INTRODUCTION

Pursuant to Section 116 of Republic Act No. 7160, otherwise known as Local
Government of 1991 and Executive Order No. 773, s. 2009, which calls for the further
reorganization of the Peace and Order Council, every Province, City, and Municipality is
mandated to create a Peace and Order Council (POC). Likewise, every barangay, pursuant to EO
No. 336, s. 1996, is mandated to create a Barangay Peace and Order Committee (BPOC) as the
implementing arm of the City/Municipal POC.

DILG Memorandum Circular No. 2015-128 dated November 2, 2015, provides


guidelines on the formulation of Peace and Order and Public Safety Plan.

Based on the foregoing, the Peace and Order and Public Safety Plan is necessary to
ensure a comprehensive and concerted actions in the promotion of peace and public safety.
Likewise, the said document is a 3-year term based plan which shall be incorporated in the
Comprehensive Development Plan (CDP) of the LGU - to improve life in the communities by
ensuring social protection and safety in the locality.

It serves to institutionalize a system of effectively addressing public threats in the


community and to strengthen the problem solving capability of locality in responding to local
peace and order concerns in the community.

A. Review of Local Strategic Direction(Vision, Mission and Goals)


This Chapter consists of the general information about the LGU, and its Vision,
Mission; Goals Statement consistent with the existing plans of the LGU, in which
enumerate3s the strategic and desirable direction of the LGU and the community.

1. LGU Socio Economic Profile

I. NATURAL FEATURES AND PHYSICAL CHARACTERISTICS

A. Geographical Location

The municipality of Benito Soliven is situated nearly in the center of Province of


Isabela, it is bounded on the north by the municipality of Ilagan, on the East by the
Municipality of San Mariano, on the West by the Municipality of Naguilian and City of
Cauayan and on the South by the Municipality of San Guillermo.

B. Land Area and Political Subdivision

Benito Soliven, a fourth class municipality, is composed of twenty nine (29)


barangays and occupying a total land area of 19, 752.19 hectares.

C. Slope Categories

The 0-3% slope category is characterized by level to nearly level land which is
favor for agriculture and density urban development. The gently sloping with 4-8%
slope is recommended for intensive agricultural development efforts.

Gently sloping and moderately rolling terrain with 8-15% which favor
agricultural and land development efforts with useful planned erosion control measures.
Rolling to strongly hilly terrain with 15-50%, which may be describes as mountains are
suited for pastures and forestry development activities.

II. DEMOGRAPHIC FEATURES

A. Population

Based on the 2007 census, the population of the municipality is 25, 438.
Municipality’s population in 2010 is 27,337 and in 2015 is 30,035. The population thus
increased by 1,899 in 2010 and 2,698 in 2015, respectively.

The number of households has increase from 5,669 in 2007 to 6,155 in 2009 and
6,702 in 2015. This shows that number of households increased by 7.89%.in 2009 and
8.16% in 2015, respectively.

C. Religion of Population

Of the total population of the municipality, 90% consist of Roman Catholic and
10% composed of other religious affiliations such as Methodist, Iglesia ni Cristo, 7th Day
Adventist, Jehovah,s Witnesses, Pentecost, Born Again and other Protestant churches.

III. SECTORAL PROFILE

A. Agriculture

Benito Soliven is primarily an agricultural municipality with about 85% of the


total population depending on agriculture as its major source of income. About 7,487.10
hectares are planted with corn and 1,892 hectares of irrigated and rain fed farmlands
planted with rice. Tobacco, peanuts and vegetables are alternately planted with corn.
Other crops with significant production in the area are banana, coconut, calamansi, citrus,
beans, cassava and sweet potatoes and other root crops.

On livestock, majority of the farmers considered as small holders, raise livestock


and poultry for additional source of income and meat for their families. Animal
production is basically for home consumption. Only few commercial livestock and
poultry operations registered in Benito Soliven.

