Project Introduction
A. SEAOIL PHILIPPINES, Inc intends to develop a network of roadways, drainages
and perimeter fences over a 12.5 hectares parcel of land.
B. The project will be located in Brgy. Bawing, General Santos City.The site
development will comprise of the following activities:
1. Site clearing and grubbing
2. Site grading/levelling
3. Slope Protection
4. Subgrade Preparation and Road base Preparation
5. Roadways, Concrete Pavements, Curbs and Gutters construction
6. Storm Drainage system construction
7. Perimeter Fence Construction
8. Roadways
9. Drainage
10. Perimeter Lighting

Brief Scope of Works
The detailed working drawings for the site development shall be prepared
by the Contractor (Bidder) and submitted to SEAOIL for approval. Structural
drawings shall be prepared and certified by a qualified, registered structural
engineer. Work will be carried out as per approval for construction drawings and
instructions issued from time to time at site by Seaoil Project Engineer. A layout
of the conceptual Master Site Development Plan is provided. Refer to ANNEX 1.
SEAOIL will provide the Proposed Master Site Development Plan as reference, to
guide the Bidder in crafting and submitting a detailed Scope of Work and
Technical Specifications which shall be included as part of the bid submissions and
Construction Agreement after award.
The scope of work under this RFP are the following but not limited to:
I. SITE CLEARING AND GRUBBING
1. All surface objects and all trees, stumps, roots and other protruding
obstructions, not designated to remain, shall be cleared and/or grubbed, including
mowing as required.
II. SITE GRADING AND LEVELLING
1. All cut and fill areas, the Contractor, shall compact the material to the
designated depth below subgrade in cut sections, until a uniform density of not
less than 95 mass percent of the maximum dry density determined by AASHTO T
99 Method C, is attained, at a moisture content determined by Engineer to be
suitable for such density.
2. Cut Slopes except in rocks and all fill slopes shall be rounded at the tops and
bottom at intersections of cut and fill slopes shall be adjusted and warp to flow
into each or into natural surface without noticeable break.
III. SLOPE PROTECTION
1. The General Contractor shall supply design computations, details, dimensions,
quantities and crosssections necessary to construct a slope protection system
suitable.
IV. SUBGRADE AND ROAD BASE PREPARATION
1. Cut in the earth shall be rolled as directed under "Item 105 Subgrade
Preparation" of the the Standard Specifications for Highways and Bridges revised
2013.

courses shall be 200mm to be spread and compacted in one layer ung vibratory
roller equipment until the required field density of at least 100% of the prescribed
maximum dry density is attained.
3. Base course material shall be placed and compacted to form a bed of the
required thickness as shown on the Plans. Bed course materials shall consist of
sand, gravel, crushed stone, or other approved porous material of such grading
that all the particles will pass through 12.5 mm (1/2 inch) sieve.
V. ROADWAYS, CONCRETE PAVEMENTS, CURBS AND GUTTERS
1. Roadway excavation will include excavation and grading for roadways, parking
areas, intersections, approaches, slope rounding, benching, waterways and
ditches; removal of unsuitable material from the roadbed and beneath
embankment areas; and excavating selected material found in the roadway as
ordered by the Engineer for specific use in the improvement. Excavation shall be
made to the required depth and the base upon which the curb and/or gutter is to
be set shall be compacted to a firm and even surface. All soft and unsuitable
material shall be removed and replaced with suitable material.
2. Forms for pavement, curb and gutter shall be inplace and checked for
alignment and grade before concrete is placed.
3. The roadway is going to be 4 meters wide with one side supported by a
retaining wall while the other side is a roadside fill slope designed by the
contractor according to codes applicable.
VI. DRAINAGE SYSTEM
1. Exact location, slopes, outfalls and invert elevations of drainage structures shall
be determined by the contractor.
2. Precast Concrete Units such as but not limited to manhole covers shall be cast
in substantial permanent steel forms. Structural concrete used shall attain a
minimum 28day compressive strength of 20.682 MPa (3000 psi).
3. Steel gratings shall be made of fabricated mild steel provided with hot dip
galvanized in accordance with ASTM A153/AASHTO M 232 for superior corrosion
protection.
4. The drainage is going to be only on one side of the roadway and shall be
connected to a discharge point towards the sea.

VII. PERIMETER FENCE
1. Fences shall be built of an approved material(Barbed wire), not less than 3.00
meters in height above grade. Fences shall enclose the site entirely. An Opening
in such fences shall be provided with gates that can accommodate the largest
truck
with 40,000 liter capacity.

Site Survey, Design, Approvals and Construction
A. Site Survey
• Review the survey data available with Seaoil and carry out required
surveys, investigations, laboratory tests, analysis and due diligence studies
including collection of other relevant data as necessary for the detailed
design.
B. Detailed Design and Engineering
• Preparation and submission of Detailed Design and drawings including
design criteria, design parameters, design assumptions, calculations,
methods of analysis on all components of the project (civil ,mechanical and
electrical) conforming to the Technical Specifications defined in the Request
for Proposal.
• The detailed designs shall be submitted to Seaoil for approval before
execution and design/drawings shall be proofchecked by Seaoil's thirdparty
Project Manager.
• Details of control arrangement including drawings required for the
execution of the work shall be submitted to Seaoil for approval.
• Prepare and implement plans, methodologies, designs, drawings,
estimates, and specifications for infrastructure, equipment and materials
• Identify project phases and elements and assign personnel to phases and
elements
• Interpretation of the drawings in the detailed Master Plan during
construction
• Responsible for ensuring all BOQ, drawings and technical specifications are
correct and feasible.
• Monitor the progress of works and ensure compliance with general
requirements of engineering standards/ practices including the
environmental issues as applicable for the project
• Determine and implement the project schedule as per detailed master plan
and specifications, calculating time requirements and sequencing project
elements
• Prepare project status and trend analysis reports and recommend actions
• Maintain project schedule by monitoring project progress, coordinating
activities and resolving problems
C. Statutory Approvals
• All the civil and structural steel fabrication works shall be carried out as per
the detailed description of the civil works
• Secure all approvals and preconstruction permits prior commencement of
construction from statutory authorities .
D. Construction, Commissioning, Trial and Testing,
• Undertake construction as per the approved design
• Undertake additional designs and modifications, as needed, during
construction subject to Contract Change Order approval
• Preparation of asbuilt drawings of structures and a detailed project
completion report

• Arrangement of all temporary sheds, office, etc required for storage of
materials, equipment and for Contractor's supervisory personnel at Site
• Supply of all civil, mechanical, electrical, piping related items, etc at the
Site
• Carry out site clearing, grading and leveling to desired finished elevation
(For discussion)
• Development of greening and landscaping services as per the plan
• Preparation of daily, weekly and monthly reports on the progress of the project
work as whole for the information of the Employer
• Carry out inspection test plans and request for site inspection for milestone
activities for Employer's witnessing and
•• Submission of Asbuilt Drawings of the project
• Securing work permits and assistance for post construction permits (e.g
Occupancy Permit) from relevant government agencies
Not limiting to the scope of work and the technical specifications defined above,
the Contractor (Bidder) has given proper and sufficient time required for
Approvals as well as all items that are required for the Construction of the
Proposed Oil Terminal to ensure full compliance to the desired output
characteristics and a trouble free operation within the quoted price.
