INTRODUCTION

Background of the Study

One of the issues that relate to an increasing environmental concern is the

need for appropriate management of wastes. Wastes are disposed everywhere by

humans and it becomes abundant to the environment.it becomes as one of the major

problem in our country because of uncontrolled generation and improper dumping.

Wastes have been classified into liquid waste, solid waste, hazardous waste, organic

waste, recyclable waste, toxic waste and nuclear wastes.

Waste management policy is formulated to inform and promote good

practice. Waste management requires cooperation of all members for its

implementation, all members have a responsibility to handle the waste securely and

safely in accordance with this policy. Under section 34 of the Environmental

Protection Act of 1990 states that members or employees must not dispose of

controlled waste in a manner likely to cause harm to the environment or to human

health. Under this act Mariano Marcos State University owes a duty of care to take

such measures as are reasonable in all circumstances in controlling the management

and disposal of waste.

Mariano Marcos State University is producing wastes because of food

establishments and improvements of facilities and equipment’s. These wastes

generated by the university is currently remedied by the university waste

management committee through temporary solutions. To create the university more

eco-friendly Meriam E. Pascua, President of the Mariano Marcos State University

declared the following waste management policies such as no burning, waste

segregation, no Styrofoam or limited use of plastics, classroom cleanliness and

orderliness, no astray/tethering of animals, and permit revocation. The study will

determine how students are aware of this policies.

For these reason the researcher was motivated to assess the extent of

awareness of the students on the waste management policies of the university.

Grounded on the concept of instilling lifelong learning values among learners, the

researcher is curious if the students are aware of these policies with such generated

information can serve as reference in intensifying concurrent strategies to achieve

desired goals and objectives of the program.

Statement of the Problem

The study will be focusing on the level of awareness of the students on the

waste management policies of the university. Specifically, the study aims to answer

the following questions: (1) What is the profile of the student as to; age, college,

sex, year level? (2) What is the level of awareness of the student respondent on

waste management policies of Mariano Marcos State University? (3) Is there a

significant relationship between the respondents profile and their level of awareness

on waste management policies of the university?

Objectives of the study

This study aims to determine the level of awareness of the students on the

waste management policies of Mariano Marcos State University.

Specifically, the study aimed to:

1. Determine the profile of the students as to:

1.1 age

1.2 college

1.3 sex

1.4 year level

2. Determine the level of awareness of the students on waste management

policies.

3. Establish whether there is a significant relationship between the profile of

the respondents and their level of awareness on waste management policies

of the university.

Significance of the study

To School Administration. The result of this study can be use by the

Mariano Marcos State University Waste Management Committee to track if their

implementation of the Waste Management Policy is effective or not.

To Students. The result of the study highlights the extent of awareness on

waste management policy of the university. With such results, these could serve as

a basis for the following researchers on their study.

Scope and limitations

The study will be focus on the evaluation of the level of awareness of tertiary

school students on waste management policies of Mariano Marcos State University.

The survey will consider the different colleges of Mariano Marcos State University.

The survey will be participated by the students enrolled during school year

2018-2019 and will be selected through random sampling which the individuals is

chosen entirely by chance.

REVIEW OF RELATED LITERATURE

Related Literature

Waste Management

Waste management was to simply release the waste back into the

environment and depend on dilution and dispersement to take care of the problem.

Dealing with wastes is a critical problem with large populations and great economic

activity. The main approach to managing waste is called integrated waste

management. This includes an integrated approach that emphasizes re-use, source

reduction, recycling, composting, landfill, and incineration. Integrated waste

management can include both conventional industrial approaches and alternative,

more environmentally friendly approaches such as ecological engineering and eco-

technology. Reduction of inputs to the waste stream, and re-using and recycling

could reduce waste generation by 50% or more (Gregory, Simmons et.al 2009)

Preventing waste is a low waste approach that views most waste as potential

resources that we should be recycling, composting, reusing, or not using in the first

place. With this approach, the economic system is used to discourage waste

production and encourage waste prevention. According to US National Academy

of Sciences, the low approach should have the following hierarchy of goals (1)

reduce waste and pollution (2) reuse as many things as possible (3) recycle and

compost (4) chemically or biologically treat or incinerate waste that can’t be reduce

(5) bury what is left in state of the art landfills or above ground vaults after the first

four goals have been met. (G. Tyler Miller, Jr. 1996)

Waste management is the growing awareness that many of our waste

management programs involve moving waste from one site to another and not really

managing it. Waste from urban areas maybe place in landfill; but eventually these

landfills may cause new problems by producing methane gas or noxious liquids that

leak from the site and contaminated surrounding areas. Previous notions of waste

disposal are no longer acceptable, and we are rethinking how we deal with

materials, with the objective of eliminating the concept of waste entirely (Botkin,

Keller 2005)

Policy solutions and policy shortcomings

A model of packaging waste management is presented to explore the policy

options available to governments to implement waste regulation in light of the

extended producer responsibility. The model shows that the policies that yield the

first bell allocation may not find public support. Furthermore, if the set of available

policy instruments is limited, production and consumption of goods is likely to

settle on a sub-optimal level even though the optimal allocation may be available

(Berger, Nagase 2017)

Waste Prevention

Regarding policy development, the decoupling between environmental

pressure and economy growth was recognized as an essential step towards a

sustainable society: 3R and resource management policies, including waste

prevention will play a crucial role. Approaches using material/substance flow

analyzes have become sophisticated enough to describe the fate of resource and or

hazardous substances based on human activity and the environment, including final

sink. Life cycle assessment has also been developed to evaluate waste prevention

activities. Persistent organic pollutants and hazardous compounds should also be

taken into account in the situation where recycling activities are globally

widespread for the promotion of a material cycling society (Sakai, Yano et.al 2017)

Effects of learning environment to learning

The importance of a conducive learning environment to the educative

process in a child’s mental development. A school environment is a threat that

connects the multitude of activities inside campus. Positive social relationships and

attitudes about the school are as important to the environment as a safe and well-

kept buildings and grounds. “a safe, clean and well maintained school with positive

psychosocial climate and culture can boost student and staff self-esteem and health

as well as students’ educational achievements (Del Rosario, Ambag 2014 cited by

Baltazar, Lanut 2018)

Interdependence/interconnectedness

Connected to everything else. What one does affects another with their

environment. Living things are interdependent with one another with their

environment. Sustainability of a country’s resources is affected by domestic and

international policies. Environmental policy is determined by the interaction of

science and technology, social and political factors, and aesthetic and economic

consideration (Baltazar, Lanut 2018)

MMSU Waste Management Policies and Guidelines

MMSU integrated Waste Management Program shall implement and

enforce the policies provided by RA 9003 also known as the Ecological Solid Waste

Act. Internal policies consistent to the policies of the act shall be identified,

promulgate and institutionalized to further amplify the implementation of the

University Waste Management Program (Garcia 2012).

Awareness on Waste Management

Informational and educational campaign, the program shall promote

awareness among the University constituents through lectures, print ads or flyers.

The program shall strengthen the integration of ecological waste management and

resource and recovery topics into academic curricula to promote environmental

awareness and action among the students. This could be incorporated in the NSTP

program and lectured by the NSTP in charge (Garcia 2012).

The left box represents the independent variables of the study that includes

the profile of the students. The right box represents the dependent variables of the

study which will involve the level of awareness of the student on waste management

policies of Mariano Marcos State University. The arrow represents significant

relationship between profiles of the respondent to their level of awareness on waste

management policies of the university.

Hypothesis of the Study

Based on the conceptual framework of the study, awareness of students on

waste management policies of the university are affected by:

1. demographic profile as to:

a) age

b) sex

c) year level

d) college

Definition of terms

Evaluation. Process of assessing the level of awareness of students of

Mariano Marcos State University Waste Management Policies

Waste Management Policy. Policies Created to lessen the amount of

wastes that will affect the environment and health of the students and faculties.

Students. Refers to the persons enrolled during school year 2018-2019.

Serves as the respondent of the study.

Awareness. Refers to the awareness level of the student respondent on

waste management policies of Mariano Marcos State University.

Respondents. Students chosen as a representative of a large population

METHODOLOGY

Locale of the study

The study will be conducted in different colleges of Mariano Marcos State

University such as College of Arts and Sciences, College of Engineering, College

of Health and Sciences, College of Industrial Technology, College of Agriculture

Food and Sustainable Development, College of Teachers Education, College of

Business Economics and Accountancy, College of Aquatic Sciences and Applied

Technology.

Research design

The study will be using survey design to determine the awareness of the

students on waste management policies of Mariano Marcos State University. A

structured questionnaire will be used to assess the respondent’s level of awareness

on the waste management policies of the university.

Unit of Analysis

The students who will be enrolled on school year 2018-2019 at Mariano

Marcos State University excluding the graduate school will be the unit of analysis

for the study. Their awareness towards the waste management policy of Mariano

Marcos State University will be measured.

The students who will be enrolled on school year 2018-2019 at Mariano

Marcos State University excluding the graduate school will be the unit of analysis

for the study. Their awareness towards the waste management policy of Mariano

Marcos State University will be measured.

Samples and Population

Using the list of students that will be enrolled on school year 2018-2019 the

respondents sample size of each colleges will be determined using the slovins

formula and PSS. Simple random sampling will be used to give equal chance or

probability of being selected as a respondent.

Research Instrument

A survey schedule will be used to gather the needed facts. The instrument

will be using Tagalog to ensure better understanding between the researcher and the

respondents.

The survey schedule will be consisting of two parts. Part I determine the

household respondents’ socio-demographic profile. Part II their level of awareness

to waste management policy of Mariano Marcos State University.

Data gathering procedure

Upon approval of the questionnaire the researcher will be disseminating the

questionnaires to the respondents from different colleges of Mariano Marcos State

University excluding the graduate schools.

Data analysis

For first sub problem the profile of the students will be used on the analysis

of data.

For the second sub problem the data that will be gathered will be interpreted

using the following scale:
