Summary on Paris Declaration on Aid Effectiveness

In the Paris Declaration on Aid Effectiveness, the contribution and actions taken by

developing and develop countries are mentioned. The document is about to the improvement of

the aid as well as to improve the quality of the aid. The purpose of the document is to find out the

impact of the aid on the development. In the document, several important points are discussed

that can be used to improve the quality of the aid these are; ministry of the developed and

developing countries are increasing their focus especially in strengthening of the partner country

that is they are developing the plans, strategies and developing a system that can higher the

capacity of the partner countries.

They are developing standards of performance for the partner countries in the field of

public financing management and environmental assessments, procurement etc. in short, the

document is helpful as it provides the series of the implementation measures and helps to

implement and establish the monetary system so that they can assess the progress. This system is

also helpful in the sense that it provides assistance to make sure that donor country and recipient

country both are holding each other’s commitment and is accountable for their commitments.

The effectiveness of aid is also important for the complex and challenging situation that

the country might face for example; tsunami o 26 December 2004 that struck the countries

connected with the Indian Ocean. For these disastrous situations, there should be an aid system

that can help the country to cope the situation in an effective manner as well as in order to reduce

the poverty from the country and to assist affected people. Ministers of the developing nad

developed countries are increasing their attention towards the handling of these complex

situations and to improve the effectiveness of the aid.

To increase the Effectiveness of the aid system, the worldwide contribution is important.

It requires support from the political leaders, other countries contributions at the global level.

Monitoring and evaluating the commitments of the country also improve the quality of the aid.

The system is designed that monitor these commitments.

Efficiency and effectiveness of the aid can also be improved by following the appropriate

partnership commitments. From the ownership point of view, partner countries should exercise

the effective leadership towards the development of the policies, strategies etc. and the donor

country should support the partner countries leadership and should help the partner country in

order to strengthen their leadership capacity of leaderships. From the alignment point of view, it

is the duty and responsibility of the donor country to support the national development strategies

as well as the national development institutions and procedures of the partner country.

For the harmonization, the donor country must harmonize its actions and it should be

transparent. Donor and recipient country, both should work in a collective and collaborative

manner so that they can reduce the duplicative missions etc. There should be harmonization for

the environmental assessment that is harmonization play an important role especially in the

cross-cutting issues that include, getting finance from the dedicated funds and the gender

equality etc.

For the effectiveness of the aid, it is important to manage the results that mean, donor

country and recipient country implement the aid process in a manner that helps them to get the

desired results and improve the decision-making power. There should be a strong link between

the countries so that they can develop the strategies and budget in an appropriate and effective

manner. Donor and recipient country both are responsible for the development of the results that

is they should increase the transparency in the development of the public resources so that public

support can be increased to develop the national policies.

Summary on Accra Agenda for Action

The purpose of the Accra Agenda Action is to strengthen and intensify the

implementation of the Paris Declaration on Aid Effectiveness. This agenda is helpful to increase

the advancement of towards the targets of the Paris Declaration on Aid Effectiveness. The

ministries of the developed and developing countries are increasing and enhancing their

commitment in order to improve the economic condition, to reduce the poverty level from the

country and to build the strong and effective partnership so that developing countries can become

able to achieve their desired goals.

Poverty levels in many developing countries are higher so that ministries of the

developed and developing countries want to achieve more if the countries are meeting the

Millennium Development Goals. Aid is considered as the one important part that helps in the

development but there are some other factors too that play an important role in the development

of the countries and that are; Democracy, Social progress of the country, economic growth of

the country, and appropriate environment.

Ministries of the developing and developed countries are taking actions to accelerate the

progress. They are taking four major steps towards the improvement. The first is strengthening

the ownership of the country for the development in this it is the responsibility of the developing

countries to develop and implement the developing policies and strategies so that they can

improve the performance and can achieve the goals related to the social, economical and

environment. Ministry of the developing and developed countries knows that their first priority is

the Paris Declaration on the Aid Effectiveness. To achieve the desired goals, countries are trying

to get support from the parliaments and some local authorities in the implementation and

monitoring of the policies, strategies and plan at the national level.

It is important for the countries to build an inclusive and effective partnership for the

development. It is the responsibility of the countries to reduce the duplication of the initiatives

and donor should support efforts for the development at the national, sectoral and regional levels.

All the partners that are donor and recipient country should participate appropriately so that they

can implement the policies and procedure at the national level more effectively. It is important

to have a contribution from all the development actors, especially for the developing countries.

In the implementation of the Paris Declaration, Contribution from the Global funds and effective

programs play an important role in the development.

The third major step taken by the ministries of the developed and developing countries

include accounting and delivering for the development of the results. In this, the ministries are

trying to increase their focus to improving the management. Therefore, this purpose, they are

takings steps so that they can strengthen design quality related to the policies. They are

improving their information system for the assessment and implementation of the policies.

Ministries know that transparency and accountability play an important role in the development

of the results. The last major step that the ministries are looking forward to the developing

countries to design action plans along with the support from donors in the implementation of the

Paris declaration on the aid Effectiveness.
