A RESOLUTION GRANTING POSTHUMOUS AWARD TO LOLA FELISA APAREJADO TUPAS FOR HER
VALUABLE CONTRIBUTION IN THE FIELD OF DANCE, BEING THE FOUNDER OF “LAPAY BANTIGUE DANCE”

WHEREAS, Lapay Bantigue dance has evolved and is now recognized by the Cultural Center of the Philippines as one
of the official folk dances of the country which originated originated from the graceful movements of hovering
birds known as seagulls or the Lapay, found abundant in Barangay Bantigue, Masbate City;
WHEREAS, the choreography of Lapay Bantigue Dance depicts the symbol of religiosity, abundance, artistry and festivity
of Lapay Bantigue;
WHEREAS, Lapay Bantigue Dance Festival is celebrated annually during the Masbate City Anniversary every 30th day
of September which highlighted the traditional folk dance created by “Lola Felisa” many years ago, when she
imitated the graceful movement of the seagull locally known as Lapay;

WHEREAS, during the month-long festival showcasing the region’s arts and culture, crafts and agro-industrial products
coming from the six (6) provinces and three (3) cities of Bicol in February 2018, Lola Felisa is awarded as
the Most Outstanding Bicolano in the field of Dance by the Executive Committee of the National Arts Month:
Bikol Arts Festival (NAM:BAF) held during the 25 th Bikol Arts Festival held last February 28, 2018 at the
Oriental Hotel, Legazpi City;
WHEREAS, Lola Felisa’s story continues to be passed down to younger generations, reminding them of the spirited and
creative woman who started not only a dance, but a spectacular celebration of Masbateño culture, hence
this resolution;

NOW THEREFORE, on motion of the Hon. Rosemarie V. Salvacion, duly seconded and concurred by all the members
present, BE IT:

ESOLVED , as it is hereby resolved, to grant posthumous award to Lola Felisa Aparejado Tupas for her valuable
contribution in the field of dance, being the founder of “Lapay Bantigue Dance”;

RESOLVED FINALLY, to furnish copy of this resolution to the heirs of Lola Felisa Aparejado Tupas, the National Commission
for Culture and the Arts (NCCA), Office of the Committee of the National Arts Month: Bikol Arts Festival
(NAM:BAF), Office of the City Mayor and all other concerned, for information and appropriate action.
