SOLO PARENT ORDINANCE

The Solo Parent Ordinance was pushed last year by Bilog and Councilor Faustino
Olowan in order to help solo parents whose income is under PHP 250,000.00. This
ordinance, according to them, will provide additional benefits aside from what
Republic Act 8972 offers.
With the ordinance, solo parents will be able to avail discounts on tuition fees;
purchase of medicines and grocery items; and receive burial assistance of at least
10%.

Implementing Rules and Regulations
QUALIFICATIONS & REQUIREMENTS TO AVAIL OF THE BENEFITS
• At least one (1) year of residency in the City of Baguio
• Is solely responsible over their child/children
• Has no partner at the time of application; must be supported by an affidavit
of two disinterested persons
• Solo Parent ID validated and signed by the city mayor and OCSWADO
• Solo Parent Booklet
BENEFITS UNDER ORDINANCE NO. 99-18
• At least 10% discount on the following:
• Purchases
• food supplements and milk (for children 3 years old and below)
• medical supplies, vaccines and medicines* (for children 18 years old and
below
• medicines* of the solo parent
• School supplies
• for children 18 years old and below
• discount do not cover books, uniforms and other school requirements
• Tuition fees
• per child who is studying in a public or private institution (elementary, high
school, senior high or university)
• Medical
• hospital bill of the solo parent or the child who is admitted to a public or
private hospital in the city of Baguio
• Consultation fees
• Laboratory fees for the following procedures:
• urine analysis
• cx-rays
• CT, MRI, PET scans
• blood chemistry exams
• hematology
• immunopathology and histopathology
• bacteriology and parasitology tests
• serology
• blood banking
• all other diagnostic radiology, clinical laboratory and other exams
• Barangay level training programs
• will be based on the the beneficiary’s needs
• Barangay help desk access
• to be set up by the Kagawad handling the Committee on Social Services
• Death Benefits
• NOTE: Children of deceased solo parent have to pass required documents to
avail of this.
• PHP 5,000.00 for funeral expenses
• Natural Death – PHP 10,000.00
• Death caused by Accident – PHP 20,000
Medicines* – refers to both non-prescription & prescription medicines approved by
BFAD & DOH; used in diagnosis, treatment, mitigation, cure or prevention of
sickness.
NOTE: The discount cannot be treated as additional benefit on top of those given to
senior citizens and persons with disability so that solo parents who are also senior
citizens or with disability can avail of the discount only once.
Penalties for Violations
For companies or persons violating the ordinance
• 1st offense – PHP 1,500.00
• 2nd offense – PHP 2,500.00
• 3rd offense – PHP 5,000.00 & closure of business
NOTE: Closure of business will be upon the order of the appropriate implementing
agency.
For persons who falsify documents in order to benefit from the ordinance
• PHP 5,000.00 or imprisonment for one month
• Both the fine and imprisonment (upon the court’s discretion)
