REPUBLIC OF THE PHILIPPINES

SUPREME COURT
MANILA
OFFICE OF THE BAR CONFIDANT

ATTY. KEVIN PAOLO M.

HERNANDEZ,
Petitioner,
x-------------------------------------------x

PETITION FOR EXTENSION OF TIME

The undersigned Petitioner, unto this Honorable Office, most

respectfully states that:

PREFARATORY STATEMENT

1. This is a Petition for Extension of Time in order to fully

comply with the rendering of one hundred and twenty hours (120) of
pro bono legal aid service as embodied in Administrative Matter No.
17-03-09-SC, otherwise known as the “Rule on Community Legal Aid
Service” for all covered lawyers.

STATEMENT OF MATERIAL DATES

2. Under Section 13, paragraph (b) of the Implementing Rules

and Regulations of Administrative Matter No. 17-03-09-SC, the twelve
(12)-month period may be extended upon a petition duly submitted
and granted by the Bar Confidant, who will furnish the Office of the
Chief Justice with a copy of the order resolving the petition. The
petition for extension must be filed within sixty (60) days before the
lapse of the period for compliance.

3. Petitioner signed the Roll of Attorneys on 5 June 2018,

upon which he became a full-fledged member of the Philippine Bar.
Thus, Petition is filing the instant Petition within the sixty-day
reglementary period provided for under the Rules on Community
Legal Aid Service.

STATEMENT OF MATERIAL FACTS

4. On 2 May 2018, the Integrated Bar of the Philippines,
through a Special Committee, came out with the Implementing Rules
and Regulations of Administrative Matter No. 17-03-09-SC otherwise
known as the Rule on Community Legal Aid Service.

5. Under said rule, “covered lawyers,” referring to those who

have signed the Roll of Attorneys in the year 2018 and onwards, are
obliged to render one hundred and twenty (120) hours of pro bono legal
service within the first twelve (12) months from admission to the Bar.

6. The same rule, under Section 13 (b) also provides that:

“The twelve (12)-month period may also be extended upon

a petition submitted and granted by the Bar Confidant,
who will furnish the Office of the Chief Justice with a copy
of the order resolving the petition. The petition for
extension must be filed within sixty (60) days before the
lapse of the period for compliance.”

7. On 5 June 2018, Petitioner signed the Roll of Attorneys thus

becoming a full-fledged member of the Philippine Bar. Since signing
the Roll of Attorneys, Petitioner has then tried to apply to various law
offices, government agencies, and private companies within Metro
Manila.

8. Petitioner started working for a small-sized private firm as

early as January 2018 and immediately handled litigation and
corporate cases. Being a young firm and employing only 3 Associates
at that time, Petitioner had to shoulder voluminous cases and had to
attend a lot of client meetings, regrettably resulting in his Community
Legal Aid Service taking a back seat.

9. However, whenever time would permit, Petitioner

attempted to comply with the required number of hours, though
falling short of the 120-hour requirement.

10. Petitioner commits to rendering additional hours pending

resolution of this Petition.

PRAYER

WHEREFORE, premises considered, it is most respectfully

prayed of this Honorable Office to GRANT THE EXTENSION of the
period for compliance with the Community Legal Aid Service.

2
Other reliefs, just and equitable under the premises, are likewise
prayed for.

Makati City for the City of Manila, 4 June 2019.
