BRIEF HISTORY:

I was born 1969, in Ba Lar Mi Village, Rathedaung Township. My father is Kaseem, and my
mother is Aumak Kyaw Su. I am the first of 5 siblings. When I was young I didn’t go to school, I
worked with my parents. In 1988 I married U Mar Kar Tu, from my village. Her fathers name is Adu
Salem, and her mother is Fatima Kartu. We have 9 children.

CLAIMS:
Ata Ullah, Leader of ARSA, Outlines a Systematic Plan of Terror:
From our village, about 50 men met with Mawlawi [Imam] Hani Bar, or Ata Ullah, whose native
village is Shar Rawr / Pyaing Taung Village, Chut Pyin Village tract, Rathedaung Township. He is
the leader of Al-Yaqin [Arabic name for ARSA]. He had fled to Saudi Arabia about 20 years ago.
Now he was with 2 other members to meet us. They arrived at our village mosque about 2 pm.
We were led by Rawfis, ( F ) Adu Raw Kane, age - 25; Mawlawi E Su, ( F ) Kar Tu, age – 50; and Di
Mar Mauk, ( F ) Dawlar Sam Ni, age – 40, to the meeting at the mosque.

At the meeting Mawlawi Ar Ni Bar / Ata Ullah told us, “We will attack all the police outposts in
Maungdaw, Buthidaung, and Rathedaung townships, and we sill make this land a Rohingya
Islamic State or country. We will be led by, and cooperate with the Al-Yakin [ARSA] militant group.
I have already campaigned throughout Maungdaw, Buthidaung, and Rathedaung townships, to
our Rohingya Muslim people, and we have given weapons and fighting training in some locations.
We have selected the leader for you, who trained in Be Lar Mi Village, Pauk Pin Yin village tract.
His name is Rawfis.”

Then Mawlawi Ar Ni Bar / Ata Ullah told all of us Bengali people, “Do not work with the Rakhine
Buddhists anymore, and don’t rent their fields to grow rice anymore. If you have any problems with
food I will provide.” He then gave each person at the meeting 20,000 Kyat [$13 US].

Mawlawi Hani Bar / Ata Ullah is about 50 years old, and his height is about 5 feet, 8 or 9 inches
tall. Fat body, dark skin, round face, mustache and beard, narrow eyes.

ARSA Conducted Militant Training:
Many Bengali people from Be Lar Mi Village and Auk Nan Yar Village went to Koe Tan Kauk Village
for the militant training by ARSA members. Rawfis is one of the leaders and trainers. He told us
that we will learn how to shoot guns, how to fight with good skills, and how to explode bombs.
From my village of Be Lar Mi it take 6 hours to walk through the mountains to Koe Tan Kauk
Village on the other side. The man who is the training leader in Koe Tan Kauk is a Mawlawi, but I
don’t know his name. He is about 48 years old, 5 feet 9 inches, strong body, dark skin, round
face, beard.

They conducted the training at the house of Dil Mar Mauk, from 11 pm to 1 am. Rawfis said that
the Bengali men who did not attended the training would be killed as traitors. Most of the men in
my village have attended the training by now.

These are people that I know, from my village and other villages, who attended the ARSA training:

Financing the Plan:
In order for the plan of attacks and seizing the land to be successful we had monthly financial
assistance:

10 million Burmese kyat [$6670 US dollars] went to Rawfis, for Be La Mi villagers trainees,

10 million kyat went to Mawlawis Adu Shuku, and Habi Sar Mauk for Auk Nan Yar Village,

10 million kyat went to Maw Ni and Mawlawi Adu Lar Kyein for Chut Pyin Village,

5 million kyat went to Faw Saw Ar Mauk and Rashid, for San Tu La Village,

20 million kyat went to Zaw Hi Di Ar, for Pyaing Taung Village.

The money comes by way of Bangladesh. Rawfis and some Mawlawis would go by boat to Shinma
Phyu Island to receive the money, and they smuggled it into Rakhine State.

Smuggling Swords and Bombs:


During the first week of August, 2017, we secretly brought 200 swords and 50 handmade bombs
from Koe Tan Kauk through the mountains to Be Lar Mi and Chut Pyin. That operation was led by
Rawfee and Maw Ni.

10 bombs and 40 swords were hidden under the home of Rawfee in Be Lar Mi Village.

10 bombs and 40 swords were hidden under the house of Zaw Hi Di Ar in Pyaing Taung Village.

10 bombs and 40 swords were hidden under the house of Mawlawi Adu Shuku in Auk Nan Yar.

