We would like to draw your attention regarding illegalities committed by the chairman of
the Democratic Party of Moldova, Vladimir Plahotniuc, citizen of Moldova, Russia, Romania
and possibly of other states, too. According to his official declaration of income and properties
(attached below), he has less assets, comparing to the whole real estate empire that, according to
our investigation, belongs to him and to his relatives, that him and his relatives, they use it in
their day to day life. Our investigation shows that almost all his assets are hidden in Cyrpus, on
the name of the company "Χ. ΑΡΓΥΡΟΥ ΚΑΙ ΣΥΝΕΡΓΑΤΕΣ Δ.Ε.Π.Ε." ("C. Argyrou &
Associates" LLC, registration number: HE 227099). The shareholder of this company with
99,95% of shares is Christos Konstantinou, born on the 23 rd October 1983, citizen of Cyprus,
having and address here: Georgiou Seferi str., Ap. 359, Pervolia, Larnaca, Cyprus 7560.
Christos Konstantinou is a lawyer, that obtained step-by-step the ownership of the company,
receiving the amount of 99,95% of shares on the 01 January 2017, the birthday of Vladimir
Plahotniuc, his 51st anniversary.

Apparently, Christos Konstantinou, through the company “Χ. ΑΡΓΥΡΟΥ ΚΑΙ
ΣΥΝΕΡΓΑΤΕΣ Δ.Ε.Π.Ε." ("C. Argyrou & Associates" LLC), registration number: HE 227099,
is the owner of a huge and luxury opulent house in the Republic of Moldova, and also of all the
assets attributed to Plahotniuc: televisions, villas in Switzerland and France, security companies,
the Democratic Party headquarters, offices, the block of flats where he and his relatives live
(brothers and sisters), “OTIV’s” companies from the Netherlands, other companies from Cyprus,
New Zealand again Cyprus etc - everything is registered on this person. The above mentioned
company has a turnout in Cyprus of about 450.000 Euros, according to the audit done in 2014-
2015, while the value of the assets, as mentioned goes over 200 million of Euros, or even more.
On the other side, the “Chisinau International Airport” was submitted to a concession in 2013,
having as a beneficiary today, a Bulgarian citizen – Marin Mihov Tenev, who has a similar role
as Christos Konstantinou.

Knowing the European Legislation as well as the European standards, we would like to
ask you to prosecute this case; we request a judicial trial, but also, to want to raise the awareness
of the European Institutions as well as of the international public opinion about the committed
illegalities. On the other side, we know that the citizens of the member states of the European
Union, they are obliged to declare their revenues, their income, their assets etc. Thus, Christos
Konstatinou has to explain to the Cyprus and European authorities where from he has the money
to get this entire real-estate empire. The same explanations have to be delivered by Marin Mihov
Tenev from Bulgaria, being probably the unique person in the world, the unique one on the
planet, having a personal International Airport – the Chisinau Airport. Where from he had the
money for it?

Here, in this letter, we would like to present you the results of the investigation with
clear evidences that in fact, Vladimir Plahotniuc has hidden his assets, with the help of Christos
Konstantinou and Marin Mihov Tenev. As a result, we consider Vladimir Plahotniuc has not
mentioned in this declaration of income and properties about 90% of his assets

During the last years investigations also were done by journalists, civil society etc.
Regretfully, they did not succeed to present these necessary proofs about the company and the
owner of Plahotniuc’s empire. You will find the answers below.

One issue remains to be clarified - the documents signed by Christos Konstantinou from
Χ. ΑΡΓΥΡΟΥ ΚΑΙ ΣΥΝΕΡΓΑΤΕΣ Δ.Ε.Π.Ε. ("C. Argyrou & Associates" LLC) with Vladimir
Plahotniuc or someone from his family - contract of heritage, trusty etc,, according to their way
of thinking and acting "outside of the box", as it is written on their website:

“CHISINAU INTERNATIONAL AIRPORT”

The Chisinau International Airport was privatized by the Democratic Party (PD), Liberal
Democratic Party (PLDM) and the Reforming Liberal Party (PLR) coalition in August 2013.
After the intermediary registration, in Moscow, later quickly, in Cyprus, was registered the
company "Komaksavia Airport Invest LTD".

