1. PURPOSE

This document describes the Specification for Piping Material Class for Upgrading
Tangsi Offtake Station Project (CP11A).

2. SCOPE

PT. Perusahaan Gas Negara (“PGN”) plans to build another Offtake Station Metering
and Regulating Station (“MRS”) Tangsi 2 (“TS-2”).

As of this demand and the re-arrangement of PGN distribution scheme at Bekasi due to
management operation concept, PGN need to build another Offtake Station with the
capacity up to 200 MMscfd. Upgrading Tangsi Offtake Station by developing TS-2 and its
facilities. Development of TS-2 shall be conducted in the Tangsi Offtake Station and shall
be located next to the existing of TS-1 by demolishing the existing regional office of
Tangsi Offtake Station and existing Tangsi warehouse building.

3. DEFINITIONS

EMPLOYER : PT Perusahaan Gas Negara (Persero) Tbk, the


ultimate end user and owner.

CONTRACTOR : PT Nindya Karya (Persero), a company to perform the


detailed design, procurement and construction for
Upgrading Tangsi offtake Station Project (CP-11A).

SUBCONTRACTOR : The party(s) that carry(s) out all or part of the design,
procurement, installation and testing of the system(s)
as specified by the CONTRACTOR.

SUPPLIER/VENDOR : The party which supply materials, equipments,


technical documents/drawings and service to perform
the duties specified by PGN.

SHALL : Indicates a mandatory requirement.

Station.

6. PIPES

6.1. Pipe Wall Thickness

a) Piping wall thickness shall be calculated in accordance with ASME B31.3, ASME B31.8 and
Specification for Piping Design (CP11A-NK-3275-PG-SP-002-A4)
b) Pipe wall thickness values that are specified in the piping material specification are adequate
for the full range of pressure/temperature design.
c) Piping wall thickness provided in this document don’t include any additional thickness which
may be required for thermal load, live loads, hydraulic shock, or loads and forces from other
causes, all of which must be considered in the design of piping system.

6.2. Carbon Steel Pipe

a) Seamless pipe shall be used for all range of size and shall be conforming to ASTM A106 Gr.
B.
b) All material carbon content (%) and carbon equivalent refer to ASTM or API.

c) Carbon steel pipe in sour service shall have a maximum hardness of 248 HV10. Hardness
testing shall be conducted in accordance with ASTM A370
d) All pipes shall be specified with nominal size and schedule number per ASME B36.10
e) Cold spring/expansion is not allowed.
f) Carbon steel pipe may be supplied in single or double random lengths.
g) Each length of pipe shall be subject to hydrostatic test in accordance with relevant code.

6.3. Stainless Steel Pipe

a) All pipes shall be specified with nominal size and schedule number per ASME B36.19M.
b) All austenitic stainless steel shall be in accordance with ASTM A312 Grade TP 316.
c) Stainless steel pipe should be using seamless type of pipe.
d) Air instrument system shall be using stainless steel pipe.
e) All stainless steel pipes shall be supplied in the de-scaled, pickled, passivated and solution
heat treated condition.

6.4. Galvanized Pipe

a) Galvanized pipes shall be coated with zinc inside and outside by the hot-dip process. Zinc
used for the coating shall be any grade of zinc conforming to specification ASTM B6.
b) Weight of zinc coating shall be not less than 0.55 kg/m2. Weight of coating shall be calculated
by dividing the total weight of zinc, inside plus outside, by the total area, inside plus outside,
of the surface coated.
c) Minimum thickness of coating for galvanizing shall be as per ASTM A123.

6.5. Nipples

All nipples shall be manufactured from pipe in accordance with this specification.

7. END ADAPTOR

7.1. General
End adaptors connected to equipment shall comply with the requirements of the relevant
equipment data sheet.

7.2. Flanges
a) All flange ends of piping valves, fitting and special items shall comply with the requirements of
this specification.
b) All material carbon content (%) and carbon equivalent refer to ASTM A36.10.
c) Flange for firefighting application shall be FF (due to ductile iron valve for firefighting
application)
d) All carbon steel flange materials shall meet the requirements of ASTM A105.
e) Austenitic stainless steel flanges shall conform to ASTM A182 Grade F304 and the relevant
material requirements of this specification.
f) Flange materials shall comply with the relevant carbon, carbon equivalent, hardness and
requirement for pipe in accordance with this specification.
g) Pressure/Temperature ratings of flanges ½” NB through 24” NB are based on the latest
version of the ASME B16.5. Pressure/Temperature rating of flanged components larger than
24” are based on ASME B16.47 Series B.
h) All flanges shall be supplied to ASME B16.5 dimensions for the specified flange rating.
i) Flange facings shall be in accordance with ASME B16.5 for RF, FF and RTJ.
j) Flange gasket surface finishes shall be in accordance with ASME B46.1 and B16.5 and the
following:
Serrated finish, roughness between Ra
Class 150 RF up to class 600 RF
3.2and 6.3 m for spiral wound gasket
Class 150 FF Serrated finish, roughness between Ra 6.3
and 12.5 m for flat soft gasket
Roughness of gasket groove side wall less
Class 900 and above RTJ
than Ra 1.6 m

k) Spades, spacers and blinds shall be in accordance with API STD 590 and shall have gasket
contact surface finishes as for flanges.

l) Where flanges mating material is different face to face, insulation kit shall be applied to avoid
potential galvanic corrosion.

