MEMORANDUM
I ask for no favors for my sex. Nor do I surrender my claim to equality either.
I would like to thank my fellow GWTA Board members for their support. I know that the Board
along with GWTA staff will continue to provide exceptional transportation services to the residents
of Wayne County and Goldsboro.

On Thursday, September 27, 2018 at a GWTA Board meeting during Closed Session sometime
around 10:40 am, I was completing my report to the Board involving a prior incident. Councilman
Williams entered, greeted the Board, and took a seat beside me with only one chair separating the two
of us. Councilman Williams inquired into the subject matter at hand and Mr. Chairman
began the discussion into the subject matter at hand. Councilman Williams followed with his rebuttal
on the matter. Once, he was completed I recognized Chairman to provide
additional context/narrative into the subject matter at hand. Within three sentences of my remarks,
Councilman Williams aggressively through unhinged behaviors and remarks directed towards me
prevented me from speaking further. He was asked by the several Board members to calm down and
allow me to speak. I to asked Councilman Williams to allow me to speak and refrain himself.
However, he was very dismissive and proceed to be increasingly emotional, seething, projecting and
directing character assassination towards me.
After several minutes later, Councilman Williams seemed to be settling down; therefore, I after
redirection provide by Commissioner to allow me to speak. I began providing my
additional context/narrative into the subject matter at hand again. As Councilman Williams appeared
by his posture to be physically and emotionally reframing himself from engaging me. It was in those
moments I thought Councilman Williams was going to engage me physically. Nevertheless, to be
professional I continued with my context/narrative and concluded them to yield to the Board.
Councilman Williams’ posture and remarks began again, aggressively, increasingly emotional,
seething, projecting and directing character assassination towards me. Once, he seemed to settle
down again I recognized Mr. Chairman to rebuttal Councilman Williams’ remarks. It
was after that Mr. Chairman concluded the subject matter at hand and adjourned the
meeting. I began exiting the room as Councilman Williams began again with remarks that were full
of aggression and increasingly emotional, seething, projecting and directing character assassination
towards me.