For three days, between 19th and 22nd August 2016, the first "owner" was a young Cypriot
citizen, Kiriakos Panagos, and the first correspondence address was of the newly registered
company was Konstantinos Kalogera Street, 54, THETIS BUILDING, 3rd Floor, 6021, Larnaca,
Cyprus, the same address where is located "C. Argyrou & Associates”, the company where all
Plahotniuc's unreported companies and properties are registered.

After those three days, the company was transfered to Modris Karlinsh, a Russian citizen,
and later, after a year and a half, to Marin Mihov Tenev, citizen of Bulgaria. We will address a
similar letter to the prosecution office from Bulgaria, in order to investigate how a person has
become owner of an International Airport, the unique one in Moldova. We would like to know if
there is any other person in the world that owns an international airport???

This current owner, on paper, of the company, Marin Mihov Tenev, was “delivered” to
"Komaksavia" by Vladimir Russu, co-owner with Tenev of the "Accent Electronics" company in
Chisinau and “Pergamon” company, in Bulgaria. Vladimir Russu was the former owner of the
"White House" Chisinau (an enormous house in Chisinau, comparable to the “White House”
from Washington) now owned by the same company in Cyprus, belonging to Vladimir
Plahotniuc.

The "White House" from Chisinau

The largest house in Moldova, a palace in fact, the hugest mansion in the country, located
in Chisinau, on the Timis street (comparable only to Yanukovych’s residence in Mezhyhirya,
Ukraine), belongs to Plahotniuc. There are no assumptions, there are statements backed up by
original proofs from the first source, presented for the first time, and attached to this appeal. The
value of the transaction - 150 million lei, about 7,5 million Euros.

Villa’s in Switzerland, France and Romania

It is about at minimum, 4 villas are owned finally by the same Cyprus company. Two villas are
situated on the bank of the “Leman” Lake (“Geneva Lake”), one in Switzerland, the other one in
France, another one, a Chalet – in les Houche, France, close to the “Mont Blanc”, and the 4th
villa – in Bucharest, Romania. See the printed documents. The total cost of the villa’s is
estimated to 50 - 60 million Euros.

The “Finpar Invest” real estate company:

“Finpar Invest” LTD. is the oldest company of the Plahotniuc’s family, was founded in
1993 with the name Center for the Prevention of Crimes and Rehabilitation of Minors with a
share capital of 35,000 USSR rubles. In 1998, Oxana Childescu, Vladimir Plahotniuc’s wife,
became a shareholder with 95 % of the company’s capital. In 2003, the 95 % was transmitted to
Vera Morozan, Plahotniuc’s sister, and in 2005, the majority shareholders became many offshore
companies, represented by proxies (a number of intermediaries controlled by Plahotniuc). That
same year, the share capital was increased from 35,000 rubles to 11 million MDL. In 2008, the
company changed its name to “Finpar Invest” SRL.

In May 2010, the restaurant “Ghiocel Dalb” LTD (“La Izvor” Restaurant) and Briat & Co
LTD (the company that had owned the “Guguța” cafe in the Public Garden on boulevard Ștefan
cel Mare in Chisinau), were absorbed by Finpar Invest, whose share capital increased to 207
million lei. Two months later, Ghenadie Sajin, today being the chief of the State Construction
Inspection Agency and member of the National Political Council of the Democratic Party of
Moldova, was appointed administrator at “Finpar Invest” LTD.

Since August 2014, the only shareholder of “Finpar Invest” is “Asirapal Enterprises”
LTD from Cyprus, which is owned by other offshore companies:

In 2015, “Finpar Invest’s” capital increased up to 498 million lei (25 million Euros), which is
about 10 times more than the official property Plahotniuc listed in his assets declaration.

Real Estate detained by “Finpar Invest”:

• The premises of the “General Media Group Trust” that holds Publika TV, Prime TV, Canal 2
and Canal 3 (buildings of 1,431 square meters, 2,742 square meters, 152 square meters, and 54
square meters) at 1 Ghioceilor Str., acquired in 2013-2014 through a sale and purchase
agreement. The adjacent plot of 1.1 hectares that belongs to the Moldexpo International
Exhibition Center was leased to “Finpar Invest” for a period of 25 years.

