MOTIVATION LETTER

My name is Badai Isakayoga and with this letter, I would like to apply for DAAD Scholarship in Helmut -Schmidt-
Programme (Master’s Scholarships for Public Policy and Good Governance) which is the Master programme in
Governance and Public Policy at University of Passau for the academic year of 2019 intakes. This program is an
opportunity for me to enrich my knowledge and professional outgrowth thereby contributing to the socioeconomic
development, democracy and good governance as well as promotion of social justice in Indonesia.

I got my degree in Bachelor of Accounting in 2015 from Universitas Advent Indonesia (Unai), Bandung. The name of
the degree was Bachelor of Economics, but in 2015 Unai officially changed it to Bachelor of Accounting. As student of
faculty of Economics of Universitas Advent Indonesia, I had numerous activities from academics and non academics. I
performed as an active student. I had the chance to become lecturer assistant in manual accounting laboratory. My
responsibilities are taught and supervised students who take accounting practice courses. Besides the college
academics, I was actively involved in the extra curricular activities. My non activities academic at campus are as student
labor (program held by University to help the student to fund their tuition) at cafetaria of Universitas Advent Indonesia
as a dishwasher and active at student organization such as Student Executive Board for Faculty of Economics as sport
division, my responsibility was to make sports event for Economics students. As an organization of Faculty of
Economics, one of activities we do is community service. We performed community service at least twice per semester
to the nearest villages around Universitas Advent Indonesia as a form of our care to the surrounding society. I also a
member of Unceasing Cantica Bandung (UCB). UCB is an oraganization in the form of choir. Every summer break (May-
August) we take one month to do community service out of town but still in rural area. My last community service
when I was an active member was in Balikpapan on May 2014 for 2 weeks. In week days we performed society service
such as charity clinic, clean up the yard around the houses and roads, and help them in their work on daily basis. Before
we going back home after doing our community service on sunday, we usually make mini concert at local church on
saturday and the collected funds are usually used in different ways. One of them is to help some underprivileged
students in accordance with the University’s policies.

After graduated from Universitas Advent Indonesia, I worked as an tax intern at PT. Hitek Nusantara Offshore Drilling
for 1 month from May – June 2015. I was assisting with tax computation in excel, assisting with sales tax fillings, and
assisting with property tax fillings. Afterwards, I worked at Rumah Sakit Awal Bros Group (Awal Bros Hospital Group)
as Internal Audit staff for almost 2,5 years from Sept 2015 until March 2018. Outline of my job description was to
running the company's internal audit process technically and periodically both in financial and operational terms. And
now I am currently working at PT Mazars Consulting Indonesia (KAP Aria Kanaka & Rekan) as an auditor and my
responsibility is to audit financial statement of the client’s company to make sure there is no fraud.

Good governance effectively applied in Indonesia after the outbreak of the New Order revolution in 1998 that started
the reformation era in Indonesia. Reformation era is expected to bring Indonesia to a better direction, but the theory
is not as easy as practice. Good governance is an ideal form of government in which state institutions are able to carry
out their duties to solve public problems and create harmonious relationships between the structures of state
institutions that can then create and formulate the best policy for the state and its people. In order to realize and
implement good governance, it is necessary to apply good governance principles which include: community
participation, enforcement of law supremacy, transparency, care for stakeholders, consensus-oriented, equality,
effectiveness and efficiency, accountability, and strategic vision.

Globalization has had a powerful influence on the political and economic conditions around the world. This condition
makes every country (Indonesia included) must prepare themselves for the effects it causes so as not to adversely
affect the condition of the government. Bureaucracy reformation is one example of the impact of globalization that is
currently prevalent throughout the country. Therefore, foreign aid agencies continue to require and voice the
existence of structural adjustments that lead to the creation of good governance. I’ve been interested in this field for
several years and I want to do what I can do to contribute for my country. Indonesia known has the National Long
Term Development Plan (RPJPN 2005-2025). The Government of Indonesia is giving high priority to the economic and
social development throughout the country of Indonesia, and they have set a number of ambitious targets that are
planned to be achieved by 2025.

The targets are an orderly, progressive, peaceful and socially just society, a competitive and innovative population, a
just democracy, social development and equality between all people and regions, then becoming an influential
economic and diplomatic power on a global scale. Which means the main target is to make Indonesia as one of the
countries with the largest economy in 2025. Creative and well educated people are the ones who will play a vital role
in order to achieve all the targets and resolving promblems that they have to face to get maximum result. This plan
leads the need of experts in the related field. My aim of pursuing a master degree in Public Policy and Good
Governance is to gain analytic and practical knowledge in the field on international ground in order to be a part of the
process in the development of my country. I know my current undergraduate programme won’t be enough
eventhough it has given me a strong background in the fundamental of economy. Therefore I need to improve and
extend my knowledge. These circumstances persuade me to apply Master of Arts in Public Policy and Good
Government under DAAD Scholarship programme

Germany known has the quality of education recognized by the world and the atmosphere of the cities are comfortable
and conducive to learning. Graduates from Germany are recognized throughout the world and I am sure my experience
during my education and study in Germany will enable me to contribute more to the development of my country
Indonesia, especially to be able to contributing and to be part in National Long Term Development Plan. I am convinced
that Public Policy and Good Government study is vital to any modern society. As this scholarship programme Is
designed to further qualify future leaders in economics, politics, law and adminstration in accordance with the
principles of Good Governance, therefore with the explanation and information given by Mr. Thomas Eibl as
Programme Coordinator of University of Passau, I found that University of Passau has all the opportunity that I’m
looking for to help me specializing the knowledge and skills in this area because they provide the best and strong
educational of public policy and good governance in their respective field. Also, I am eager to gain experience, improve
my skills and broaden my understanding and knowledge on public policy and good governance.

I consider myself as a good candidate for DAAD Scholarship because I’m energetic, visionary, young, hardworking and
motivated person. I believe that I can do something for the benefit of my country to whom I’ve been working. I believe
my edicational background, my willingnes and my abillity to tackle difficult problems will enable me to succeed in
persuing Master of Arts in Governance and Public Policy in the University of Passau, Germany. I’m convinced that I can
do much better if I’m trained and developed through Helmut-Schmidt-Programme in University of Passau.
