1. GENERAL

1.1. Purpose
This specification covers the basic requirements for the electrical system in project, Azar Oil
Fields Development Project
This specification is not intended to define the scope of supply.

1.2. Definition of terms


The following defines the meaning of specific words used in this document:

2.2. Standards
The electrical system design shall in general comply with the IEC requirements, where other
codes or standards are referenced to, it is understood that equivalent IEC (or BS)
recommendation shall be considered.

2.3. Conflicting requirement


This document shall be read in conjunction with the applicable IPS. It is EPCC’s responsibility to
ensure that the relevant IPS is reviewed and in the event of conflict between IPS and this
document or other international standards, the issue shall be referred to CLIENT for approval.
However, in general any additional requirements shall be applied.

6.1. Voltage Levels

6.2. Types of Enclosure


The type of enclosure for all power equipment, installed in electrical equipment rooms (and
buildings) shall be min. IP41.
The type of enclosure for electrical equipment installed in the process plant and other outdoor
areas protected with canopy shall be min. IP54 and IP55 for motors.
The type of enclosure for electrical equipment installed in the process plant and other outdoor
areas unprotected shall be min. IP65.

6.3. Area Classification & Materials Selection


Classification of hazardous areas and their extent will be in accordance with IEC 60079 codes as

The selection of electrical equipment to be installed in classified areas will follow the
recommendation of IEC 60079-14.No electrical equipment will be installed in hazardous areas
classified Zone 0.
The following table summarizes the minimum safety execution of the electrical apparatus suitable
to be installed in the classified area.

6.4. Certifications
All materials to be installed in hazardous area will be certified by recognized Authority.
The marking requirements will include the following:

• identification of the manufacturer;


• the name or type of designation of the apparatus;
• the number of the appropriate part of the certification specification for the type of
protection used;
• identification of the type of protection;
• the apparatus group, if applicable;
• the number of the certificate and the name or mark of the certifying Authority;
• the temperature class;

6.5. Minimum system requirement

Electrical system and equipment shall be so designed to have highest reliability and minimum
failure in order to achieve safe, efficient, accurate and easy operation under various operational
requirements with minimum possible maintenance and operation cost.
The electrical system shall be designed based on safety to personnel during operation and
maintenance, reliability of services, ease of maintenance, convenience of operation, maximum
interchangeability of equipment and parts and shall be capable for future expansion of loads. All
major electrical equipments shall be centralized as far as possible and located in safe areas to
make maximum use of industrial type switchgear, motor control center equipment and etc.
Documents including in calculations, drawings, catalogues shall have sufficient and necessary
information for satisfactory operation, maintenance, trouble shooting, calibration, spare part list
and etc.
According to process requirements, some of the electrical information shall be indicated and/or
reported by monitoring and logging system in the plant with DCS and/or conventional control
system with owner’s prior approval.
Control of power sources and switchgears shall be achieved via Power Control
Distribution System (PDCS). For more detail of PDCS requirements refer to “PDCS
system specification (ARFD-GCPFSP-ENEL-SPDI-0019)”.
All guarantee figures shall be measured by sufficient and accurate metering system.
As far as possible designer and supplier shall consider equipment with low variety and high
interchangeability.
General spare parts shall be in the form of individual parts except for capital spares that are in
complete set or main part of vital equipment. Supply of spare part warranty shall be guaranteed
by manufacturer for minimum 10 years.
Necessary spare equipment and space for future expansion to the knowledge and experience of
contractor shall be considered. Owner’s approval shall be necessary for the case where there is no
figure appearing for spare parts in the contract.
Enough bulk materials for contingencies shall be added to the related material take-off lists.
As a whole. Design of the electrical system shall be based on the safety of personnel and
equipment during all expected modes of operation and maintenance, having minimum power

losses, mechanical protection of equipment, interchangeability of equipment and parts and being
capable and ready to be expected.
Equipment shall be designed and derated for local working condition.
Specifications of equipment shall be prepared by contractor and submitted to owner for review
and approval.
Throughout these specifications the initial load means the foreseen load of plant at full operation
of the related state.
Electrical drawings, equipment specification and etc of package units shall be included in related
overall plant and equipment specifications.