• The “Codru” Hotel, 127th, 31st August 1989 St. and 18th, Maria Cibotari St., acquired through
a sale and purchase agreement.

• The “Nobil Luxury Boutique” Hotel, 49/1th Mihai Eminescu St.

• The “Global Business Center”, with an area of 5534 square meters, 1/1 D. Cantemir St, where
Plahotniuc has his office for the last 10-15 years.

• The former “Guguța” Café situated in the core city center, next to the Parliament building,
being placed in the central park, the Public Garden “Ștefan cel Mare și Sfânt” of Chișinău,
address Maria Cebotari St. nr. 20. The building was acquired in 2010 through a court decision. In
2014, the Chișinău Mayor’s Office leased to “Finpar Invest” the adjacent land of 0.22 hectares
for a period of 25 years. “Finpar Invest” complained in court attempting to privatize the land
they have leased, as well as replacing the building with a 16 level hotel or business center, what
is forbidden by law to build in parks. For the refuse to offer this permit, I was arrested by
Plahotniuc, in May 2017)

• The former restaurant “La Izvor”, (construction of 1,883 m2 and plot of land of 5000 m2, while
the Law forbids any private property of land in parks), situated on Ghidighici St., Nr. 1, acquired
in 2010 under a merger-by-absorption agreement, including the two islands on the lake “La
Izvor” (15000 m2 plot of land).

• The premises of the private security company “Argus S” SRL, with an area of 188 m2 and land
plot of 0.05 hectares at 21 Mazililor St., district of Botanica, acquired in 2007 through a sale and
purchase agreement from the construction company “TIMOŞ A.I.” SRL

• A culture and recreation building (the “Valea Trandafirilor” Park) with an area of 581 square
meters at 9 Melestiu St., Chișinău, acquired in 2005 through a sale and purchase agreement
concluded with the construction company “TIMOŞ A.I.” SRL that obtained it in a public tender
12 days before selling it to “Finpar”. The land is in public property.

• Two apartments (the legal premises of “Finpar”) at 132 Ştefan cel Mare şi Sfânt Bd., acquired
in 2007–2008 through a sale and purchase agreement from “TIMOŞ A.I.” SRL.

• Three apartments, in fact the whole block of flats (the apartment bloc where Plahotniuc and his
relatives live) at 41 Bulgară Str. Apt.19, purchased in 2011. Apt. 24 was acquired in 2012. Apt.
25 was purchased in 2011 from Oxana Childescu, Plahotniuc’s wife.

• A warehouse on the Industrială Str. in Ungheni.

• Owned land: 10.4 hectares of construction land at 1/8 Tudor Vladimirescu St., acquired in 2010
through a sale and purchase agreement (actually obtained with the support of Igor Dodon, the
actual President of the state, while he was Minister of Economy. Dodon is the one who helped
Plahotniuc to get the a lot of above mentioned assets)

• 0.12 hectares of land leased (gas station) at 114/1 Ismail St., acquired in 2008 through court
judgment and later leased to ÎCS “Petrom-Moldova” SA.

The advertising agency ANGEL-S SRL also has its premises at 1 Ghioceilor St., in the studio
complex Media City, also known as “the media town of Moldexpo.” This agency collected 4.6
million lei from advertising in 2010. According to an agreement for the sale and purchase of
shares, signed by Andrian Candu, ANGEL-S became property of OTIV Prime Media BV after it
had transferred € 300,000 to the account of the offshore company “Media Resources” LLC,

represented by Dorin Pavelescu, director of the advertising agency “Casa Media” Plus SRL at
Ghioceilor Str., nr. 1. “Media Resources” LLC has also been represented in many transactions by
Cristina Balan, general director of the “Moldovan Businesspeople Association”, currently being
appointed as Ambassador of Moldova to the United States of America.

