NARRATIVE REPORT
JUNE 20, 2019
I. INTRODUCTION

The issue of drug abuse has already been with us for a very long time. Knowing the adverse
effects of drug abuse in the society’s culture and general well-being, many measures have been
proposed and implemented by experts in order to reduce and relieve, if not totally eradicate these
effects. One such measure is drug prevention education.

II. OBJECTIVES

 Educate the youth about the dangers of drug abuse;


 Determine the impact of drug use and addiction to individuals, families, and society;
 Measure societal costs associated with drug use and addiction; and
 Develop new and improved strategies to prevent drug use and addiction.

III. HIGHLIGHTS OF THE SYMPOSIUM

The Schools Governance Organization Division (SGOD) through the Project Development
Officers – Division Youth Formators announces the conduct of Youth Leadership Training 2019 in
partnership with the Province of Pampanga Local Government Unit (LGU) on June 20, 2019 (8:00-
5:00) at Bren Z Guiao Convention Center, High School Boulevard, Brgy. Lourdes, City of San
Fernando, Pampanga.

Registration started at 8:00 in the morning in the convention’s lobby. After few moments,
the program began with the singing of the Philippine National Anthem followed by a short prayer
– all led by certain police officers.

To open the program formally, the emcee introduced the VIP’s in front including Leonardo
D. Zapanta, Ed.D., CESO VI, Schools Division Superintendent, Division of Pampanga and the
Regional Director of PNP, Region III.

The Regional Director of PNP Region III delivered an inspiring and encouraging message
with the famous line from our national hero, Dr. Jose P. Rizal, “Ang Kabataan ang Pag-asa ng
Bayan”. She also gave some advises to the students about drug awareness and it’s do’s and don’ts.
She gave few tips on how to avoid drugs. First, be not afraid to say no. Second, connect with
friends and peers. Third, rely and talk to parents and lastly, enjoy life, do what you love and be
educated with drugs, be a role model and set positive example and speak out the truth always.
Afterwards, she had a fun question and answer portion with the young leaders.

The first speaker tackled about the different programs of the Philippine National Police
including the different Oplans to address different crimes in the country. He specifically discussed
about the current program of the PNP which is the Oplan Tokhang, the Drug Awareness and
Prevention Campaign. She also encouraged the students to join in the Philippine National
Philippine Academy, where they train and mold those aspiring police to become strong, brave and
disciplined officers. She also cited the qualifications needed in the said academy, including the
website where they can browse informations, pnpa.edu.gov.ph.
Next speaker discussed about what is drugs. He enumerated the three types of drugs,
namely: the medication drugs, the alcohol and cigarette, and the shabu, marijuana, and inhalants.
According to the speaker, in 1972, there were only few who are using illegal drugs, only marijuana,
specifically in Manila. As a result, RA 6465 was implemented to regulate law against illegal drugs.
But unfortunately, as years passed, the number of drug crimes increased, so they improved it with
RA 9165. The speaker also showed some pictures of the effect of illegal drugs in the human body,
more specifically to the brain. With his speech, he informed his audience about illegal drugs and
persuaded them not to use it.
He cited different tips on how to prevent crimes and the actions to do in case of emergency.
Although it was a quite short speech, she educated the students well on what are happening in
reality so that they can be aware and avoid experiencing it.
The morning session of the program ended at past 12 o’clock in the afternoon.

The afternoon session started passed 1:00 in the afternoon. The speaker explained the roles
of the Communist party of the Philippines – New People’s Army to the students. Again, there was
a lively interaction between the speaker and the smart students.
The last speaker of the day discussed the meaning and importance of the patriotism, that it
should not die down instead, shall continue to burn to the hearts of the new generation. In general,
the symposium has been informative that it left new learning to the students
