QPSK Ratio% QPSK Ratio%
Correlation DL SE to QPSK Ratio show that optimum QPSK Ratio to get DL 40% QPSK Ratio have correlation with DL CQI index 9. Lower QPSK Ratio
SE => 1 should less than 40%. will increase DL CQI
Pain Point: Difficulty for engineer to decide best tilt requirement during physical optimization

band F1 is used to cover the urban area and band F2 is used to cover the
suburban area. If there are few obstacles in the overlapping area between the
urban area and the suburban area, the RF signals from an F1 cell may be able to
travel a long distance (typically three times the distance between sites), causing
overshoot coverage to an F2 cell. The triangle area in the UE moving direction
indicates overshoot coverage.
This method can be applied in order to get coverage of L2100 in certain distance when drive test held from L1800
coverage.
Page 31
Inter-Frequency Distance Based Handover
Triggering and Stopping of Inter-Frequency Measurement
Distance-based inter-frequency handovers are triggered by the eNodeB based on the distance between the eNodeB and
the UE.
The eNodeB keeps monitoring the distance to all UEs. Upon detecting that the measured distance to a UE exceeds the
threshold specified by the DistBasedHO.DistBasedHOThd parameter for 10 seconds (which is a fixed value), the eNodeB
delivers the measurement configuration for event A4 to the UE.
While the measurement for a distance-based inter-frequency handover is being taken, if the eNodeB detects that the TA
value reported by the UE is less than or equal to the DistBasedHO.DistBasedHOThd value for 10 seconds, the measurement
is immediately stopped.
Inter-Frequency Measurement
Before delivering the measurement configuration related to event A4, the eNodeB checks whether a measurement gap has
been activated. If the measurement gap has been activated and includes other measurement gaps, the eNodeB does not
reconfigure the measurement gap. Otherwise, the eNodeB activates the measurement gap.
Parameters in the measurement configuration for distance-based inter-frequency measurement are the same as those for
coverage-based inter-frequency measurement.

• Extreme CIO was observed before MRO Implementation, this finding indicate some works have been done to mitigate Polluter issue
without touching physical optimization.
• By reducing number of Extreme CIO, in certain condition where overshoot happen this will bring more Ping-Pong handover. So Physical
optimization is highly recommended to be fixed.

PCI Conflict Insight
(Huawei & Nokia)
HUAWEI PCI Self Optimizer SON Feature Description
•PCI self-optimization is implemented on the U2000, and users need to create a PCI
self-optimization task on the U2000 before performing PCI self-optimization. After
the task starts, the U2000 performs PCI self-optimization analysis for eNodeBs based
on the reported PCI conflict information. Within a PCI self-optimization period: If the
U2000 reassigns a new PCI to the conflicting cell, the U2000 will output the PCI self-
optimization suggestions.
•If the U2000 does not reassign a new PCI to the conflicting cell, this cell will continue
using the old PCI, and the U2000 will not output the PCI self-optimization
suggestions.
The reassigned PCI takes effect to resolve the PCI conflict only after it is delivered to
the eNodeB. After the U2000 delivers the reassigned PCI, the cell will automatically
reset for the PCI to take effect. To prevent service drops, the eNodeB proactively
hands over online UEs to other cells by reducing the cell pilot power before the PCI
change.
PCI self-optimization applies even when some eNodeB engineering parameters are
not configured and the bandwidth is compressed.
Pain Point: Manual check of PCI problem really difficult to be manage, SON PCI can help to
self optimize PCI Conflict issue.

Multi Band Optimum Carrier Selection
MBOCS Procedure What is MBOCS ?
Multi-band Optimal Carrier Selection (MBOCS) enables eNodeBs to
quickly select carriers that will provide a better user experience for UEs
requiring large volumes of data transmission on mobile broadband
(MBB) networks, which are characterized by high-traffic bursts and
rapidly changing loads.
Pain Point: Hard to steering UE to get better carrier which provide better Spectral Efficiency

WTCP
• The eNodeB acts as the UE to communicate with the server.
• The eNodeB responds with a TCP ACK on behalf of the UE after receiving a downlink
TCP packet from the server, reducing RTT

Air Interface Acceleration Guarantee
This feature reduces service setup delays for acceleration guarantee UEs that
access a specific DNS server or IP address, and increases the download rates of
network services. The service setup delay is the delay between TCP SYN and the
first downlink service packet. When DRX is enabled, this can be reduced by up to
10%(delay performance). This function offers notable gains when air interface
resources are limited and high throughput is required to maintain service quality.
Service rates of acceleration guarantee UEs can be improved by up to 20% in such
scenarios.