“General Media Group” (televisions and radio stations)


It is a mass-media holding, consisting of “Prime TV”, Publika TV”, “Canal 2”, “Canal
3”, some radio stations etc, that currently is declared as being owned by Plahotniuic, as being his
property, but only starting with 2015. Between 2010 and 2015, the mass-media holding was
registered on some Netherland’s companies, as well as on Cyprus companies as follows the next
chain of companies:

For sure, these investigations do not cover everything, but at least - the most visible part
of the non-declared, of the unreported assets of Vladimir Plahotniuc, can be seen. One of the last
similar operations is related to the privatization of the state-owned “Air Moldova” company, in
August 2018. According to the information communicated to the public, “Air Moldova”, was
privatized by “Blue Air” from Romania. In fact on the 29th January 2019, a new company was
created in Moldova, “C.A. Air Moldova” LTD, detained by “Civil Aviation Group”, detained by
two Moldovan citizens (Serghei Melnic and Andrei Ianovici – 51% of shares) and “Blue Air” –
49% of shares. The director of the new “C.A. Air Moldova” LTD Company, is Lilian Scorpan.
The same Lilian Scorpan was the “non-performant” director, of the “non-performant” state-
owned company “Air Moldova”, that created a debt of 1,2 billion MDL (60 million Euros), this
debt (rather, artificially created), being the main reason of initialization of the privatization of
“Air Moldova”. So after bringing almost to bankruptcy the state-owned company “Air
Moldova”, Lilian Scorpan, was rewarded by becoming the director of, the same, but already the
new, private company “Air Moldova”. On this issue, the investigation has to continue, too.

Obviously, a lot more has to be investigated still, but already this information shows that
all the above mentioned assets belong to Vladimir Plahotniuc, not to Christos Konstaninou, not
to Marin Mihov Tenev etc. Any prosecution of this case in Moldova is impossible, while all the
state institutions are captured by this „Cosa Nostra” regime, leaded by Plahotniuc.

On the other side, the democracy of Moldova, the security of Moldova is completely
ruined and depends on one person and its wills, while detaining as property or concession all
these assests, especially of the Chisinau Airport and „Air Moldova” company, means no security
at all for the country. Next steps would be, to continue with „Moldtelecom”, „Moldovan
Railways”, „Metal – Feros”, „Termoelectrica” etc

Taking into consideration that the above mentions persons, Christos Konstantinou and
Marin Mihov Tenev, but also Vladimir Plahotniuc, are citizens of the European Union, taking
into consideration that the above mentioned assets are hidden in the European Union, in Cyprus,
in order to recuperate the damages caused to the state budget, in order to prevent further repeated
damage to the public property and to prevent the complete erosion of the Moldovan citizens' trust
in the public institutions, including the European Institutions, we kindly ask a judicial
investigation, but also, to raise awareness of international public opinion about the offenses
committed. Once the investigations will be conducted by the prosecutors’ offices in the above
mentioned countries, Plahotniuc, Tenev, Konstantiunou and others could be brought in front of
independent European Courts, personal sanctions could be introduced etc. This will help us to
bring down the dictatorship of the regime Plahotniuc – Dodon – Sor, and will offer to Moldova a
new chance for freedom and democracy.

As an example of enforcing international cooperation and Justice for these kinds of frauds
I would like to mention the case of Pavlo Lazarenko, former Prime-Minister of Ukraine, accused
of stealing $114 million, while in office from 1996 to 1997, and sentenced in USA, for money
laundering, to 9 years, in an American prison.

Dear colleagues, more than 10 years ago, I raised issues about the frauds happening in
Moldova, frauds coordinated by Vladimir Voronin, Vladimir Filat, Vladimir Plahotniuc, Iurie
Leanca, Ilan Sor etc. Starting with 2010, in Brussels, I was expressing my concerns about the
risk of the misuse of the European support. In 2012, I took the floor at the Moldova – EU Forum,
in Berlin (22-23 October 2012), and I disapproved the 100 million Euro, already at that time,
non-performant loans, from “Banca de Economii”, but I was not heard. In private discussions I
was told by European officials that: “the garbage will be put under the carpet and Moldova
remains to be the best pupil of the class”. Later I took the floor at all international meetings
where I have denounced the illegalities happening in Moldova, but every time my voice
remained single and everybody else continued to congratulate Moldova… Later 1 billion Euros
was stolen from the banks, the carpet became too small and Moldova became the dictatorship,
the toy of Plahotniuc.

Dear colleagues, I hope that this time, no more garbage will be put under any carpet and
together we will succeed to bring back Moldova to democracy and its European path!
