McGregor is the on-site supervisor for listed business Florida Communication Concepts, Inc., based in West Palm
Beach. On this date, the company was inside the fence line of Ft Lauderdale Executive airport conducting
underground boring for a new electric line. The company did have an 811 locate ticket that was valid, but no City
issued permits for the work. During the drilling/boring process, the company punctured a City water main, causing
thousands of gallons of water to spew onto the airplane ramps. Based on the above, McGregor was issued an NTA
for Work without Permits under Municipal Ordinance 16-1.