LNOFD-150303 Automatic Multi-carrier Optimization by Virtual Grid (Trial)
1. Automatic CA Optimization by Virtual Grid This feature
enables the eNodeB to use virtual grid models to predict the reference signal received power (RSRP) values of candidate PCells and
SCells during PCC anchoring or SCell configuration for carrier aggregation (CA) UEs. The eNodeB no longer uses the UE-measured
RSRP values of the inter-frequency neighboring cells. This feature can improve User DownlinkThroughput.

MRFD-150221 UMTS and LTE Zero Bufferzone (LTE FDD)
This feature eliminates the need for a buffer zone after UMTS-to-LTE spectrum refarming, and allows for the deployment of UMTS and LTE
networks on the same frequency in adjacent areas.
Inter-RAT interference avoidance between UMTS and LTE requires LTE UEs to start inter-RAT measurements. The gap-assisted
measurement results in a decrease in the uplink and downlink peak rates of a single LTE UE. LTE UEs with strong interference in
neighboring UMTS cells cannot use the UMTS preferential spectrum. As a result, the uplink peak rate of a single LTE UE decreases.

LBFD-060103 Enhanced DL Frequency Selective Scheduling
Downlink Smart Frequency Selective Scheduling
Downlink smart frequency selective scheduling has the following impacts:
•User Downlink Average Throughput increases.
•The CPU usage increases.
•The number of aperiodic CQI reporting times increases, which may cause Cell Uplink Average Throughput and average uplink user-
perceived throughput to decrease.
•The number of UEs concurrently scheduled increases, which may cause the average number of PDCCH symbols to increase.

Adaptive Adjustment of Time Sequence for Downlink Scheduling
This function adaptively adjusts the time sequence for downlink scheduling to improve the initial transmission scheduling performance in
heavy-load scenarios. In heavy-load scenarios, the initial transmission scheduling success rate increases, and the values of the counters
such as the number of downlink scheduled UEs, downlink PRB usage, and downlink throughput in a cell may increase. The CPU usage on
the user plane may also increase.
MCS Index Selection Optimization for Downlink Paired UEs with Small-Amount Data Transmission
If the amount of downlink data to be initially transmitted is small for paired UEs, the transport block size (TBS) selected for the initial
transmission may be greater than the amount of data to be transmitted. To resolve this issue, MCS index selection optimization for
downlink paired UEs with small-amount data transmission is introduced. This function is controlled by the
MM_DL_SCH_AND_MCS_OPT_SWITCH option under the CellMMAlgo.MMAlgoOptSwitch parameter. When this option is selected, the
eNodeB selects a small MCS index while maintaining the number of allocated RBs. This reduces transmissions of invalid data and the
number of retransmissions and increases the average downlink throughput of paired UEs.
Page 110

LBFD-00101501 CQI Adjustment
CQI Filtering Based on Spectral Efficiency Optimization
When this function is enabled, each time the eNodeB receives a CQI value from a UE, it determines the difference between the reported
CQI and the previous filtered CQI. If the difference is large, the eNodeB adjusts the reported CQI based on spectral efficiency optimization,
and then applies filtering to the adjusted CQI and the previous filtered CQI. If the difference is small, the eNodeB directly applies filtering to
the reported CQI and the previous filtered CQI. If the network has moderate or heavy loads in the downlink (for example, the downlink PRB
usage is greater than 20%) and the proportion of rank 2 and above exceeds 40%, the downlink user-perceived rate will increase by 1% to
3% after this function takes effect.
2. Different QCI-specific Settings of the Inter-Frequency Event A2 RSRP Threshold for Different Operators
The inter-frequency event A2 RSRP thresholds used to trigger coverage-based inter-frequency handovers can now be dependent on
the QCI of highest-priority services on individual UEs for different operators.

LTE2369: Message 3 DTX Robustness
This feature improves the success rate of Random Access procedure. A more accurate reception of message 3 (e.g.
RRC Connection Request) becomes possible by decreasing the probability of false discontinuous transmission
(DTX) detections. As a result, faster start of the data transfer and reduced number of message 1 (Random Access
Preamble) and message 2 (Random Access Response) transmissions between the UE and the eNB.