7. ELECTRICAL SYSTEM DESCRIPTION


The electrical system will include one main Electrical Substation (132kV) located in safe area as
close as possible to the incoming transmission lines from Mehran Substation and two substations
near process area one for feeding oil train consumers and the other one for gas train consumers
energizing. Also two double 6kV transmission lines will be considered for power supply of
wellheads. The transmission line will be energized from oil train substation.
The electrical substations will include transformers, switchgears, power centers, motor control
centers and subsidiary switchboards as necessary. The system will be powered from 6kV diesel
generators in early stage and 132 KV transmission line in full field stage.
Electrical distribution will be double radial configuration with each feeder sized for the full load.
In case of the main power fails in both feeders, the emergency diesel generators will start and
feed the loads necessary to keep the Plant in safe conditions.
Power factor improvement capacitors will be foreseen on LV/MV switchgears (wherever
required) in order to maintain the Plant power factor not lower than 0.9, as per IPS requirements.
The medium voltage system will have the star point of generators and secondary MV side star
point of transformers connected to ground via a resistance, to limit the ground to phase fault
current. The fault current, in any case, will actuate the protection devices in reaching the fault set
point.
The low voltage system will have the secondary side star point of transformers directly connected
to the ground, to avoid voltages on the neutral of the single phase loads and to activate the
protections in case of one phase to ground fault.

be normally closed. Bus tie will be normally open.
Switchboards will be provided with an automatic change-over system to connect one bus bar to
the other one, when the first one fails.
A manual loads transfer will be provided as well, with a proper synchronizing check relay, to
allow the transfer of loads from one bus to the other without power interruption.
The “A”, “B” and “diesel generator” incomings will be provided with an automatic change
system to transfer the loads from normal to emergency source.
An automatic loads transfer will be provided as well, with a proper synchronizing check relay, to
come back under normal distribution section after voltage restore without power interruption.
Diesel generators’ shutdown command shall be provided manually (local or remote).

7.1. Relay and Metering System


A relaying and metering system will be designed for incoming and outgoing feeders.
Relays will provide adequate safeguards of equipment against electrical faults and a suitable action
to discriminate and trip faulted lines in order to minimize troubles on the system and guarantee
safety to personnel and equipment.
Indirect relays will be microprocessor type (unless specific protection is not available with this
technology) with programming and communication (Mod bus) facilities.
They shall be dust proof, flush mounted, easy removable and provided with local and remote
setting facilities and local facilities for connection of testing devices.
The relays will meet the requirements of IEC 60255.
Metering system will be provided to give consumption of utilities and process units.
Measurement instruments will be electric, electronic or microprocessor type (include
communication mode bus facility).

7.2. High Voltage Switchgear (132kV)


High voltage switchgears are outdoor mounted type for more details of this switchgear refer to
“General Specification for 132/11 KV substation (ARFD-GPSSSP-ENEL-SPEL-0115)”.

7.3. Medium Voltage Switchgear (6, 11kV) xxxx

The switchgears will consist of metalclad air insulated freestanding units, assembles together in
single row, suitable for indoor installation. Switchgears will be arranged for future extension at
both ends.
Units will be equipped with necessary current and potential transformer, relays, instruments and
other ancillary equipment.
Potential transformers will have draw out type primary current limiting fuses. Secondaries will be
rated 110 VAC
Current transformers will have secondary’s rated 1 A for protective relays, local and for remote
indication or metering.
Bus bars system will be insulated copper.
Circuit breakers will be restricted free vacuum type or maintenance free SF6 type with suitable
rupturing capacity.
Motor up to 1000 kW (inclusive) will be electrical operated by a combination of fuses and
vacuum contactor.

7.4. Low Voltage Switchboard

7.4.1. General
Low voltage switchboards will include Power Motor Control Centers (PMCC) and subsidiary
switchboards feeding all low voltage users.
The PMCC distribute power to large low voltage users, motors, Lighting Panels, Air Conditioning
units, Welding Receptacles, Heaters and so on. In case of admissible voltage tolerance limitations
in network studies, like motor starting, required bus bar separations for minimizing voltage drop
will be shown in related SLDs.
Unless otherwise indicated the switchboards will be for indoor installation.
L.V. switchboards will be designed with adequate rupturing capacity, the bus bar will be isolated
copper air insulated.

