2015 marked a fresh start for MyCDNet after the uncertainties in 2014 and the laying
down of the network’s foundation after its independence from Malaysian Water
Partnership (MyWP).
With a new contract signed with UNOPS and fresh funds in-hand, MyCDNet
successfully organized and held two MELP Preparation Courses facilitated by Mr. Lai
Chee Hui in February and August, and co-organized the Training of Trainers on
Sustainable Sanitation & Water on 23-25 November hosted by Indah Water Training
Centre (IWTC). Another course – Training of Trainers on Water Security & Safety
Planning was slated to be held on 8-9 December 2015. In addition, MyCDNet
successfully submitted its first Outcome Evaluation Report on activity (MELP) prepared
by Hon. Secretary Dr. Jamie Chong.
2. Network Management
At the MyCDNet Annual General Meeting held on 20 May 2014, members elected the
past Steering Committee Members to serve another term from 2014 to 2017. As such
the SCs are now serving their second year, except Dr. Zelina Zaiton Ibrahim who had
excused herself from the SC and handed in her resignation. Ir Kamalesen
Chandrasekaran is no longer part of his previous organization SKM so he is now in the
SC as Individual Member.
Two Steering Committee (SC) Meetings were held in Q3-Q4 of 2015. The previous SC
meetings were reported in the Half-Year Report 2015. The dates of the Q3 – A4
meetings were as follows:
MyCDNet has a total of 81 members to-date. 30 of them are new members of July
2015. Appendix A shows the list of members with updated information as of 27
November 2015.
The core management support to the Network in the form of administration and
communications are carried out by the new Host Institution – ASPEC GreenTech Sdn
Bhd, as agreed by the SC Members and Dr. Low Kwai Sim, Director of ASPEC and
Advisor to MyCDNet – assisted by the Network Assistant, Alicia Lim.

MELP is a management tool useful for monitoring the output, outcomes and impacts of
various water related activities. Mr Lai emphasized that MELP is a plan and not a report,
and informed the attendees that Cap-Net has decided to rename the MELP Report to an
Outcome Evaluation Report as to not create confusion.
The main changes to Cap-Net’s MELP and the newly developed guidelines was given was
discussed. Mr Lai ran through the Outcome Evaluation Report guidelines and showed
the revised Tool 3 Form A, which is tailored for outcome evaluation. Result
categorization was also demonstrated.
Mr Lai shared a template for the outcome evaluation report and showed a completed
MELP report from Cap-Net Argentina. At the end of Mr Lai’s presentation, there was a
short question and answer session before refreshments were served. The training ended
at 12.30 pm.
MyCDNet received the 1st and 2nd core support from Cap-Net for 2015, as well as funds
for activities that were contracted: ToT on Sustainable Sanitation & Water and ToT on
Water Security & Safety Planning (receipts and invoices attached in Appendix B). As
the ToT on Sanitation just ended, Indah Water has yet to deliver the invoices so the
expenses for that are not reflected here for now (a separate Technical & Financial
Report will be sent as soon as it is ready).

The focus this year was mainly on planning of activities and increasing membership
through those activities – discounted course fee, introduction of MyCDNet in the
opening and closing speeches and distributing membership application forms before
the end of the courses. The goal for 2016 is to realize all activities in the Workplan.
