One influential leader can help persuade his subordinates. Before seeking to convince
people who may disagree, concentrate on an opinion leader or a potential champion who is
likely to be supportive.
• In the hospital, we focus our advocacy to our Chief of Hospital (COH). We are fortunate
that our COH is a natural advocate for a smoke-free environment. In the meantime, we
select other supportive leaders who can become our Champion (Tobacco prevention and
control coordinators) and use their support to convince others.
• During our meeting, we share information and commitment to support our campaign.

Legislation is necessary to protect hospital personnel and patients from exposure to tobacco
smoke which requires the total elimination of smoking the hospital premises in order to
create a 100% smoke-free hospital.
 Consultation is gathered to all healthcare providers to support and to address any
comments or suggestions.
 A memorandum for smoke-free hospital that based on the San Pedro Municipal
Ordinance and other international smoke-free guidelines that are evidenced based
should be carefully studied and prepared.
 The smoke free memorandum which will protect the hospital personnel and patients from
exposure to smoke is approved released by the office of the chief of hospital and a set of
implementing guidelines or rules and regulations are approved by the Chief of Hospital
which will be used to guide the Champions our (Tobacco prevention and control
coordinators).Healthcare professionals are encouraged to act as models to their patients.

Advocacy on smoke-free is a process that involves communicating effectively to sell this
campaign and idea to a marketplace jammed with competing interests that may be equally
compelling or even stronger because of influence. We keep in mind that we are advocating
for the protection of our personnel and patents not to be exposed to smoke, for young
children not to start smoking, and for smokers to think of their future and practice a healthy
lifestyle.
• The hospital senior management demonstrates their support and commitment in our
advocacy to protect the health of his or her constituencies from the hazards of exposure to
secondhand smoke.
• Within a span of three months, we have intensify greater public awareness and social
investment where each one can fully develop and participate in putting in place a 100%
smoke-free hospital.

Healthcare facilities include hospitals, medical and dental clinics, dispensaries, and
laboratories. Smoking is not allowed within the buildings and premises of these facilities. “No
Smoking” signs are placed within its premises. San Pedro Jose L. Amante Emergency
Hospital (SPJLEH) has also adopted the national tobacco control law which prohibits selling of
cigarettes within 100 meters from the boundary of the hospital.

As declared in the provisions of the Anti- Smoking Ordinance, indoor and outdoor premises
of all government offices/facilities in San Pedro City are required to be smoke-free. San Pedro
Jose L. Amante Emergency Hospital (SPJLAEH) supports this initiative through health
education to build a broad foundation of support from the Barangay Officials where the
hospital is situated. We have informed the officials on the provisions of the Smoke-free law
thru an intensified mass media campaign which will disseminate the information to a much
larger audience.

Smoking while inside public utility vehicles is strictly prohibited. San Pedro Jose L. Amante
Emergency Hospital has conducted an orientation with the owner’s public utility vehicles and
transportation terminals informing them of their obligation of posting appropriate “No
Smoking” signs in the vehicles and within the terminals. This was also affirmed nationwide
by the LTFRB in 2009 by enforcing a memorandum for a 100% smoke-free public utility
vehicles and public land transportation terminals.

Smoking is not allowed within the premises of all schools, colleges, universities, and other
learning facilities. San Pedro Jose L. Amante Emergency Hospital (SPJLAEH) supports this
initiative through health education and promotes prohibition of selling of cigarettes within
100 meters from the boundary of all learning facilities.