Fishing is also considered another means of livelihood in the municipality. Of the


total households, about 15% engaged in fishing and these are either farming or non-
farming households. Fish production in fresh water is mainly for home consumption with
surpluses sold to their neighbors and to the poblacion.

B. Education

Benito Soliven has 4 public primary schools, 23 elementary schools and 5


secondary schools. The presence of said schools are adequate but the need for additional
secondary schools/teachers, school facilities, equipments and other educational learning
facilities are imperative considering the growing number of students coming from all
the barangays. The municipality has also 31 Day Care Centers, one private elementary
school and 2 private kinder-schools.

C. Health & Nutrition

Health needs of the community is served by only one Rural Health Unit which is
located in the poblacion and seven (16) Barangay Health Stations situated at Punit,
District 1, Maluno Sur, Yeban Sur,Maluno Norte, Sevillana, Danipa, La Salette, Ara,

Villaluz, Capuseran, New Magsaysay, Yeban Norte, Andabuen, Balliao, and Sta Cruz.

The RHU is manned regularly by Municipal Health Officer, 2 nurses, 11 midwives, 1
sanitary inspector, 1 dentist, 2 Malaria Technicians and one utility worker. The Barangay
health stations are manned by their respective Barangay Health Workers and occasionally
by the midwives and municipal doctor.

Supplemental feeding is one of the programs of the local administration to address


nutritional needs of malnourished children. The schools has also school feeding program
that cater to the nutritional needs of undernourished learners.

D. Sports and Recreation

Sports and recreation activities in the municipality are very limited and this is
attributed to the following factors: lack of sports organization, inadequate recreational
facilities and lack of sports and recreation programs.

E. Protective Services

The PNP sub-station in the municipality is manned by 24 personnel. Their


headquarters and all police force are located in the poblacion. The Punong Barangays and
Tanods are tasked to maintain peace and order in their respective barangays. Volunteers
against crime were also organized to monitor other illegal activities in the area.
Likewise, the municipality has Fire Protection Agency with fire truck and other
firefighting equipment.

F. Power

The municipality is fully energized being served by the Isabela Electric


Cooperative, Inc. II (ISELCO II) except for some sitios in far flung barangays.

G. Communication

Municipality has no post office to serve the postal needs of the whole community.
However, with the improving technology, some residents was able to acquire Cellular
phone which serves as their communication unit for telephone calls, sending and
receiving messages provided by Smart/Globe/Sun communication network.

H. Water Resources

Benito Soliven is traversed by a Pinacanauan River but main source of domestic


water supply in the locality is deep and dug wells. Level III water system is available but
the services are limited only to 5 barangays (District 1, District 2, San Carlos, Yeban Sur
and Yeban Norte)

I. Commerce and Trade

The municipality have 1 Public Market, 2 fund transfer institutions,- Rural Bank
with one ATM and the Western Union Bank. The next nearest banking institutions are
located in Cauayan and Ilagan Cities, approximately 30kms away from the municipality.
Most of the farmers have been caught in the vicious cycle of loan borrowings with high
interest rates. And in turn their expected production yield are compromised as deposits
and sometimes leaving them almost empty handed at the end of the cropping.

WITHIN ITS REACH AND MAKE USE OF THE STRENGTH OF ITS HARD

1. The Overview of the Peace and Order and Public Safety Situation in the
Municipality of Benito Soliven, Isabela.

a. Crime and Disorder

Peace and order situation is generally peaceful and manageable. Crimes reported
include petty quarrels, theft, etc. . . . However, a number of major crimes were also committed
and reported but those are now considered solved. To uphold the law, Municipality Police
Station adopted several measures on crime prevention through constant police visibility, mobile
patrol, checkpoint operations, information and dissemination drives, public fora/symposium,
community dialogue/”pulong-pulong,” development and proactive crime prevention programs.

