six months in the
locality.
Moreover, as also mentioned in the previous Table B that there is no, number of
women who were affected by gender-based violence, number of children who are
affected by armed conflict recorded the locality. But it should be noted, however, that the
LGU have no accurate data on the magnitude of children and women who are victims of
abuses, violence and other forms of domestic violence as a result of non-reporting of
some cases.
On the other hand, there are also issues/cases and other disputes involving
some residents in the barangays has not yet been resolved. Enhancement of Katarungang
Pambarangay should be provided for Lupon Tagapamayapa Members for them to speed
up disposition of petty crimes and disputes.

Graph shows that there is significant number of vehicular accidents resulting to Physical
Injury with 28 incidents in 2015 but was dropped by 16 incidents in 2016; about 6 accidents
resulting to damage to property were recorded but also decreased by 4 incidents in 2016.
However, only 1 incident resulting to Homicide was accounted compared to 4 accidents
happened in 2016.
It should be noted that majority of vehicular accidents occurred along national highway
(as reflected in the graph) wherein District II is the highest number of cases recorded with 8
incidents followed by Barangay Punit with 4 incidents, and District I with 3 accidents while the
rest, 1 each in Santa Cruz, Yeban Sur and Danipa, respectively.

Graph shows that most of type of vehicles involved in accidents are single motorcycles
with 28 in 2015 and at least 12 in 2016; around 5 in van in 2015 and 2 in 2016; about 2 in
tricycle in 2015 and 9 in 2016; 5 cases in trucks in 2015 and 3 in 2016; and 4 accidents
involved with other type of vehicles.

Graph above shows, from January, 2015-December 15, 2016 that there are about 70
number of vehicular accidents registered in the Municipal Police Station in 3 causes of vehicular
accidents broken down as follows:

However, serious medical cases are usually brought to the nearest hospital (San
Mariano/Ilagan city/Cauayan City).
The municipality also experiences the usual difficulties associated with typhoons
and floods. Typhoons usually occur from July to November which sometimes causes the
Pinacanauan River to overflow. There are some areas in the locality especially those
residents settled in low areas and near the river(Barangays Yeban Norte, Yeban Sur,
Maluno Norte % Maluno Sur) are being flooded during heavy downpour and greatly
affected by the swelling of the river.
Based on the previous table (B), reflects that there are two fire incidents occurred
in the municipality. The said incident happened (in Barangay District I and Barangay
Gomez) due to electric heater left unattended and faulty wiring installed in the house,
respectively.
Table Below shows the number of public safety instrumentalities operating within
the municipality and type of available resources to respond to an emergency. Along with
this are organized MDDRMC and MPOC chaired by LCE.

which focuses on the division or classification of said peace, order and security issues into
priorities, advocacies and other categories.

Since 2015, crime against person resulting to physical injuries has occurred in 15 barangays,
with a total of 19 cases reported. The cause of incident could be attributed to the lack of concern
and discipline for the community. In response to this, the LGU and other stakeholders prioritized
the following measures:
a. Police and barangay tanod visibility
b. Coordination between municipal government in maintaining peace and order
c. Provision of sports development program
d. Empower the disadvantaged and women
The proliferation of illegal drugs is also a cause for concern, with 6% of the total population
reported to be drug users, and 15 out of 29 barangays are drug affected. This is seen to be
connected to the influx of people coming from other places.
To date, 206 personalities have surrendered and 10 were arrested as a result of Oplan
Tokhang of the PNP, and the local government faces a dilemma on the rehabilitation and
treatment of surrenderees.
If this will not be addressed and handled well, there is a probability these surrenderees will
go back to their habit and worse, increase the number of crime incidence in the municipality.
As discussed in the MPOC meeting, drug addiction and pushing is tied with insufficient
livelihood in the locality, presence of drug pushers, and unmonitored influx of people from other
places.

To address this, the following actions have been undertaken by the LGU and the other
stakeholders:
On the other hand, there are some unreported cases of child labor and violence against
woman due to absence due to absence of accurate data on the magnitude of children and
women who are victims of abuses and violence as a result of non-reporting of some cases.
Likewise, no comprehensive program of the LGU to protect children and women from
violence and abuses.
Moreover, 2 fire incidents were recorded (1 each in barangay District I and Gomez).
Causes of incidents were due to faulty wiring and electric heater left unattended. Programs
on Fire Prevention should be implemented from time to time to prevent the occurrence of fire
incidence.
Objectives, Strategies, Targets, Indicators and Baseline Data shall be enumerated in this
Chapter, based on the priority peace and order and public safety issues or challenges in Chapter
C.

This Chapter focuses on the Actual Accomplishment or Implementation and Fund Allocation of policies, programs, projects, services and
