It did not contain the "Confidential Report and

Recommendations" (aka Level 1 or "fuller"
level report). Despite the fact that MVBC
should have received the Level 1 Report, they
did not.

Chris Marly loaned the entire "Red Binder" to John Giarrizzo, not just the
Level 2 aka "middle level" report contained therin. It contained every piece of
information except the Level 1 Report (letters from the families, etc).

No "sealed"
documents
needed to be
opened. Two
members of the
MC (Larry
Vincent and
David Dykstra)
received copies of
the middle level
report in 2001
which recorded
recommendation
#8. In addition,
since the
documents were
now part of an
active police
investigation, the
original
distribution
restrictions were
null and void. So,
the men on the
MC could have
viewed every
document in the
ARBCA archives.

This is what the ARBCA member churches

received. The children aren't mentioned.

What about #8?

It is not
addressed at all.

Tom began
preaching in
September even
though his
counseling was
not completed
until December.

MVBC elders were rightly concerned that the IC had not been consulted. "It is recommended that the Elders who assume oversight of Thomas
Chantry consult with
the members of this
Informal Council.
[Level 2 Report #6]

MVBC elders were rightly concerned that Thomas Chantry had not fulfilled recommendation #8. "That Thomas Chantry endeavor to seek full
repentence and the
forgiveness from each
of the four children
and their parents...It
is recommended that
the elders who assume
oversight of Thomas
Chantry assist him
with this process."

According to the 1/4/2001 confidential minutes, Earl Blackburn received a copy of

the Level 2 report when it was distributed to the AC in Jan 2001.

As quoted in MVBC's letter, the IC recommend

oversight of Tom consult with them. They also ed that the elders who toassumed
stated that "either of the parties may contact the
Council members of the Informal
seek their
assistance."

If Tom's meeting with the families prior to the Informal Council's arrival had been sufficient, they would not have
mad recommendation #8. It states:

"That Thomas Chantry endeavor to seek full repentance and the forgiveness from each of the four children and their
parents who have been the subject of physical discipline by him. It is recommended that the Elders who assume the
oversight of Thomas Chantry assist him with this process."

These are recommendations for the future with which those who assume oversight over him are to help him
achieve, which was not done.

Tom did commit similar sins in 2004 according to a police report from 2004.

The counselor never even discussed what happened at MVBC nor examined the limits of his guilt.

Since the documents were now part of an active police investigation, the distribution agreement was null and
void. These documents were given to Tom Chantry's defense attorney by Don Lindblad in November of 2017.
Earl Blackburn requested a report written specifically for himself.

We can't know what was said without a transcript of the audio recording.

Police report dated 2/16/2016 states, "Chantry declined to speak to him but inquired what
would be happening in this case. That report has been inserted after this one.
This tells us that Tom knew there was a case.
