l. The Depaltment of Education (DepEil) reiterates that no collection


ciuring the cnrohnent periocl. Policics were issued spe'cifyirrp, school contributiorrs which havc
been elnphasized as voluntarf in ntrture. However, strict enlorcement of this policf is not being
observed with the pclsistelrt reports a:rd questions frorn parenls ald studellts.

2. hr 2015, DepEd Del'xt recorded 176 complafurts about the collection of fees. T,ast vear's
nunber is lo*'er compared to the 330 reported conplaints in 2014. High voluntc of conplaints is
reccived in March where fees for gracluation will be collectecl. Conplairrts also spike up during
Attl;ust anrl September since collection o{ voluntary fees start in August. Furtht'r, thcsc are onlt'
relol'ted cascs through the DeTxt which does not ilclude rcports frorr the rlivision antl regional
offices.

3. ln this vierv and to affirm DepEd's "No Collection I'o1icy", DepEtl Orcicr No. 41, s,2012,
Ilevised Gtritlelines on the Opening of Classes, is reiterated which untlerscorts the "urgent treed
to minimize, if not eliminate, financial constraints among parents/guardians during the
opening of classes." Ttris providecl guidelines on the collectiou of voluntzrrv school contributiorrs
(vSCs).

4. Further, this C)rder explicitly states that "no fees shall be collected from school children
in l(indergarten up to Grade 4 anytime during the School Year," However, no coLlecliorr of fces

will provide more specific guidelines on this matter.
