c) Background of the initiative. Farm loans may be crop loans or investment loans taken to
buy equipment. Both farmers and banks reap a good harvest
when all is well. But when there is a poor monsoon or
natural calamity, farmers may be unable to repay loans. The
rural distress in such situations often prompts States or the
Centre to offer relief — reduction or complete waiver of
loans.
Agriculture in India has been facing many issues —
fragmented land holding, depleting water table levels,
deteriorating soil quality, rising input costs, low
productivity. Add to these vagaries of the monsoon. Output
prices may not be remunerative. Farmers are often forced to
borrow to manage expenses. Also, many small farmers not
eligible for bank credit borrow at exorbitant interest rates
from private sources.When nature rides roughshod over
debt-ridden farmers in the form of erratic monsoon and crop
failures, they face grim options. Indebtedness is a key
reason for the many farmer suicides in the country.
As a Flagship Programme of the Government of Karnataka,
with the intention of supporting the farmers who are victim
of severe drought and are not practically to achieving the
crop loan waiver for the farmers with loans in both
commercial and cooperative Banks

e) Purpose & priorities of the initiative. Purpose:The main purpose of the initiative was to support
the Farmers communities who are suffering from drought
consistently and unable to repay the loans taken from the
Cooperative and Commercial banks
Priority:The main priority of the initiative was to deliver
uninterrupted financial support to the small and marginal
farmers across the state
f) Date of implementation of the initiative. Oct 2018 to April 2019

Strategies adopted during execution of the project
a. As per the GO all the eligible loan waiver data from CBS
has been incorporated into the CLWS software , by web
services which is designed by the state Bhoomi team under
the supervision and guidance of the commissioner SSLR
Bhoomi and banks are asked to confirm the same from their
respective logins
b. Eligible loans are Authenticated by Aadhar, RTC and
Ration card data of the eligible farmer.
c. Farmer Self Declaration(FSD) from the eligible and
authenticated farmers has been taken from farmers both
banks and Nadakacheries.
d. FSDs submitted loans are sent to the green list by the
system where the manager has the option to last round of
verification for the passing the data for payments else in any
other case it shall be send to the TLC for the tashilar
supervision and approval under the taluka committee .

clearance at the DC office however it's up to the Deputy
Commissioner to approve the land conversion applications
based on the eligibility and legalities of the Application , it
has been noticed that many applications are being pending
for long time due to the traditional process and file
movement system. In order to minimize the delay in the
