Sub:- Quotation for providing Courier Services for a period of one year.

Dear Sir/Madam,

HUDCO is a fully owned Govt. of India Enterprise under the administrative

control of Ministry of Housing and Urban Poverty Alleviation, Govt. of India.

SCOPE OF WORK :-

HUDCO desires to avail courier services for a period of one year and for this
purpose sealed quotations are invited.

GENERAL TERMS & CONDITIONS:-

The general terms & conditions applicable for submission of quotation/offer and
for award of contract by HUDCO are as follows :-

1. The bids may be submitted in three sealed cover envelopes separately

which may be finally placed in one envelope.
(a)The first envelope shall contain EMD,
(b)second envelope shall contain Technical bid and
(c) third envelope shall contain Financial bid.

2. Quotation/tender must accompany earnest money deposit (EMD) of Rs.

2,000/-(Rupees Two Thousand Only/-) by way of Draft/Pay order/Banker
cheque in favour of HUDCO, payable at New Delhi. The quotation/tender
without EMD will be considered as unresponsive and rejected.

3. Upon receipt of EMD amount, the technical bid shall be opened first and
after qualifying technically, the financial bid will be opened.

4. The brief profile about your company services may be given alongwith your
Registration, Service Tax/Work Contract proof/certificate.

5. The rate for item(s) alongwith time/period of delivery should be quoted in

the financial bid at Annexure-I only @ per consignment.

6. The proof of delivery (POD) of every consignment with the signature/stamp

of the consignee is a must to be submitted to HUDCO along with the bill for
payment.

7. The period of validity of quotation for acceptance should be three months

from the closing date. Quotations with less validity period shall not be
accepted. HUDCO shall not entertain any request for escalation in
cost/price on account of any reason whatsoever during the period of validity
of quotation.

8. All taxes and levies, if any should be clearly mentioned in Annexure-I. No

extra cost will be paid on account of transportation, packaging & forwarding
or on any other account including budget levies, if any.

9. Your company shall deploy educated manpower to receive docket of

consignment on daily basis on mutual agreed timings. Your company will
also provide the services to cater to the emergency requirements on
Saturdays/Sundays/Holidays and working/late hours also.

10. Bidder, before submitting quotations, should clearly understand HUDCO’s

requirement and, in case any information/clarification is required, he/she
may visit HUDCO office during working days (Monday to Friday between
10.00 a.m. to 5.30 p.m.). It may be noted that no clarification/information,
after closure of the last date of receipt of quotation, would be entertained.

11. Quotations received late, will not be considered. HUDCO will not be
responsible for any postal delay.

12. The EMD of unsuccessful bidder shall be refunded.

13. The evaluation of tenders/quotations will not be based on conditional

discounts.

14. The EMD of the selected vendor shall remain with HUDCO as security
deposit during the period of execution of job order. No interest will be paid
on the EMD. The security deposit shall be released after successful
completion/satisfactory execution of the contract.

15. In the event of vendor’s failure to provide the services of acceptable

quality as per contract, the company reserves the right to execute
the work from any other source at the vendor’s risk & cost and the
difference in the cost shall be borne by the vendor.

16. If the vendor is not able to provide the services within the specified period,
he would be liable to pay liquidated damage @ ½% per week or part
thereof subject to maximum of 5% of the total cost of the price of
consignment, which vendor had failed to deliver within the delivery
schedule. In case, the vendor fails to execute the order whether in full or in
part, the earnest/security money would be liable to be forfeited in full or in
part/to be determined by HUDCO.

17. On satisfactory services the contract may be renewed for another one year
with mutual consent of both the parties on same terms and conditions with
the approval of competent authority.

18. If vendor fails to execute the order, then EMD/security deposit may be
forfeited and the company may be debarred from dealing with HUDCO in
future.

19. The vendor should submit the bank details as mentioned in Annexure-III for
refunding the EMD amount or making other payments through E-payments.

20. In the event of the vendor committing any breach of any terms and
conditions herein contained and/ or required to be observed and performed
by the vendor, for the satisfactory and faithful performance of the contract.
HUDCO shall be at liberty to terminate this contract by giving one month’s
notice without assigning any reason and HUDCO shall be entitled to forfeit
the security deposit or any part thereof.

21. Decision of CMD HUDCO shall be final & binding on both the parties in
respect of all maters of dispute arising out of this tender.

22. HUDCO reserves the right to reject any or all bids and/or alter the quantity
without assigning any reason.

23. Payment terms: -

(i) Payment will be made monthly, on receipt of bills through e-payment after
deduction of all applicable taxes in accordance with the provisions of
Income Tax Act .

24 SPECIFIC TERMS & CONDITIONS: -

(i) The vendor should have at least 3 years experience of providing the similar
services.
(ii) The vendor should have turnover of minimum Rupees Ten Lakhs during the
previous year 2011-12.
(iii) The vendor should quote considering technical specifications given in
Annexure-II.

Your quotation should be sent in a sealed cover containing all the three
envelopes as stated in point no. 1 of this letter super scribing "Quotation for
providing Courier Services” and should be sent to The General Manager
(Administration), HUDCO and deposited in Tender Box available at Ist Floor
of HUDCO Bhawan, India Habitat Centre, Lodhi Road, New Delhi – 110003
by 3.00 P.M on or before 15.04.2013.

The Technical bids will be opened at 3.30 PM on 15.04.2013 and for opening
the financial bids of those vendors who technically qualify, date & time will be
intimated to the vendors. The representatives of bidders can participate in
Tender opening process.
