Gents,
On 3/20/08 Chief Hill addressed several business leaders of Eagle Pass. I was not there as I
had a family emergency. My Acting ACPA (b) (6) attended however and these are
some of his observations.

Highlights from Chief Hill’s Fence Brief to Maverick County Development Corporation
Present were several prominent business owners from Eagle Pass and Maverick
County, including
Eagle Pass Mayor Chad Foster.
Hospital Development Coordinator
IBC Representation
Multiple other business owners from Eagle Pass and Maverick County
Inclination to want to construct their opinion of the fence based in the facts as
delivered by Chief Hill
The underlying mood from the audience was positive for the potential positive
effects of the fence, as proposed
Interested in maximizing the benefit of the fence on the community, especially in
the wake of DHS determination to continue w/project as reinforced by Chief Hill
Receptive, if not eager, including the Mayor, to accept northern portion of project that
includes retaining wall to secure the bluff from erosion
Audience probed with multiple questions about the type of fence proposed
One member of the Commission even asked about possibility to negotiate height
of the fence
Exposing his underlying acceptance of the project
Others were concerned about eliminating existing access points
Chief Hill ensured them that all existing access would be available and
controlled by the city as their own property
One member voiced concern about less BP presence in the area
Chief Hill assured him that not only would presence remain, but it would
be more visible and more effective
with increased visibility from proposed lighting