Low voltage switchboards will be equipped with 10 % of outgoing feeders as spare for future
needs plus 10 % spare space.

7.4.2. Power Motor Control Centers xxxx

They will be of self-supporting, metal enclosed structure consisting of vertical sections housing
individual withdrawable motor starters for motors up to 150 KW.
Motor starters will be equipped with Fast Trip Moulded Case Circuit Breaker, air contactor, over
load relay as well as ground fault relay, indicating lamps for motor operation signal (Running,
Stop, Tripped, Draw out) and with reset button for thermal relay.
Equipment coordination will be according to IEC 60947.4.1 type 2.
The direct on line motor starters will be designed of utilization category AC-3.
The bi-metallic overload thermal protection will be 3 poles device, compensated as to operating
temperature, will be provided with protection devices against phase failure and with external
manual reset. Earth fault protection will have an adjustable setting current and adjustable time
setting to assure protective co-ordination requirements.
Starters will be housed in modular compartments and will be interchangeable.
Starters for motors larger than 4 kW will have a current transformer for ammeter installed on
remote control station.
Each PMCC board bus section will have a feeding compartment equipped with an on-load three-
phases disconnecting switch, suitably sized, a 400/110 VAC transformer for control circuits,
voltmeter and ammeter for local measuring as necessary.
20 % spare load capacity to be considered for PMCC.
20 % space capacity to be considered for PMCC extension.

7.4.3. Subsidiary L.V. Switchboards


Other boards as lighting panels, auxiliary panels, local motor controller, motor operated valves
and so on, suitable for indoor or outdoor installation will consist of self supporting structure,
metal enclosed with fixed mounted equipment.
Incoming feeders will be equipped with circuit breaker, outgoings in separate or common

7.5. Power Transformers xxxx

Power Transformers will be oil immersed type, self cooled, suitable for outdoor installation (fully
outdoor type in 132kv substation and outdoor/under shelter in CPF plant). Transformers with
rating up to and including 2500 KVA shall be sealed type.
Transformers will be sized each one for the total power demand in the normal operating
conditions. 20% over sizing will be foreseen for each transformer.
Starting of large motors may require an over sizing of the transformer, for this reason the starting
current of motors and the starting method shall be considered in transformer sizing.
Windings will be copper made; cooling oil will be mineral type.
The following provides a basic list of measuring and protection devices for each type of
transformer. Definitive requirements shall be as specified in the datasheet.

Provision for installing of cooling fans in future shall be considered.
An off-load tap changer, manually operated, shall be provided on primary side, with at least five
taps, two above and two below the rated primary voltage ( ± 2 x 2.5%Vn).
Generally neutral of transformers will be solidly earthed and just for medium voltage
transformers that feed MV motors neutral earthing resistor will be used.

7.6. Diesel generator


generator set/s consist of a synchronous AC generator(s), an engine driving the generator, their
control, protection and relay panels, auxiliary equipment and a base plate. Drivers applied to these
generator sets shall be diesel engines.

maintenance.
Emergency generator shall be automatically started (with manual option) and shall feed the
emergency loads, upon receipt of voltage loss signal in one phase. Generator is not to work
parallel with network, where normal condition is resumed.
Emergency diesel driven generator shall be stationary, outdoor under shelter type, preassembled
on a single skid with separated control and breaker panels and shall suit the environmental site
conditions.
Diesel generator unit shall be comprised of the followings:
• Diesel engine with necessary accessories.
• Synchronous generator
• Excitation and voltage regulation panel (DC supply shall be independent from external
supply)
• Panels for control, metering, protective device and relay, breaker, alarming, etc
• Starting system
• Daily tank for fuel oil
Diesel Generator shall be equipped with automatic voltage regulation (AVR) that maintain output
voltage within ±1.2% of rated voltage between no load to full load, and 0.8 lagging to 1 power
factor conditions.
Diesel Generator shall be equipped with a battery set and charger to be ready for start in any time
or case of normal power fail. Batteries shall be charged from network power when diesel engine
is in shut down position.
Diesel Generator shall have minimum six resistance type temperature detector (PT100) in stator
windings.
Insulation class of generator shall be “F“with temperature rise class “B”.
Anti condensation space heaters (400/230 V, 3/1 phase, 50 Hz) shall be installed inside the
generator.
Maximum noise level should not exceed 81 db (A) in no load running condition at one meter.