On Crime Volume, from January-December, 2016, 52 crime incidents were reported,


which reflected an decrease of 17% or 10 compared to crime incidents recorded in the same
period of last year with 59. Out of these crime volume, 17 are Index Crimes, which reflected an
increase of 6.25% or 1 compared to same period last year’s figure of 16, while the Non-
Index Crime registered at 32 which is lower by 10 or 26% compared to previous year with 43
crime incidents.

On Crimes against Person, About 2 Murder incidents recorded while 0 incidents as


compared to same period of last year, Likewise, 3 Homicide incidents are recorded higher by 1
incident as compared to 2 incidents in the same period last year. Physical Injury cases
decreased by 3 incidents from 11 went down to 8 incidents. Rape cases accounted at 2 this year
while no rape case reported last year.

On Crimes against Property, Robbery and theft incidents show that about 1 and 2 in
2015, respectively, while both zero incident on car napping and cattle rusting. However, there are
no incidents on crime against property to speak of during the period (CY 2016).

are cleared representing 84.61% efficiency lower by 8.60% as compared to same period in
2015.

b. Conflict

The strongholds of the local insurgents are mostly situated in the forest regions of
the province particularly in the municipality of San Mariano because of its rugged terrain
and isolation from the urban areas. Further, the topography of said area and the umbrella
shield being laid out by some sectoral organizations and religious personalities are some
of the factors giving advantage to the Communist Terrorists (CTs) in sustaining their
operations.

Based on the account and assessment of the Municipal Police Station that there is
no aggressive insurgency action has been reported yet in the past six months in the
locality.

As previously indicated in Table B, there is no violent incidents related to armed


groups; ethnic conflicts; resource based conflicts; communities, households and
individuals displaced by armed conflict; and issues affecting Indigenous Peoples.

Moreover, as also mentioned in the previous Table B that there is no, number of
women who were affected by gender-based violence, number of children who are
affected by armed conflict recorded the locality. But it should be noted, however, that the
LGU have no accurate data on the magnitude of children and women who are victims of
abuses, violence and other forms of domestic violence as a result of non-reporting of
some cases.

Gender-based violence should be recognized as a major public concern. Violence


against woman and children includes physical, sexual, economic and psychological.
Awareness on gender issues and concerns is very limited. Advocacy on gender sensitivity
should be conducted.

On the other hand, there are also issues/cases and other disputes involving
some residents in the barangays has not yet been resolved. Enhancement of Katarungang
Pambarangay should be provided for Lupon Tagapamayapa Members for them to speed
up disposition of petty crimes and disputes.

On health services, health needs of the community is served by only one Rural
Health Unit which is located in the poblacion and seven (16) Barangay Health Stations
situated at Punit, District 1, Maluno Sur, Yeban Sur,Maluno Norte, Sevillana, Danipa, La
Salette, Ara, Villaluz, Capuseran, New Magsaysay, Yeban Norte, Andabuen, Balliao, and

Sta Cruz. Yeban Sur, Villaluz, New Magsaysay, Yeban Norte, Andabuen, Balliao and
Sta. Cruz. The RHU is manned regularly by Municipal Health Officer, 2 nurses, 11
midwives, 1 sanitary inspector, 1 dentist, 2 Malaria Technicians and one utility worker.
The Barangay health stations are manned by their respective Barangay Health Workers
and occasionally by the midwives and municipal doctor.

However, serious medical cases are usually brought to the nearest hospital (San
Mariano/Ilagan city/Cauayan City).

The municipality also experiences the usual difficulties associated with typhoons
and floods. Typhoons usually occur from July to November which sometimes causes the
Pinacanauan River to overflow. There are some areas in the locality especially those
residents settled in low areas and near the river(Barangays Yeban Norte, Yeban Sur,
Maluno Norte % Maluno Sur) are being flooded during heavy downpour and greatly
affected by the swelling of the river.

Solid waste displacement is also an impact brought about by flooding when


proper solid waste disposal is not practiced. The absence of drainage systems aggravates
the situation. Likewise, the municipality considers rain-induced landslides as a major
hazard; however, there is no recorded landslides incidence occurred during the past 12
months within the municipality.

Based on the previous table (B), reflects that there are two fire incidents occurred
in the municipality. The said incident happened (in Barangay District I and Barangay
Gomez) due to electric heater left unattended and faulty wiring installed in the house,
respectively.
Table Below shows the number of public safety instrumentalities operating within
the municipality and type of available resources to respond to an emergency. Along with
this are organized MDDRMC and MPOC chaired by LCE.

3. Profile of Priority POPS Issues

Since 2015, crime against person resulting to physical injuries has occurred in 15 barangays,
with a total of 19 cases reported. The cause of incident could be attributed to the lack of concern
and discipline for the community. In response to this, the LGU and other stakeholders prioritized
the following measures:
a. Police and barangay tanod visibility
b. Coordination between municipal government in maintaining peace and order
c. Provision of sports development program
d. Empower the disadvantaged and women

The proliferation of illegal drugs is also a cause for concern, with 6% of the total population
reported to be drug users, and 15 out of 29 barangays are drug affected. This is seen to be
connected to the influx of people coming from other places.

To date, 206 personalities have surrendered and 10 were arrested as a result of Oplan
Tokhang of the PNP, and the local government faces a dilemma on the rehabilitation and
treatment of surrenderees.

If this will not be addressed and handled well, there is a probability these surrenderees will
go back to their habit and worse, increase the number of crime incidence in the municipality.

As discussed in the MPOC meeting, drug addiction and pushing is tied with insufficient
livelihood in the locality, presence of drug pushers, and unmonitored influx of people from other
places.

The following measures are thus to be undertaken:

As previously mentioned in Table C, Letter B, road accidents resulting to physical injuries,


homicides and damaged to properties have been frequently occurring in the municipality
primarily due to the poor condition of the asphalt road along national highway, affecting 17.24%
of barangays. There are also problems with lack of proper signages and poor lighting, human
error/undisciplined motorist and weather condition.

To address this, the following actions have been undertaken by the LGU and the other
stakeholders:

a. Coordination with the DPWH and the lGU in road maintenance


b. Coordination with barangay officials in reporting incidents of accidents and crime
c. Strict implementation of traffic ordinance and other road safety measures

On the other hand, there are some unreported cases of child labor and violence against
woman due to absence due to absence of accurate data on the magnitude of children and
women who are victims of abuses and violence as a result of non-reporting of some cases.
Likewise, no comprehensive program of the LGU to protect children and women from
violence and abuses.

Moreover, 2 fire incidents were recorded (1 each in barangay District I and Gomez).
Causes of incidents were due to faulty wiring and electric heater left unattended. Programs
on Fire Prevention should be implemented from time to time to prevent the occurrence of fire
incidence.

H. POPS Plan Monitoring and Evaluation and Reporting

This Chapter focuses on the Actual Accomplishment or Implementation and Fund Allocation of policies, programs, projects, services and
activities in relation to the projected or proposed ones. It provides the reporting templates needed for monitoring and evaluating the
implementation of the POPS Plan. There are two reporting:
Directions: In preparation for the reporting, complete the indicator profile in Table H. Using the the same indicators in Table H, define the baseline and targets in Report
Form 2. The actual accomplishments are to be filled in for annual reporting due for submission to your local POC Secretariat every 15th day of January of the ensuring year.
For Reporting Form 1, transfer information from Tables D and G.2 (Objectives, Indicators, PPSAs, Expected Output Targets, and Target Funding). Fill in the actual
accomplishments for semi-annual reporting due for submission to your local POC Secretariat every 15th day of July and 15th day of January of the ensuring year. If the
submission dates fall on a weekend, please submit Reporting Forms 1 and 2 on the next working day.
