PREAMBLE
e, the sovereign students of the university of rizal system,

W
imploring the aid of almighty god, aware of the need to
establish a genuine student government that shall embody
our ideals and aspiration, promote and protect our
general interest, cultivate unity and cooperation in all
sectors of the community, uphold our rights and welfare and ad
advance our national consciousness based on the fundamental justice,
freedom and democracy, do hereby ordain and promulgate this
constitution and by-laws.

ARTICLE I
NAME AND DOMINICILE

Section 1. The Organization shall be known as the University Supreme Student Government – Antipolo
Campus, which shall be referred to as USSG-AC.

Section 2. The USSG-AC shall be the highest governing student body among the Curricular and Non-
Curricular Organizations.

Section 3. The office of the USSG-AC shall be located at the 2nd floor OSDS Building beside Admin Building
and Drilon Building, where it is conveniently accessible to its constituents, unless the OSDS shall assigned
another room for practical purpose.

Section 4. The USSG-AC shall have the logo that represents its principles and objectives.

Section 5. No student officers of the USSG-AC from President to Public Relations Officer shall hold any
executive position in an institutional Organization and in the campus Organization

Section 6.

Section 5. Definition of terms:

 URSAC – shall mean the University of Rizal System – Antipolo Campus.


 USSG-AC – shall mean the University Supreme Student Government – Antipolo Campus,
which composed of:

a. CSC – shall mean the College Student Council, which composed of:

o COE-SC – shall mean the College of Education – Student Council.


o CHI-SC – shall mean the College of Hospitality Industry – Student Council.
o COBA-SC – shall mean the College of Business Administration – Student Council.
o COEng-SC – shall mean the College of Engineering – Student Council.

b. Student Organization shall mean the recognized accredited Organization (Curricular and
Non-Curricular), which means:

o Curricular shall mean the academic Organization, and is under the provision of
their respective college.
o Non-Curricular shall mean the non-academic Organization.

ARTICLE II
DECLARATION OF PRINCIPLES AND OBJECTIVES

Section 1. Principles. The University Supreme Student Government believes:

a. That the USSG-AC recognizes and uphold the Philippine Constitution as the expression of the
sovereign will of the students and as the supreme law of the land;
b. That the USSG-AC shall be non-partisan and sectarian in the implementation of its rules and
regulations;
c. That the USSG-AC shall be adhere to the democratic principles, practices and processes abide
by the quality of life in the University through the practice of effective and responsive
leadership;
d. That the USSG-AC shall exercise properly and judiciously its power in resolving differences
disputes in accordance with the established rules and regulations of the school aside from the
provision of its objectives;
e. That the USSG-AC shall adhere to the democratic principles that practices and processes and
abide by the principle that the majority prevails over the minority;

f. That the USSG-AC shall observe and maintain the moral aspiration of the University through
practice of effective and responsive leadership;
g. That the USSG-AC shall seek and support educational reform through nationalistic, humanistic
and scientific methods for the total development of the students responding to social realities
and promoting academic freedom; and
h. That the USSG-AC shall adhere with principle and practices of the Parliamentary law.

The University Supreme Student Government commits itself in the assertion of the students’
rights and welfare, and shall persistently be alongside to Filipino people to strive for the attainment of a
genuinely free, socially just and democratic society.

In order for the USSG-AC to be able to carry out its fundamental task, is shall be responsive,
representative, autonomous, and democratic.

