TERMS OF REFERENCE

Objectives of the Department


The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization
(PAHO/WHO) is to increase health sector resilience to emergencies and disasters. PHE assists Member States to
strengthen the health sector’s capacities in prevention, risk reduction, preparedness, surveillance, response, and
early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical,
radiological and others) and, when national capacities are overwhelmed, to lead and coordinate the international
health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected
populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional
Emergency and Disaster Response Policy.

Organizational context (Optional)


The incumbent is a member of PHE’s Emergency Operation Center Unit whose work consists of coordinating
PAHO’s institutional response.

Responsibilities:

The incumbent has a key role in supporting the work being carried out by HIM/EMO in the information system of
the current Natural Events in the Caribbean Region. Within the framework of the Emergency Response Framework
the incumbent is assigned all or part of the following duties which are performed according to the needs and
agenda:

Working in close consultation and collaboration with the Epidemiologists, participate in:

A. developing a repository of information (at the highest geographic resolution possible) on core public health
indicators (e.g. crude and under-five mortality rates, prevalence of malnutrition, vaccination coverage)
B. updating population estimates (resident, displaced, refugees), standards indicators and values used by
partners for monitoring needs and response; vulnerability mapping; mortality and vaccination coverage survey
reports; health needs assessment reports; and
C. performing data entry, validation, analysis and reporting of assessments and surveys from multiple sources
in emergencies in collaboration with other members of the team.

Location:
The incumbent will be stationed in country of residence.

Education requirements (Qualifications)


• Essential: Medical/public health field background
• Desirable: Public Health / Epidemiology Master Degree Studies

Experience requirements
• Essential: One year of national/international work experience in Public Health/ Epidemiology
• Desirable: One year of international work on Public Health and Emergency Operations Management

Languages (Optional)

• Spanish
• English (working level)

Additional skills (Optional)

• Knowledge and management of data base software.

Expected contract duration


6 Months assignment from start date with the possibility of renewal based on performance and funding.
