Article 16. Freedom from violence and abuse.

PWDs shall be protected from exploitation, violence and abuse. They should not be mistreated or harmed
in any way inside or outside their home. This protection shall be promoted by the State Parties.

Article 17. Protecting the Person.


State Parties shall seek to eliminate discrimination and disrespect based on physical and mental disabilities
of a person. PWD shall be accorded the same respect and dignity a normal person is due.

Article 18. Liberty of movement and nationality.


PWDs shall have the right to be registered, to have a name, a nationality, and the right to know and be
cared for by his or her parents.
PWDs shall also have the freedom to move freely to enter and to leave one’s country without
discrimination.

Article 19. Living independently and being included in the community.


PWDs have the right to choose where to live and with whom they will live with. The State Parties shall
promote support services and programs that will include PWDs in the community.

Article 20. Personal mobility.


Freedom of movement. PWDs have the right to move freely and independently.

Article 21. Freedom of expression and opinion, and access to information.


State Parties shall ensure that PWDs shall have access to general information in forms that is accessible and
understandable to them.
State Parties shall urge private sectors, such as media and the internet to make information readily and
effectively available to PWDs.

Article 22. Respect for privacy.


PWDs have the right not to be subjected to arbitrary or unlawful interference with his private affairs,
family, home or correspondence and other forms of communication.
Right to privacy of personal and health status of PWDs shall be protected.

Article 23. Respect for home and the family.


PWDs have the right to enter into marriage, family life, parenthood, and relationship.
They shall have the right to choose who to marry and to start a family. They shall not be deprived of their child-
rearing responsibilities just because of their disability. In no case shall a child be separated from parents on the basis
of a disability of either child or one or both of the parents.

Article 24. Education


PWDs shall have equal access and opportunity to education. The State parties shall ensure that PWD are
able to access general primary, secondary, tertiary and vocational education without discrimination.

Article 25. Health and Article 26. Habilitation and Rehabilitation.


State Parties shall afford PWDs attainable standard of health without discrimination. Availability of free or
affordable health care programs shall be provided equally. Special and specific services as needed by PWDs shall be
provided.

Those who have access to healthcare programs shall also be accorded with effective and accessible
habilitation and rehabilitation programs without discrimination.

Article 27. Work and Employment


State parties shall recognize the right of PWDs to equal opportunity to work, career enhancement, and to
healthy working condition. PWDs shall not be discriminated upon in work places due to their disabilities.
State Parties shall protect PWDs from slavery, Involuntary servitude, force or compulsory labor.

Article 28. Adequate Standard of Living and Social Protection.


PWDs have equal rights to human basic needs such as, food, clothing and housing. State Parties shall
promote social services and poverty reduction programs without discrimination to PWDs.

Article 29. Participation in Political and Public life.


State Parties shall recognize the right of PWDs to vote and be elected. State parties shall promote
accessible and easy to understand voting procedure for PWDs and state agencies shall allow assistance in voting by
a person of their own choice, as needed.

Article 30. Participation in Cultural life, Recreation, Leisure and Sport.


State parties shall ensure that PWDs enjoy access to cultural materials, access to places for cultural
performances (theatres, cinemas, museums, library). PWDs shall also have equal opportunity to develop and utilize
creative, artistic and intellectual potential. Intellectual Property rights of a PWD shall also be recognize and be
protected. Equal access to play, recreation, leisure and sporting activities shall also be provided by State Parties to
PWDs.
