Greetings of Peace!

This letter serves as the 2nd Notice for the 2018 CEAP National Convention scheduled on October 2-5, 2018 at
the SMX Convention Center-Manila, Pasay City. This notice intends to update you on some convention matters
and details specifically: (a) Programme of the General Membership Meeting on October 2, 2018(b) 2018 CEAP
National Convention Guidelines, (c) Letter to School Heads on the Convention Souvenir Programme, (d) Updated
2018 National Convention Programme as of June 8, 2018, among others. Note that for this year, our theme
is: “SANCTIFICATIO: from Brokenness to Blessedness”.
May I remind that the CEAP General Membership Meeting will be held on October 2, 2018 (Tuesday) at 3:00
PM at Function Room 2 & 3 at the SMX Convention Center, Pasay City. All superintendents, school heads and
official representatives are expected to attend this meeting.
As usual, we will have an Educators’ Exhibit that displays educational products and services which will start by
the Blessings of Exhibits on October 3, 2018 (Wednesday) at the Pre-function Lobby of the SMX Convention
Center-Manila, Pasay City. The same day of the blessing of exhibits will also be the day of the awarding of the
Pro Deo et Patria Award , which is the highest award given by the Association to deserving individual/s who ma-
nifests an exemplary attitude of love for God and country and his/her faithfulness to Catholic teachings as part of
service to God. This year, the Board is conferring this award to His Emminence Most Rev. Orlando Beltran Que-
vedo, OMI, D.D. CEAP will also confer the 1st Catholic School Heroes Award 2018 on October 5, 2018 (Friday).

Please also note that we have simplified the requirements for registration. Register early to avail of discounted
registration fees and to enable convention organizers to finalize food and venue arrangements and the prepara-
tion of convention kits and materials.

have previously sent you in the space for the SUBSCRIBER’s ACCOUNT NUMBER. Please write the name of your

2018 CEAP NATIONAL CONVENTION GUIDELINES

A. DISTRIBUTION OF CONVENTION KITS AND LATE REGISTRATION

1. For pre-registered and pre-paid delegates who will arrive at SMX Convention Center, Pasay City, prior to
the convention dates, there will be an early distribution of convention kits on 2 October (Tuesday) at
12:00 NN – 7:00 PM at the 2018 CEAP Convention Registration Counters at Function Room 1.
2. They may also claim their kits on 3 October (Wednesday), 8:00 AM -6:30 PM at the Registration
Counters.
3. To facilitate distribution of kits, all pre-registered and pre-paid delegates are requested to bring a copy
of their deposit slips/official receipts and/or registration forms.
4. Unpaid delegates must proceed to the Verification and Accounting Counter located also at Function
Room 1, SMX Convention Center, Pasay City, pay their registration fee and claim their convention kits,
IDs and food stubs.
5. Late registrants or walk-in delegates must proceed to the Walk-in Delegates Counter to fill up the regis
tration form and then proceed to the Verification and Accounting Counter to pay the registration fee
and claim their convention kits. Walk-in delegates may only register for the concurrent sessions which
are still open.

B. WEARING OF IDs

1. The delegates must wear their convention IDs at all times during the convention for security reasons.
Security guards/usherettes at the entrance/exit of the convention area/s are instructed not to admit
persons without convention IDs to prevent the entry of outsiders, who may pose a security risk to the
delegates and their properties. The convention organizers shall not be responsible for the loss or
destruction of delegates’ properties.
2. Because the convention bags are uniform and look the same, the delegates are advised to put identifica-
tion tags or markers on their bags so that these can be easily identified and claimed by the owners in case
of loss or misplacement. Finders of lost objects are requested to turn over the same to the Secretariat
stationed at the Information Desk, Pre-Convention Lobby, SMX Convention Center, so that proper
action will be made.

