I. COURSE DESCRIPTION:
The course deals with the legal basis of the Philippine educational system. It will include its
development from pre-Spanish times to the present. Significant provisions of the 1987 Philippine
Constitutions, legislative acts, executive and departmental orders shall be discussed and examined as this will
provide students with knowledge and understanding of the implications of these laws on the policy directions
of the Philippine educational system and educational institutions. Students will also be introduced to the legal
structure in Philippine education. Significant court decisions, legal opinions and case shall be integrated into
course as well.
II. LEARNING OUTCOMES: At the end of the module, the students should be able to:
1. Examine critically the educational policies of the Philippine government and educational institutions;
2. Express ones stand on the validity of certain educational policies;
3. Justify the importance of the legal bases of Philippine educational system;
4. To form sound judgment on the effects of laws on Philippine education and educational policies;
5. to recognize the importance establishing educational polies based on concrete legal foundations; to
accept or reject education policies in accordance to existing laws and policies promulgated for the
common good of the Filipino people; and
6. To be able to develop and formulate legally sound educational administrative decisions.
Expected Output: Oral and written report, analysis of a case study, final paper.
