V. Rationale
Pursuant to Republic Act No. 10533, an act Enhancing the Basic Education
System by Strengthening Its Curriculum, Particularly section 7 of paragraph a:
(a) In-service Training on Content and Pedagogy. Current DepEd Teachers
shall be retrained to meet the content and performance standards of
the new K to 12 curriculum.

It has been observed that since the implementation of K TO 12 BEP, some

teachers lack the knowledge of teaching particular competencies in the different
subject areas which resulted to the low performance of students in NAT and
achievement tests. The deterioration of quality education can be attributed to
teacher factor which is the scarcity of knowledge in content and pedagogy. Most
classroom observation findings are: teachers still employ the old school method
which is the teacher-centered classroom and that teachers also have shallow
mastery of the content. Teachers need to be refreshed even on the basic
competencies in English. The identified least mastered skills for the 1 st and 2nd
grading periods and the chosen topics for PRIMALS will be the topics to be
discussed in the INSET.

It is hoped that after this training, the teachers will be able to develop in
Filipino children their communicative, scientific, mathematic skills and attitudes
which will contribute lo lifelong learning aside from strengthening the reading and
literacy program of DepED.

VI. Objectives

1. Assist teachers in facilitating a learner-centered instruction;

2. Enhance teachers’ competence in the identified least mastered skills of
students
3. Strengthen the teaching and learning process so that it leads to better
performance of all learners in any given assessments and every facets of life
4. Develop in Filipino children their communicative, scientific, mathematic
skills and attitudes which will contribute to lifelong learning aside from
strengthening the reading and literacy program of DepEd.
