This letter is regarding a serious cyber bullying incident at Pangasinan State University, Urdaneta City
Campus. The undersigned students of the courses CpE 414 (Control System Lec and Lab) under Engr.
Roderick L. Calaguio of Computer Engineering Department were victims of sharing videos of them online
without their permission.

The undersigned students are victims of bullying from fellow student, Shayra Eunice Manuel of
Electrical Engineering Department whose conduct has created an intimidating threatening and abusive
educational environment.

On May 24, 2019, the undersigned students were busy with their project, not knowing Shayra Eunice
Manuel uploaded a video of the undersigned students online, at a page named Pangasinan State
University Urdaneta Memes with a caption of “Parang may isang section na babagsak”. The undersigned
students feel that they have become a laughing stock and thus cannot concentrate on their project.

The undersigned students have already contacted the administrator of said page online; however, it is
important that you be aware of this issue. We would like to provide you with a chance to address the
issue of cyber bullying at PSU – Urdaneta City Campus.

The undersigned students feel that this incident demonstrates the need to review the anti-bullying
policy at PSU – Urdaneta City Campus. As you may know, bullying can lead to poor school performance
and depression. It can also cause bullies to become bullies. For these reasons, and more, we would like
to address this serious problem immediately.