10 bombs and 40 swords were hidden under the house of Faw Saw Ar Mauk in San Tu La Village.

There were 10 militant leaders of us. Each of them received some guns - shotguns, long guns. Some
of them were handmade, I think.

Preparing to Attack the Chut Pyin Border Guard Police Outpost:


On August 22, 2017, we had a meeting at the house of Maw Ni in Chut Pyin Village. I was part of a
group of 10 Bengalis from Be Lar Mi Village that attended the meeting. Also, groups of 10 men each
came from Auk Nan Yar Village, Pyaing Taung Village, San Tu La Village.

The Mawlawis told us, “Very soon, in a matter of days, we will attack all the police outposts. All the
Bengali people have to be coordinated with different villages. All the Bengali men must bring their
weapons - sticks, swords, knives - and be led and cooperate with the militant Al-Yaqin [ARSA]
leaders. Those people who betray our plan and don’t participate will be killed. Soon we will tell you
the day and the time that we will attack.”
I went home and waited. On August 25, 2017, we didn’t attack anything, we were not notified. Later
we heard that many police outposts were attacked that day.

[Note: There were groups in some parts of Rathedaung and Buthidaung Townships ready to
attack that did not receive the command to attack in the early morning of 25.8.2017. They
attacked either one day or two days later]

In the early morning of Aug 27, 2017, we attacked the Chut Pyin Border Guard Police Outpost. On
the evening of Aug 26 we were told to gather at the home of Rawfee. I grabbed my sword and at 10
pm I gathered with many others at the home of Rawfee. At 11pm Rawfee and Mawlawi E Su led 40
men to Chut Pyin. Many were ARSA members, dressed in black with black masks. At 2 am we
arrived at the home of Maw Ni in Chut Pyin. Then we numbered around 300 Bengalis.

The Genocidal Plan:
The Mawlawis and the ARSA leaders told us, “We will surround and attack the Chut Pyin Border
Guard Police Outpost. If we are successful, inshallah [Arabic: if Allah wills it] we will kill all the
policemen and then take all of the weapons. Then each one of you will have gun. Then we can kill all
the infidels.”
The leaders then passed out handmade bombs to some Bengalis who had completed the training.

We surrounded the Chut Pyin Border Guard Police Outpost with about 300 Bengalis.

The Failed Attack - Retreat - ARSA Burns Bengali Houses - Flee to Bangladesh:
At about 3 am the attack began. First, some of the leaders threw bombs at the police post. Then
they began shooting guns. We began yelling, “Rohingya Zindabar!” [Rohingya Forever!] and “Allahu
Akbar!” [Allah is the Greatest!]. The policeman were shooting back at us. Some of us were wounded
and we retreated. We went back to Chut Pyin Village. When we got there some of the ARSA
members from Chut Pyin - Ar Mauk Dullah, Hu Li Hu Saung, and some others started burning the
houses in the village around 6 am.

I was very afraid. I went back to Be Lar Mi Village and talked to my family. On August 28, on the
morning, we left our village, and went through the mountains, where we would reach the coast and
try to get a boat to Bangladesh. Near the coast I saw perhaps 3000 Bengali people, also fleeing,
from Be Lar Mi, Chut Pyin, and other villages.

On Aug 29 we got to the coast and stayed there a few days. A fishing boat from Bangladesh arrived,
and I inquired how much it will cost to take us to Bangladesh. They wanted 200,000 kyat [$133 US]
per person. Rawfee, Maw Ni, and some of the Mawlawis and their families took that boat, and even
took their guns with them. But, I did not have the money needed to pay such an exorbitant price. On
Aug 31, we went up the coast near Alay Than Kyaw. Now, there was maybe 30,000 Bengali
refugees. The boatmen were charging such high prices, so many of us did not have the money.

One day 2 foreigners and an interpreter came with the township chief. They said, “You don’t have to
go to Bangladesh. We will give you oil and rice and beans.”

By September 11, we had run out of food. I heard that there was some food, left by others, in Alay
Than Kyaw / Kan Yin Tan Village, so I went there, with 6 other Bengalis to get it. We had some
weapons with us. When we got there we didn’t find any food.

When we saw a young Bengali boy we grabbed him and tied him up with longyi-made rope, and took
him to an empty house. While we were threatening to kill him if he did not lead us to food around 20
Bengalis, led by the boy’s father, arrived and detained us. They took our swords and sticks. Then the
Army and Border Guard Police (BGP) came and arrested us.