C. CONCURRENT SESSIONS

1. The Concurrent Sessions are located at Function Rooms 2, 3, 4 and 5 of SMX Convention Center Please
check the handy program for the session codes of the sessions you are attending.
2. Since the meals on Day 2 will be served during the concurrent sessions (AM snacks (9:00 AM),
lunch(11:15AM), and PM (2:30PM) snacks), it is important that the delegates attend the session they
pre-registered for.
3. Usherettes are given instructions to reserve the seats inside the session halls for those who have
pre-registered for the said sessions.
D. EUCHARISTIC CELEBRATIONS AND VESPERS

1. The convention will begin with the Opening Eucharistic Celebration at 1:00 PM on October 3 at the SMX
Convention Center, Function Rooms 2 - 5. Interested priest delegates may concelebrate. Vesting area for
priests will be announced before the mass.
2. There will be simultaneous Holy Masses on October 4 (8 AM) in all the concurrent session rooms.
3. At the end of Day 1, Vespers will be recited. Please refer to the Liturgy Guide inside the convention kits.
4. The convention will have its Closing Eucharistic Celebration at 11:30 AM on October 5 at the Function
Rooms 2 - 5, SMX Convention Center, Pasay City.

E. OPENING CEREMONIES AND SEATING ARRANGEMENT

1. The convention will begin with the Opening Ceremonies at 1:00 PM on October 3 at the Functions Rooms
2 - 5 SMX Convention Center. Please be seated by 12:30 PM. There is no specified seating arrangement.
It is, however, requested that all seats be occupied per table. Please refrain from using the seats for your
bags as they are reserved for other convention attendees.
2. The Opening Ceremonies will include the Presentation of Delegates and the Overview of the Convention
Program. Delegates are requested to please stand up when their regions are called.

F. CEAP ELECTION

1. The Orientation on the CEAP Board of Trustees Elections will be held on 2 October (Day 0) during the
General Membership Meeting of School Heads and Superintendents. The casting of votes would start
after the orientation until 5:00 pm of 3 October (Day 1).
2. There is one (1) vacant seat for the position of trustees-at-large. The election of trustees -at-large will be
held after the orientation. The COMELEC has processed nominations and shall announce the official
nominees who have submitted their acceptance letters. To guide the school heads or proxies, brief pro-
files of the nominees would be distributed at the Registration/COMELEC desk on 2 October (Day 0). The
nominees will be presented at the floor.
3. Nominations from the floor may also be made and accepted.
4. Only school heads or their duly authorized proxies may claim the ballots and cast the votes during the
election. Ballots may be claimed at the Registration/COMELEC desk during the General Membership
Meeting of School Heads and Superintendents at the SMX Function Rooms 2 and 3 from 4:00 PM to
7:00 PM on 2 October and from 10:00 AM – 5:00 PM on 3 October at the Secretariat/COMELEC desk
at the pre-function lobby. Each school is entitled to one (1) vote per program offered (pre-elementary/
elementary, high school, college, and graduate school), up to a maximum of four (4) votes.
5. The COMELEC chair will preside over the election process, orient the delegates on election rules and
procedures, accept additional nominations from the floor and rule on election questions or protests.
6. After closing of nominations, casting of votes will follow. The voters must fill in their ballots and drop the
same in designated ballot boxes prepared by the COMELEC.
7. After the closing of the voting at 5:00 PM on 3 October the COMELEC will canvass the votes.
8. The election results will be announced by the session facilitators on 4 October 2018 at 5pm.
9. The new CEAP Board of Trustees, consisting of five (5) trustees-at-large, sixteen (16) regional trustees and
the chairperson of the CEAP Superintendents Commission, will hold its organizational meeting and elec-
tion of new officers at 7:00 PM on 4 October 2018.
10. The trustees-at-large newly elected by the General Assembly, the regional trustees elected by their re-
spective regional assemblies and the newly-elected CEAP officers will be inducted into office on 5
October 2018.
G. SCHOOL JUBILARIANS AND NEW CEAP MEMBER SCHOOLS

1. Awarding of school jubilarians and presentation of new CEAP member-schools will be held at 9:30 AM –
10:30 AM on 5 October at the SMX Convention Center, Pasay City.
2. Concerned school heads or their authorized representatives who will accept the plaques for jubilarians
or certificates for new member schools are requested to be seated at the designated area near the stage
on 5 October (Day 3).

