Overview
o Ambassadors have been hard at work addressing one particular individual who has
claimed Franklin Square as his own. A man by the name of Melvin Jones has been staking
his claim over the square for close to a year now. We have dealt with his random outbursts
on pedestrians and employees, his nudity, we have cleaned up soiled blankets and
clothing, food waste, and human waste. We have reported a number of medical problems,
and have even witnessed the arrest of the individual. A number of attempts to offer
Melvin services have also been set in to play, and with no progress made, our Community
Benefit District decided that the best thing to do is file a restraining order to have him
removed from the area. A lot of patrons get the wrong idea. Looking from the outside you
would think “oh my goodness this poor man, let me help him”. When in reality his
behavior is one of discomforting and unsanitary actions. Melvin has gone so far as to
purposely expose himself to two women in the area. We have worked long and fought
hard trying to have Oakland Police address the issue as well, but due to his mental status
officers and Crisis Response Teams had their hands tied.
o The district suffered a great tragedy. Councilwoman Lynette Gibson McElhaney of District
3, who has served the City of Oakland for over 15 years, lost her son to gun violence in Los
Angeles this past weekend. It is with a heavy heart that I type this information. Victor
McElhaney had a deep passion for music, and was an advocate against gun violence. Victor
recently celebrated his 21st Birthday, and will be missed by his family, and many friends.
o Another homicide cast a gloom over the district. One man lost his life, and another was
injured due to gun violence. The incident occurred on the 800 block of Washington, just a
few blocks away from our Oakland Police Department. It is reported that the incident
escalated after an argument.

o The Uptown Downtown Association, with the assistance of the Ambassador program, has
successfully served a three year stay away order for Melvin Jones. This has been the
biggest victory for 2019 thus far, and we are destined to see many more. Melvin Jones has
created up to 40% of our incidents in the district, if not more. Between intimidation,
indecent exposure, and his need to spread around his own fecal matter, Ambassadors are
pleased to know that they will have the support of OPD in keeping Melvin out of the area.
The changes in Franklin Square are already notable, and we look forward to continuing
the improvement and feel of the area throughout the year.
o The restraining order was secured by Operations Manager Ted Tarver, who pleaded with
officials that Melvin was a serious health hazard due to him frequently spreading his feces
all over the area. Every business in the square serves food, so this is very off-putting when
customers want to enjoy the restaurants and the smell of human excrement is filling the
air. Since being served, Melvin has not been present at Franklin Square. We are uncertain
where Melvin will end up. Will it be in the district? Or will it be in another part of the city?
We don’t know, but we will continue our efforts with providing Melvin with the options
for services in an effort to get him into a home.

Highlights
Melvin Jones
Melvin Jones has been a problematic unsheltered person that we
have been dealing with for well over a year. He has chosen Franklin
Square as his place to reside and causes a multitude of issues.
Through a total team effort we have successfully obtained a 3 year
stay away order from that area. We can now take back Franklin
Square for the businesses and their customers. Stay away orders
aren’t the desired first course of action we like to take when
dealing with problematic persons in the district, we ultimately want
to build positive relationships with them and get to know their
stories so that we may assist if needed or wanted. We now have the
procedure established to deal with individuals who refuse our
assistance and continue to disturb and intimidate the patrons
within the district.
