Rationale

Recent results of the regional science fair demands review of the research goals and

objectives of the research program of the Division of Bacolod City to be responsive to the

Research agenda of the country, the trends in research that are set by top research

implementing institutions, the standards in local, regional and national research competitions

and improve quality and impact factor of every research output. Indeed, the quality of research

outputs are a reflection of how equipped and prepared research teachers are in implementing

research curriculums among students, given that it is just considered an additional curriculum

and a special requirement in most Department of Education schools with non – special science

programs.

Since research is a not a major function of the Department of Education, less contact

time are given between teachers and students in the implementation of the curriculum.

However, it is the mission of the Department of Education to develop young learners helping

them become scientifically gifted individuals that will allow them to contribute meaningfully to

building the nation. Hence, to continue developing scientifically gifted minds, teachers must

continue nurturing the curiosity of the youth through scientific investigations and research. This

is done through research classes and in non - special science programs through Science

Investigative Project. Through science investigatory projects, students develop their scientific

investigation and acquire knowledge of the different scientific concepts, theories, principles

and laws of nature. It is also through Science Investigative Projects (SIPs) that they use their

higher order process and thinking skills.

According to Cobern (2011), students should be exposed to experiences outside of the

classroom to enable them to create meaningful science knowledge that will be useful,

functional and relevant for them even at a young age. Cobern (2011), also encouraged

imparting research skills among pupils for them to generate a functional science knowledge

that will easily give them understanding of what is around considering research as a life – long

skill. For Prouty (2012), integrating research in elementary and secondary science classes will

equip learners with life – long skills that will improve their higher order thinking, interest and

understanding of scientific concepts and principles that constitute the world.

Society at present is dominated and driven by ideas and products made possible by

science and technology (S&T). It is therefore the youth, who will inherit the fruit of our current

actions, and it’s hard to deny the sense that youth and S&T go hand in hand. And efficiently

guiding them in completing the research process is a must.

To help teachers better facilitate learning among their students while recognizing their

scientifically investigative minds through research, they must be equipped and capacitated

through trainings and workshops geared towards their improvement for the sustainability of

quality research outputs.

This three day Seminar Workshop on Science Investigatory Project will equip and

enlighten teachers in inculcating a culture of science research and investigation in their

respective schools. The seminar will also encourage teachers in training their students to

undertake scientific activities through SIP projects that will make a difference in their respective

communities.

Using an instrument prepared by selected members of the Curriculum Implementation

Division of the Science Learning program of the Division of Bacolod, areas of difficulty

encountered by science teachers in teaching and integrating science investigative projects in

their science classes were assessed and it showed that in almost all areas, they encounter

difficulties. Looking at figure 1 it showed that out of fifteen (15) established areas cited in the

needs assessment questionnaire, thirteen areas obtained mean values within the range of 1.81

– 2.60 which corresponds to an interpretation of very low level of content awareness and

knowledge. Results are indicative of the needs of every science and research teacher, hence,

the program design that follows is proposed to capacitate identified teachers and help in

improving both their pedagogical and content knowledge in teaching research through the

conduct of science investigative projects.

I. General Program Information:

Seminar Workshop on Science Investigatory Project for


Program Title :
Elementary and Secondary School Teachers

Program Description: This three day Seminar Workshop on Science Investigatory


Project will equip and enlighten teachers in inculcating a culture of
science research and investigation in their respective schools. The
seminar will also encourage teachers in training their students to
undertake scientific activities through SIP projects that will make a
difference in their respective communities.

The seminar workshop will prepare and impart knowledge


to 69 Science Investigative Projects Advisers on the preparation of
the SIP manuscript in the IMRAD (Introduction-Methodology-
Results and Discussion) format intensively discussing the
introduction (objective, hypothesis, significance of the study),
presentation of the methodology and general procedures, analysis
of the data gathered, arrangement of results in tabular and
graphical form, discussion of results and interrelationships between
the different observed data and relationship to the whole research
problem, formulation of conclusions, and writing of research
abstract and research logbook. Updates, appropriate use of ISEF
forms and display board will also be discussed in accordance to
the guidelines of the National Science and Technology Fair.

Rationale:

There is an increasing recognition of research today in almost all institutions. The drive towards
developing a culture of research is a priority. For the last three (3) years of conduct of Division
SIP Fair, only 3 or 7% of the public elementary schools and 5 or 22% of the secondary schools
participated.

Adherence to DepEd Memorandum No. 176 Series of 2016, mandating the participation of
students in the Science and Technology Fair and promoting Science and Technology
consciousness among the youth and identifying the best Science researchers representing their
schools and the country to international competitions, research programs and activities shall be
advocated.

To maintain research activities, including conducting research and publishing scholarly works,
the science program must be intensified through the conduct of the Science Investigative
projects as early as elementary and high school. Science Investigative projects must be
encouraged among elementary and secondary schools to inculcate in them the importance of
research at an early age. As part of the advocacy program of Curriculum Implementation
Division through the Science Learning Area of the Division of Bacolod City seeks to promote the
conduct of the science investigative project among its schools.

Objectives:

The seminar- workshop aims to update and improve the understanding of


Science Investigative Project Advisers of the Division of Bacolod City such that they are
expected to:
