SUBJECT: Security Preparation during the PRO7 Kaunting Pahinga

DATE : June 3, 2019

1. References:
a. PRO7 Scheduled Konting Pahinga;
b. VI instruction from RD, PRO7; and
c. Coordination Meeting with RD PRO7.

2. The Regional Director, Command Group, Staff, All Provincial and City
Directors of Police Regional Office 7 (PRO7) will hold its Konting Pahinga on June 13-
15, 2019 at Blue Water Resort, Alona, Panglao, Bohol. On the 15 th of June, they will
proceed to Anda, Bohol for SCUBA diving via pump boat.

3. In this connection, you are directed to undertake the following tasks:

a. DPDO – Overall Supervisor during this visit.

b. C, Admin
 Issue order to PCPT ROMAR LABASBAS to serve as Protocol Officer
of RD;
 Issue order to two PIB personnel as close-in security escorts of RD,
PRO7 while in the province;
 Issue appropriate order to one team PMFC SWAT to serve as convoy
security escorts of RD and Party;
 Issue order to the drivers of the vehicles to be utilized by RD and
Party;
 Direct convoy security personnel to be at BPPO Ground on June 13,
2019 at 8:00 AM; and
 Perform other tasks as directed.

c. Protocol Officer
 Send Situation Reports of the visit (time of arrivals/departures and
activities) to APD copy furnish PTOC;
 Withdraw handheld radio at Signal Section to be used during this visit;
and
 Perform other tasks as directed.

d. C, PIB
 Provide two personnel as close-in security escorts for RD, PRO7 upon
arrival until departure in the province;
 Submit names of detailed personnel to C, Admin for issuance of order;

 Provide intelligence and counter-intelligence in support to security


operations; and
 Perform other tasks as directed.

e. C, Operation
 OPR in the implementation of this plan;
 Submit After Activity Report to C, ROPD, PRO7 after the event; and
 Perform other tasks as directed.

f. C, Supply
 Provide the logistical requirements needed in the implementation of
this plan; and
 Perform other tasks as directed.

g. C, PCR Branch
 Provide personnel to take charge of the video/photo coverage during
this event;
 Liaise with the media on matters and activities that may fall under the
concern of PNP relative to the holding of this activity; and
 Perform other tasks as directed.

h. C, Finance Section
 Provide one Grandia van with driver to be utilized by RD and another
one van with driver for RD’s Staff/Party;
 Provide alcohol & towel at the van to be utilized by RD;
 Provide other funding requirements necessary during this visit; and
 Perform other tasks as directed.

i. C, PIDMB
 Conduct investigation for those PNP personnel involved in this activity
who failed to comply their assigned task;
 Conduct, supervise and monitor the investigation of incidents related to
this activity; and
 Perform other tasks as directed.

j. Camp Commander
 Ensure the cleanliness of the camp for possible visit of RD and Party;
and
 Perform other tasks as directed.

k. C, PMFC
 Provide one team SWAT personnel to serve as convoy security escorts
of RD and Party upon arrival until departure in the province;
 Submit names of detailed personnel to C, Admin for issuance of order;
 Withdraw one handheld radio at Signal; and
 Perform other tasks as directed.

l. Signal
 Provide three handheld radios for the convoy security of RD (1 for
Protocol Officer, 1 for Convoy Officer and 1 for SWAT); and
 Perform other tasks as directed.

m. C, PHPT
 Designated Convoy Officer during this event;
 Provide lead car and two MC with drivers to be utilized during this visit;
and
 Perform other tasks as directed.

n. C, BTPU
 Establish Desk and deploy appropriate number of personnel to serve
as venue/area security at the Blue Water Resort, Barangay Tawala,
Panglao, Bohol;
 Ensure police presence at the Tagbilaran City seaport upon arrival and
departure of the attendees;
 Submit After Activity Report to this office (Attn: POPB); and
 Perform other tasks as directed.

o. COP, Panglao PS
 Designated Ground Commander within AOR;
 Ensure the cleanliness of the police station and the complete
attendance of personnel in Tamang Bihis;
 Deploy appropriate number of personnel to serve as area/perimeter
security at the engagement venue;
 Provide and deploy personnel as route security and traffic control
(priority of deployment are intersections);
 Intensify site security and anti-criminality operation in your AOR;
 Submit After Security Coverage Report with picture to Operation
Branch right after the activity; and
 Perform other tasks as directed.

p. COP, Anda PS
 Designated Ground Commander within AOR;
 Ensure the cleanliness of the police station and the complete
attendance of personnel in Tamang Bihis;
 Deploy appropriate number of personnel to serve as area/perimeter
security at the engagement venues in AOR;
 Provide and deploy personnel as route security and traffic control
(priority of deployment are intersections);
 Intensify site security and anti-criminality operation in your AOR;
 Submit After Security Coverage Report with picture to Operation
Branch right after the activity; and
 Perform other tasks as directed.

q. COPs, Tagbilaran City and Dauis PS


 Designated Ground Commander within AOR;
 Ensure the cleanliness of the police station and the complete
attendance of personnel in Tamang Bihis;
 Ensure the deployment of personnel as route security and traffic
control (priority of deployment are intersections);
 Intensify site security and anti-criminality operation in your AOR;
 Submit After Security Coverage Report with picture to Operation
Branch right after the activity; and
 Perform other tasks as directed.

r. All COPs
 Ensure the cleanliness of your respective police stations;
 Be ready to provide personnel as route security and traffic control
(priority of deployment are intersections) upon order/notice from
PTOC;
 Intensify site security and anti-criminality operation in your AOR; and
 Perform other tasks as directed.

4. Coordinating Instructions:

a. Uniform: GOA C for overt security personnel and Polo Barong for covert;
b. All unit commanders shall ensure that their personnel are in proper
attire/uniform (LOI PNP “Tamang Bihis”);
c. Monitor your respective 24/7 MTOC hotlines for update/changes in the
program of activities to be relayed by PTOC to all concerned tasked units;
d. Respect for Human Rights shall be at all times be adhered to;
e. PNP Operational Procedures and Rules of Engagement shall be strictly
followed;
f. Everybody is enjoined to perform their respective assigned tasks with
utmost diligence; and
g. Lateral coordination is authorized.