H. EXHIBITS (SMX Convention Center Pre-Function Lobby, Function Room 1)

1. Exhibit hours are from 12:00 NOON to 7:00 PM on 2 October, 8:00 AM to 7:00 PM on 3 October, 8:00 AM
to 7:00 PM on 4 October and 8:00 AM – 12:30 PM on 5 October.
2. There should be no sponsors’ activity during Plenary and Concurrent Sessions.
3. Delegates may get their freebies from the various exhibitors and sponsors provided that they present
their Convention IDs prior to receiving the freebie.
4. The Exhibit is open to school delegates from the host city/region or partners/affiliates of CEAP. School
IDs or other means of identification should be presented to be allowed entry to the halls.

I. SPONSORS’ PRESENTATION AND RAFFLE

1. During lunch breaks, advertisements/video presentations about the products and services of the conven-
tion sponsors and donors will be presented.
2. There will be a major raffle draw during the lunch break on 5 October at the SMX Convention Center,
MOA, Pasay City.

J. CONVENTION BAG

1. Each convention bag will contain the following: (a) Convention Program, (b) Liturgy Guide (c) Writing Pad
and Pen, (d) Evaluation Form, (e) Souvenir Program, and (f) other materials.
2. In our effort to reduce the use of paper during the convention, all plenary and concurrent session presen-
tations will be uploaded in the DOWNLOADS section of the main website of CEAP (http://ceap.org.ph).

K. FOOD DISTRIBUTION

1. The following meals will be served during the convention: (a) 3 October - heavy merienda, (b) 4 October
- AM snacks, lunch, and PM snacks, (c) 5 October - AM snacks and lunch.
2. PM Snacks and Dinner on 2 October during the Membership Meeting of School heads/Superintendents
will be sponsored by major convention partners.
3. Lunch and dinner will be served buffet style. There will be adequate buffet stations at the plenary venue
and in all concurrent session venues.
4. AM snacks will be distributed upon entry while PM snacks will be served.
5. Food stubs will be given during registration. The food stub is very specific about function room assign-
ments. Please take your lunch and AM and PM snacks in the assigned room printed on your stub as the
distribution of food in these function rooms have been pre-arranged by the National Secretariat.

L. SANITATION

Delegates are requested to help maintain cleanliness by properly disposing of their garbage.
M. CELL PHONES

1. While sessions are going on, delegates are requested to maintain silence and turn-off their cellphones or
put them in silent mode. Cellphones and other communication gadgets may be used outside the session
rooms.
2. Only convention organizers, secretariat staff and other support personnel will be allowed to use cell-
phones and other communication gadgets during the sessions, when necessary, to communicate with
one another for coordination and problem solving.

N. MEDICAL ASSISTANCE

1. A medical team will be assigned and located at a designated desk near the plenary hall to provide first aid
in case of emergency or illness of delegates. If necessary, the patient may be brought to the nearest hos-
pital for appropriate medical assistance. However, the cost of hospital admission, services and medicines
will be borne by the patients.
2. For their own health protection, the delegates with certain illnesses such as heart disease, hypertension,
diabetes, asthma, allergy, and other chronic conditions are advised to bring their own medicines at all
times during the convention.

O. SECRETARIAT AND INFORMATION DESK

Secretariat Headquarters will be located at the Meeting Room 7 & 8, while Information Desk will be
located at the Pre-function Lobby.

P. EVALUATION

Before leaving the convention hall on the last day, the delegates are requested to accomplish the conven-
tion evaluation form included in their kits and return the same to the National Secretariat Desk at the
entrance of the Plenary Hall.
2018 CEAP National Convention Registration Guidelines for CEAP Member-Schools

To facilitate easy and efficient registration to the 2018 CEAP National Convention carefully read and follow the
steps outlined below. Observe registration deadlines to give the organizers enough time to finalize venue/food
arrangements, production of convention kits and materials, and other logistical considerations. Check your
e-mails regularly for notices and important announcements. Updates may also be received through Facebook.

ONLINE REGISTRATION GUIDELINES
STEP 1
Log on to http://convention.ceap.org.ph and click the “Register Now” button. Fill up the form com-
pletely and click “Submit”. Wait for the approved registration to load and PRINT. You need to PRINT and SAVE
the form for future reference. The online facility opened last April 16, 2018.
STEP 2
Pay the Registration Fee thru:

A. Over the counter at any Banco De Oro (BDO) branch using the BILLS PAYMENT SLIP. Note that you need
to
provide the following information in the slip:

For ONLINE Registration the system will automatically compute the total fees after you have completed the
form. For your guidance, please refer to the Schedule of Registration Fees on the following page. You may
also call the CEAP National Secretariat Office to verify your computation.
STEP 3
Send us a clear copy of the machine-validated PAYMENT SLIP through e-mail:
convention@ceap.org.ph or Fax (02) 426-2670. We, however, prefer to receive your payment slips through
e-mail.

IMPORTANT: Please indicate in the payment slip a contact person and his/her contact information so we will
know who to talk to just in case we need clarification. Failure to send your payment slip with the required
details could mean that your registration is incomplete and no O.R. will be issued

STEP 4
Check the “Registered Participants” page of the Convention website for confirmation of your completed re-
gistration within 5 working days after payment. Only paid registrants are guaranteed—seats, kits, meals, and
slots to the Concurrent Sessions.

NOTES:

1. NO REFUND IS ALLOWED. Request for substitution of participants will be allowed only


until 10 Septem ber 2018. No request for substitution will be entertained beyond this date.

2. Participants will have to take care of their own travel and board/lodging arrangements. A list of
available hotels is attached with this communication.

2018 ELECTION RULES & REGULATIONS

1. VOTING RIGHTS/PROXIES
1.1 Only school heads, superintendents or their duly authorized proxies are entitled to vote.
1.2 All proxies must be duly authorized by their school heads in writing, submitted to and received by the Commit-
tee on Elections (COMELEC) not later than August 31, 2018.
1.3 No employee of the CEAP shall be authorized as proxy for purposes of voting during the CEAP Convention.
1.4 The COMELEC shall have authority on voting rights and qualifications of delegates or proxies.

2. VOTING/BALLOTS
2.1 Secret voting for a new CEAP Trustee-at-large shall be held in the afternoon, following an orientation on
COMELEC rules, on October 2, 2018.
2.2 Ballots shall be distributed to and filled up by the school heads/superintendents or their duly authorized proxies,
and canvassed based on pre-determined face values. Each ballot shall have a face value of 1 vote, 2 votes, 3
votes, or 4 votes, depending on the number of votes each school is entitled to, based on departmental levels
offered/registered at the CEAP National Office. These ballots are color-coded to facilitate the canvassing process.
2.3 Each school shall be entitled to one (1) vote for each of the following departments offered: pre-elementary/
elementary, secondary (including SHS), college and graduate school.

3. NOMINATIONS
3.1 Any CEAP member school head/representative may submit advanced nominations for the election of the
Trustee-at-Large, which shall be received by the CEAP COMELEC Chairperson c/o CEAP National Office, not later
than August 31, 2018. A nominee must confirm his/her acceptance in writing, by telegram or telefax (426-2670
or 926-6273) to the CEAP COMELEC Chairperson c/o CEAP National Office (may be emailed to info@ceap.org.ph)
not later than September 15, 2018.
3.2 A nominee is allowed to accept nomination for only one vacant position.
3.3 The COMELEC shall have final authority on qualifications of nominees. A nominee must come from a school,
which is on active membership status determined by the National Office.
3.4 The COMELEC shall present the list of advanced/ accepted/qualified nominations to the Assembly prior to
voting.
3.5 The COMELEC may allow additional nominations from the floor, provided the nominees are qualified and willing
to accept their nomination.

4. CANVASSING
4.1 The COMELEC, assisted by duly designated CEAP staff, shall conduct the canvassing of votes. The casting of
ballots may be done after the orientation by the Chair of the COMELEC during the Business Meeting of school
heads until 5:00 PM of the following day (October 3, 2018).

5. RESULTS OF ELECTIONS
5.1 The COMELEC shall submit the result of the election to the CEAP National Board right after the canvassing of
ballots on October 2, 2018. The announcement of the election results and proclamation of the winner will be
done before the closing of the CEAP Convention.
