SUBJECT Submission of Promotional Folders

1. References:
a. 1st Semester CY 2016 2nd Level Regular Promotion Program; and
b. NAPOLCOM Resolution No. 2013-501 as confirmed by CSC Resolution
No. 1401222 re Amendment: Qualification Standards for Appointment to
PNP Ranks.

2. This pertains to the conduct of the 1st Semester CY 2016 Regular Promotion
Program for 2nd Level Police Commissioned Officers (PCOs) and Police Non-
Commissioned Officers (PNCOs).

3. Please be informed that the conduct of the CY 2016 Regular Promotion

Program was already approved by the Chief, PNP on April 23, 2016. However, the
Command Memorandum Circular (CMC) that shall govern the processing of the 2nd level
regular promotion program is still on process and the schedule of activities might be
affected due to the upcoming May 9, 2016 National and Local Elections.

4. In this regard, all PNP offices/units can now accept folders of qualified
applicants for the 1st Semester CY 2016 2nd Level Regular Promotion Program in
reference to the Qualifications stipulated under NAPOLCOM Resolution No. 2013-501
reckoned on June 30, 2016. The folders of applicants for PSUPT will be accepted based
on their prevailing variance/vacancies. The C, RPHRDD/C, ARMD are directed to issue
orders to the Promotion Secretariats that will receive, assess, evaluate and screen the
qualification of applicants.

5. Administrative Officers of Directorates shall be responsible in evaluating and

screening of applicants before transmitting the requirements (please see attached) to the
NHQ Promotion Board Secretariats (Attention: C, RSD) NLT: 1200H on May 20, 2016.
Be reminded to abide with all the prevailing guidelines, policies and procedures that
govern the processing of promotion applications.
