Life Sciences and Health: opportunities for Sino-Dutch partnerships
Living in good health is one of the most important values people all over the world
share in common. We face an increasing number of people with chronic diseases
that, due to health care, are able to life an independent and qualitatively good life.
No wonder the Life Sciences and Health sector is a priority sector of both the Dutch
and Chinese government. The growth and investment in the health care sector in
both countries create opportunities for interesting and innovative partnerships. I
am therefore excited to head this Life Sciences and Health mission to China. It is my
firm belief Sino-Dutch partnerships in various areas will create mutual benefits.
I am fully aware the Chinese healthcare system and market is undergoing significant
growth and development. As a country with the largest population in the world, it
is a huge challenge for China to organize and manage the health care in an optimal
and sustainable way. The 2020 agenda for the health care reform in China includes
five fields being a basic medical insurance system, a national drug scheme, a grass
root medical service scheme, basic public health service and reform of public
hospitals. The Chinese Life Sciences and Health Industry is expected to continue its
impressive growth and become the second largest market to that end in the world
before 2020.
The health care system in the Netherlands, compared internationally, is of high
quality, accessible for all due to a national insurance package that covers all of the
basic health care, due to a strong general practitioner system (primary care) and
healthcare providers which are very receptive for innovations. The Netherlands
is a major player in the global Life Sciences and Health industry with a strong
technological position in hospital management and design, training, rehabilitation
medicine, regenerative medicines, molecular imaging, diagnostics, medical
devices, human and veterinarian vaccines and nutrition, to name a few of the
clusters that are being elaborated and implemented. The Dutch sector owes this
position to public-private based collaboration, cooperation and coalition building
between business, academia and government – the golden triangle. Strong chains
link research to product and business creation. Moreover, the geographical location
of the Netherlands with the harbour in Rotterdam and Schiphol Airport is often
seen and used by companies as a gateway to Europe. Innovation does not stop at
the borders, as Dutch export oriented companies heavily invest abroad.
The Netherlands has a unique position in offering integrated healthcare solutions in
emerging countries. It is a challenge to further link partners during this mission. The
Life Sciences and Health sector offer a lot of business opportunities, but do need
specific and ongoing attention. It is a privilege and a pleasure for me to contribute
to that end and heading a delegation with a large representation of companies and
academia on this mission to China.
I feel confident that both the business communities and knowledge institutions
will use the opportunities to start and/or further intensify the bilateral contacts. I
would like to express the wish that representatives from our countries engage in
productive and useful alliances and good relations between our two countries,

our patients and people. I wish the delegation a pleasant and successful visit and

命科学与卫生领域作为重点发展领域也就不足为奇。两国医疗保健方面的发展
和投入为建立双方感兴趣的创新合作伙伴关系创造了机
会。因此，这次带领荷兰生命科学与卫生代表团出访中国，我充满了期待。我坚信
中荷在许多领域的合作伙伴关系将互惠互利。
中国医疗保健体系和市场正经历着长足发展和壮大，对此我有充分的认
识。作为全球人口第一大国中国来说，如何以最优和可持
续性方式组织和管理医疗体系，这是一大挑战。健康中国2020战略中，中国医疗
改革的规划包括基
本医疗保险制度、国家基本药物制度、基层医疗体制改革、基本公共卫生服
务及公立医院改革5个领域。预计中国生命科学与卫生行业将会继
续蓬勃发展，并在2020 年前成为全球该行业的第二大市场。

The Dutch Hospital Association (NVZ) represents general hospitals
and specialized institutions (cancer centres, audiological centres,
rehabilitation centres and radiotherapeutic institutions) in the
Netherlands. We represent the interests of our members and support
them in their role as caregiver, entrepreneur and employer.
In order to constantly improve the quality and efficiency within the

The Rotterdam Global Health Initiative (RGHI) is a research, education
and social valorisation network of the Erasmus Medical Center,
Erasmus University Institute of Health Policy & Management (iBMG),
the Erasmus international Institute of Social Studies (ISS) in the Hague,
the Department of Public Health (MGZ), Rotterdam-Rijnmond Public
Health Service, the Institute for Housing Studies and Development
(IHS), and the SPREAD academic global health platform, in alliance
with the City of Rotterdam, the Centre for Strategic Philanthropy,
and international NGOs Cordaid, HealthNet TPO and the KNCV TB
Foundation.
Key RGHI partner, the Institute of Health Policy & Management (iBMG),
is involved in national and international research in the fields of
policy and organisational sciences with a focus on health care, health
economics, medical technology assessment, social medical sciences,
health law and health insurance.