7.3. Welding End


a) Welding ends shall conform to ASME B16.25/API 5L.
b) Piping valve, fitting and special item material shall comply with the relevant carbon, carbon
equivalent, hardness and requirements for pipe in accordance with this specification.

8. VALVES

a) Valves shall be selected according to the piping class in which they are installed as specified
in Specification for Valve (CP11A-NK-3275-PG-SP-006-A4)
b) All material carbon content (%) and carbon equivalent refer to ASTM.
c) Valve body and trim materials shall meet the requirements of appendix.
d) All metallic valve material exposed to process fluids in sour service shall conform to the
hardness requirements of NACE MR 0175. CS valve components shall have a maximum
hardness of 248 HV10. All non-metallic valve materials exposed to process fluids shall be
suitable for the relevant process conditions.
e) Valves are numbered in accordance with the document and equipment numbering procedure.
f) Repair by welding of cast valves is not permitted.

9. PIPE FITTINGS

a) Fittings shall be selected according to the fittings class in which they are installed as specified
in Data Sheet for Fittings (CP11A-NK-3275-PG-DS-008-A4).
b) All material carbon content (%) and carbon equivalent refer to ASTM.
c) Carbon steel fittings shall meet the requirements of ASTM A234 Grade WPB or WPC and
ASTM A105 as applicable.
d) Where austenitic stainless steel are specified, they shall conform to ASTM A182 Grade F304
or ASTM A403 Grade WP 304 as applicable and the material requirements specified for
piping in this specification.
e) Wrought and forged fitting materials shall comply with the relevant carbon, carbon equivalent,
hardness and requirements for pipe in accordance with this specification.

f) Fittings manufactured from seamless pipe shall be in accordance to ASME B31.3 and
requirements of this specification shall have computed bursting pressure at least equals to the
straight pipe from which they were manufactured.
g) Dimensions of metallic butt-weld fittings shall be in accordance with ASME B16.9 with socket
weld and threaded fittings to ASME B16.11.
h) All pipe fittings shall be supplied with wall thickness and nominal sizes that meet ASME
B36.10M and B36.19M.
i) Fittings larger than 1-1/2” NB and swage nipples shall not be manufactured from bar stock.
Swage nipples shall be manufactured from pipe per the applicable material class.
j) Repair by welding of wrought fittings is not permitted.
k) Screwed connection is not permitted to be used for class rating above #150 except for size
below 2”.
l) Where applicable for joint construction, SW/screwed for ASME #300 rating and below shall be
3000lb class, ASME #600 rating and above shall be 6000lb class.

10. BOLTING

a) The steels used for the fabrication of the bolting shall be produced in furnace, in an electric
furnace, or by the basic oxygen process.
b) Stud bolts and nuts may be machined from treated steel rods. However, nuts may also be
forged.
c) Screws shall be made by die-working the heads.
d) All parts shall undergo thermal hardening treatment in accordance with the requirements of
the applicable codes and standards listed as reference documents.
e) Except as otherwise specified in the order, only bolting specified to standard ASTM A320
shall undergo toughness tests.
f) Bolts and nuts material specification for carbon steel based material lines shall refer to
appendix. These requirements shall also amend bolts and nuts specification (which was
previously stated as ASTM A193 Grade B7 with nuts to ASTM A194 Grade 2H) for all carbon
steel.
g) Bolts and nuts material specification stainless steel based material lines shall be A320 Grade
B8, with nut A194 Grade 8.
h) Studs of 1” diameter and smaller shall be UNC, with those 1-1/8” diameters and larger being
UN8 series.

i) Stud bolts shall be threaded along their entire length. The machining and surface-condition
tolerances applicable to the various threading shall conform with the following class:
 Class 2A of Standard ASME B 1.1 for stud bolts and screws
 Class 2B of Standard ASME B 18.2.2 for nuts
j) The diameters and lengths of stud bolts and Hex screws (“Heavy” series) shall comply with
the standards ASME B16.5 and ASME B18.2.1, except for stud bolts 1” diameter and larger
which shall be one diameter longer to accommodate hydraulic bolt tensioner.
k) All stud bolts must be long enough to ensure that there are 2 full threads visible outside the
nuts after the bolts have been fully tightened. Above-water bolt extensions beyond the nut
shall be protected from corrosion by threaded metal caps.
l) All nuts shall be of the hexagonal type (“Heavy” series) and shall be in accordance with the
standard ASME B18.2.2.

11. GASKET

a) Spiral wound gaskets shall be used for all flanged joints except for Ring type joints.
b) Spiral wound gaskets shall conform to the following:
 mm nominal thickness
 Stainless steel windings
 Graphite filler
 Inner and outer (guide) rings stainless steel 316
 Maximum gasket hardness in sour services is 248 HV10
 Design to ASME B16.20

12. INSPECTION AND TESTING

Material welded to pressure containing components shall be certified to the same degree as the
pressure containing component.
VENDOR shall ensure that appropriate certification, showing mill heat or batch markings, is
received for all furnished materials. Materials furnished without documentation are unacceptable.
Type A certificates to BS EN 10204 shall be provided for the following:
Piping, fittings and flanges All non-metallic copper & Cu-Ni fittings 1-1/2” and
below
Gaskets All gaskets

Type B certificates to BS EN 10204 shall be provided from the following:


All non-metallic copper & Cu-Ni piping and associated

fittings other than for type C certificate.
Fasteners All flange bolts and nuts for flanges.