7.7. Electric Motors xxxx

MV and LV motors will be asynchronous, squirrel-cage type, suitable for direct-on-line starting
unless otherwise specified. Motors will be according to IEC-60034.
Insulation class of motors will be “F“with temperature rise class “B”. The motors shall be totally
enclosed fan cooled (TEFC).
Low voltage motors should be selected in the range of the IEC series.
Anti-condensation heater/s is not required for low voltage motors unless otherwise specified.
Medium voltage motors shall be equipped with space heaters to prevent condensation inside
motors when they are not in operation. The voltage of the anti-condensation heaters shall be 230
volt single phase for heaters of up to 3 kW. For heaters above 3 kW, 400 volt three phase and
neutral shall be used. Anti-condensation heaters will be supplied by one power cable for each
motor.
MV motors will be equipped with main terminal box (for power cables) and with separated
terminal boxes for anti condensation heater, winding and bearing temperature detectors.
Winding temperature detectors will be provided for MV motors. Two resistance type temperature
detectors (PT100) for each phase will be wired in a separated auxiliary terminal box.
Motors larger than 1000 kW will be provided with current transformers for differential protection
installed in a separate terminal box.
Maximum noise level will be 85 db at 1 (one) meter.
Inside each terminal box an earthing stud of adequate dimensions will be fitted for connection of
earthing conductor. In addition all motors will be provided with an external earthing screw of at
least 8 mm diameter, metric thread, tapped into frame foot for equipment earthing, located at the
box side of the motor, at the opposite end to drive shaft

7.8. Lighting System


The Lighting System will be designed in accordance with IPS-E-EL-100 Appendix “G”.
Lighting system will provide uniform and adequate light distribution in all working areas. The
lighting system is divided in:

• normal
• emergency
• vital

The normal lighting system will provide an uniform

The main lighting feeders and the outlet feeders will be three phases, four wires plus neutral,

circuit breakers having an adequate breaking capacity and earth leakage protection. 25% spare
circuit capacity will be provided in all lighting panels.
External lighting will be automatically controlled by twilight photo-electric cell and a bypass for
manual operation.
The emergency lighting feed from the emergency system and shall be supplied at least the
following percentage of total lighting fixtures:

• Utility area 20%


• Process area 30%
• Administrative area 20%
• Control room 50%
• Substation & field aux. room 30%
• Comp. & Gen. building 30%
The emergency lighting main feeders and branch circuits’ distribution and control will be as per
the normal lighting system.
The vital lighting, consisting of fixtures equipped with back-up battery (discharge capacity half an
hour), will be used as antipanic lights in buildings (if any) and critical points of the plant for
safety. The vital lighting system will be fed from the emergency system.
Aircraft Warning Lights will be provided according to the IPS for structures higher than 30 m.

7.9. Grounding System


The earthing system will be designed to protect against indirect contacts (due to failure of
insulation), electrostatic discharges and lightning. The system will be designed according to IPS-
E-EL-100 Appendix “I”.
Grounding system type is TN-S, IT (for LV & MV Networks), TT (for 132kV side of HV
networks) as defined by IEC 600364-3. It will be designed considering equipotentialization of all
ground connection according to IEC-61024 and IEC 61312.

installed around all major process units, buildings,
structures, distribution centers, substations, etc. Network will consist of main insulated cable
loops, earthing electrodes, earthing plates and equipment conductors. Grounding Network in AIS
substation will consist of bare cooper conductors.
Earthing network resistance to ground for several purposes will be as follow:

• Electrical earthing protection system not exceed 5 Ohm


• Lightning protection not exceed 7 Ohm
• Instrument earthing system (clean earth) not exceed 1 Ohm
Especially earthing systems (two separate loops, IS/Non-IS) will be provided at each control
building for instrument system. Instrument earthing loops and electrical earthing loop shall be
connected to each other through spark gap. This spark gap shall be installed in control room.
Underground splices will be made using exothermic welding (Thermoweld). Aboveground splices
will be made using compression type connections.
Cable armouring will be earthed using cable glands, only in supply side (for single core or long
multicore cables).
Connections between electrodes and grounding loops will be arranged into pits with covers to
allow maintenance and testing of individual electrodes.
Grounding connections will be made to apparatus with bolted connections. Foundations or base
bolts shall not be used for earthing, but they shall be connected to earthing loops.
In general the following equipment will be connected to earthing system:

7.10. Lightning Protection


The necessity of lightning protection system will be evaluated according to the BS 6651, NFPA
780 or equivalent IEC (TC 81) recommendations.
Provided they are electrically continuous, tall steel structures such as towers, tanks or structural
columns will be considered inherently protected against lightning by their connection to
the plant earthing system. Bonds across joints may be used to ensure electrical continuity
wherever necessary. The lightning protection route resistance shall not exceed 7 ohms.

7.11. Cables
Cables will be according to IEC 60502 and IEC 60840.
MV cables will be stranded copper conductor, XLPE insulated, screened, single core and multi-
core, steel or aluminum single wire armored, lead sheated (if required), PVC outer jacket.
LV cables will be stranded copper conductor, XLPE insulated, single core and multicore, steel or
aluminum single wire armored, lead sheated (if required), PVC outer jacket.
The PVC outer jacket will be flame retardant type as per IEC 60332-3 Cat. C.
The cables voltage level will be:

• MV (6kV system) 3.6/6(7.2) kV , (11kV system) 8.7/15(17.5) kV


• LV (400/230 V system) 0.6/1 kV
LV cables will have coloured cores for easy identification. Colour coding of individual cable cores
and wiring conductors will be as follows:

• Phase conductors Red-Yellow-Blue

MV cables will have red color outer sheet and red, yellow and blue color for cores as indicated in
IPS-M-EL-272.
Generally power and control cable in paved area will be laid in sand filled concrete cable trench.
Markers will be used to indicate the buried cables routes in unpaved areas.
The cables will cross the roads underground through heavy duty PVC pipes encased in concrete
block (Duct bank). The cables will search the loads leaving the cable trench through galvanized
steel conduits rigidly supported or crossing the paving vertically, protected by galvanized steel
extending above grade against mechanical damages.
Minimum 20% spare space shall be considered for future cable laying.
The cable network design will be carried out to minimize the number of cables joints required.
The power cables shall be sized for their duty, taking into account the following factors:

• Continuous duty
• Ambient temperature (air or soil temperature)
• For buried cables depth and soil thermal resistivity
• Grouping derating factor and pass through conduits
• Rated current of users
• Voltage drops.
The short circuit of consumer side of outgoing LV cables will be considered in cable
sizing and maximum short circuit only will be considered for MV and main LV incoming
cables. The period of short circuit remaining in cable sizing will be 0.25 second.

7.12. Bus duct


Bus duct shall be utilized on transformer secondary circuits where the current rating exceeds
2500A for normal switchboard incomings and at emergency switchboard incomings where
necessary within substations.
The bus duct shall be a non-ventilated, metal-enclosed and silver coated at joints, isolated phase
non-segregated phase type having insulated bus bars. The insulation shall be flame retardant, non-
hygroscopic, and corrosion resistant. Outdoor sections of the bus duct shall be weatherproof
with sunshine protection, corrosion resistant, and dust-tight. Bus duct shall be IP42 and IP 55W
for indoor and outdoor, respectively. The sizing rules stated earlier shall apply.
Flexible connectors shall be provided to allow vibration and metal expansion at the connections

7.13. NER sizing


The current and time ratings of the Neutral Earthing Resistors (NER) shall be confirmed. The
current rating shall consider the system voltage capacitive charging current where appropriate and
also consider minimizing equipment damage. Protection devices shall be configured so as to
ensure that the short-time ratings of the NERs are not exceeded.

