SBM Collaborative Continuous Review and Enhancement of
Accountability System

Along with teacher education development, national learning strategies,


quality assurance, monitoring and evaluation, and organizational development, SBM
was identified as one of the key reform thrusts (KRTs) envisioned to effect
improvements of the school. However, it was noted that there were difficulties in the
operationalization of policies and guidelines at the school level and in understanding
on how to make SBM work in terms of improving governance practice and achieving
organizational effectiveness of the schools.
In this viewpoint, there is a need to improve the SBM level of practice among
schools in SDO Laguna. Schools have been assessed through division-initiated
assessment where pool of assessors were drawn within the district. The team was
headed by PSDSs along with select public school principals. At the same rate, PSDSs
also served as division validators for schools who have attained SBM level 3 of Practice.
The result of division validation in December 17, 2019 showed that schools assessed as
Level 3 have artifacts/records/ documents that did not suffice the standards of the
SBM Accreditation process. Not only the document analysis, but also the need to
observe well-organized and functional School Governing Council (SGC) who need to
facilitate discussions with their community stakeholders for the improvement of school
performance . Hence, this benchmarking activity has been proposed.

Benchmarking Procedure

a. Selecting Benchmarking Topics
 Exhibiting good practices in SIP crafting
 Describing best practices in documenting 40% of SBM D-O-D validation
based on four SBM principles
 Conducting interviews in the installation procedure of School Governing
Council (SGC)

Awardee has inspired the PSDS/Division SBM Coordinator to coordinate her fellow
PSDSs prior to the provision of technical assistance to schools who are under SBM Level
3 of Practice, and in monitoring and evaluating school-based management
programs/projects/activities, especially in the crafting of School Improvement Plan
(SIP). In addition, there is a need to look over their well-organized and functional
School Governing Council which serves as gauge in visualizing the SBM highest level
of practice among schools.