7.14. DC Uninterruptible Power Systems


A dual redundant DC system will be provided for circuit breaker closing and tripping supplies,
protection and signaling. During normal operation the batteries shall be on floating charge and
the battery charger shall feed the connected loads. In the case of a fault in the power supply or
chargers, the batteries shall be capable of supplying the connected loads without any interruption
of the power supply.
The system shall consist of fixed units, assembled as a single panel and shall include the
following:

• Fully automatic dual static battery charger with all associated parts.
• Distribution panel, with outgoing feeders by automatic circuit breakers.
• Vented Ni-Cd type batteries.
• Back up time 4 hours (including 2 sets of battery racks, each of them can supply total loads
for 2 hours).
Unless otherwise specified, power supply of charger shall be considered as 400V, 3ph, 50Hz.
Batteries shall be installed within separate room located near to DC UPS unit.

7.15. AC Uninterruptible Power Systems


For critical instrumentation and other systems that cannot tolerate voltage dips or total loss of
voltage, emergency supplies shall take that form of battery backed, uninterruptible power
supplies.
During normal operation the charger and inverter will provide power to the critical items and
maintain the battery on float charge. In the event of a supply failure the battery will provide
power through the inverter automatically and without any interruption being seen by the critical
equipment. (This changeover may also be initiated manually). Return to normal operation will
also be carried out without the critical loads being affected.

7.16. Power Factor Improvement


Power factor improvement capacitors will be foreseen on LV/MV switchgears (wherever
required) in order to maintain the Plant power factor not lower than 0.9, as per IPS requirements.

7.17. Cathodic Protection System


An impressed current cathodic protection system (if required) will be provided in order to protect
from the corrosion the underground pipes, the bottom of metallic tanks if the survey shows that
it is necessary.
Sacrificial anode system could be used for protection of small part of metallic part or separated
underground equipments such underground vessel or tank.
Dielectric joints to isolate piping inside the Plant from external pipes or to isolate underground
piping from above ground piping, if any, will be installed and suitably protected against any kind
of over voltages by using isolating spark gaps.
The cathodic protection system will be designed to maintain the structure at a potential of - 0.85
V with respect to a copper - copper sulfate electrode located at grade level of the structure.
Anodes will be designed for 30 years operation.

7.18. Miscellaneous xxxx

7.18.1. Convenience Receptacles


In process areas convenience receptacles will be located so that any equipment can be reached
with 25 m cable.
Receptacles for outdoor service will be rated 16 A, 230 V single phase, three poles suitable for
area classification.
Socket generally shall be explosion proof, 3 poles (single phase and ground), complete with plug,
max. 8 outlets on each feeder, which is connected to a molded case circuit breaker with earth
leakage protection.

7.18.2. Welding Receptacles


Welding receptacles will be installed in the plant area at ground level only so that any equipment
can be reached with 50 m cable. Maximum four welding receptacles may be fed by the same
feeder.
Receptacles will be rated 63 A, 400 V, three phases, four pole (3 phases, ground and neutral)
weatherproof industrial type (minimum IP 54) and in accordance with the area classification
Welding socket complete with probe plug and facilities to avoid under voltage plug draw in/out
operation.

7.18.3. Local Control Station


Control station with start-stop push-button switches will be provided for motors control.
A Manual/Automatic hand selector switch will be added for the motors automatically controlled.
The control station will be installed adjacent to the motor, except for air coolers and will be
provided with “Emergency stop” and “position locking” device.
Ammeters will be provided for motors larger than 4 kW.

7.18.4. Cable Terminations


Cables will be terminated into the users junction boxes with appropriate cable glands. For
medium voltage cable heat shrinkable termination kit will also be used for cable termination.

7.18.5. Cable trays and Ladders xxxx

Cable trays /ladders shall be hot dip galvanized steel, but in corrosive areas, corrosion resistant
material such as stainless steel shall be considered.

7.18.6. Conduits
Where necessary above grade conduits shall be rigid hot dipped galvanized steel.