Section 2. Objectives. The University Supreme Student Government is committed to:

a. To uphold the constitution of the Republic of the Philippines;


b. To uphold the Mission, Statement, Philosophy and Objectives of the University of Rizal System
– Antipolo Campus;
c. To safeguard the right, benefit, interest and welfare of the URSAC students who do respect
to its limitations;
d. In fostering harmonious relationship among campus students and members of the Faculty
and the Administration as well with do respect to its limitations;
e. Assert a genuine, democratic representation in policy making bodies of the University
affecting the studentry;
f. To work hand in hand with the faculty and administration in uplifting the standard of the
University that affects the rights and welfare of the students;
g. To coordinate with the administration in any social and recreational activities of the students;
h. To assist the approved student Organizations in the campus for the promotion and realization
of their objectives;
i. To serve as an active forum for student’s ideals and sentiments;
j. Work for the system of education and enhance the development of student’s potentials and
awareness of their roles in the academic community as well as their roles in the society;
k. Inculcate national consciousness among students;
l. Promote sports and cultural programs and activities;
m. Unite students and student Organizations in the University towards the fulfillment of their
common needs and aspirations; and
n. Uphold a truly responsive, representative, autonomous and democratic Organization.

ARTICLE III
MEMBERSHIP

Section 1. All bona fide enrolled students of University of Rizal System – Antipolo Campus, regardless of
course shall be the members of University Supreme Student Government.

ARTICLE IV
RIGHTS OF MEMBERS

Section 1. All the rights of the students in this constitution of the Republic of the Philippines and all
subsequent laws of the Republic of the Philippines shall not be violated by the University Rules and
Regulations.

Section 2. Every member of the USSG-AC shall have the following privileges:

a. The right to receive primarily through competent instruction, relevant, and quality education;

b. The right to have free expressions of opinions and suggestions and to avail of effective channel
of communications with the appropriate academic and administrative bodies of the
University;
c. The right to be free from involuntary contributions in goods except those approved by their
Organizations, University Supreme Student Government, and/or by the University;
d. To participate in the formulation and development of the policies affecting the University in
relation to the local, regional, and national issues and concerns through representation in the
Academic Organization;
e. To publish student newspaper and similar publication as long as it is according to Republic Act
7079 otherwise known as the “Campus Journalism Act of 1991”;
f. To invite resource person during assemblies, forums, symposium and other activities of
similar nature following the rules and regulations of the University;
g. To free of expression of opinions and suggestions to the faculty and to the University
administration through the USSG-AC;
h. To receive reasonable protection within University premises;
i. To be informed of the rules and regulations affecting them;
j. To due process of law;
k. To formulate resolutions which will benefit to holistic development of the studentry;
l. To implement its own Constitution and By Laws, policies, program within the particular
jurisdiction/campus provided that this will not violate the Constitution and By Laws of the
USSG-AC, URSSF, Programs, and policies;
m. The right to peaceably assemble to air grievance, by following due process;
n. The right to attend symposium, seminars and trainings in and out the campus following the
rules and regulations of the University; and
o. The right to vote during annual elections of USSG-AC and other student Organization.

ARTICLE V
DUTIES AND RESPONSIBILITIES OF MEMBERS

Section 1. Every member shall have duties and responsibilities:

a. Uphold, obey and safeguard the principles and objectives of this Constitution and By-laws;
b. Pay the membership fee;
c. Abide by the policies and participate in the programs and activities adopted by the University
Supreme Student Government;
d. Attend and actively participate in all meetings, referendum, and consultations called by the USSG-
AC and University;
e. Promote and maintain peace in the University by exerting their utmost efforts towards the
attainment of harmonious relationship among the students, faculty, and other University
personnel; and
f. To exercise their rights responsively and with regards to the rights of others.

Section 2. All Organization and CSC are required to submit the following for monitoring and
documentation purposes:

a. Constitution and By-Laws;


b. Plan of Activities;
c. List of officers and members for the particular school year;
d. Project Proposals;
e. Resolutions;
f. Accomplishment Report; and
g. Financial Report

Section 3. The USSG-AC must see to it that the policies, programs, and activities of the various student
bodies shall be consistent with the studentry’s general plan of action, objectives and principles as cited in
this chapter

VI
THE UNIVERSITY STUDENT GORNMENT, ITS POWER AND FUNCTIONS

Section 1. The USSG-AC shall be the highest student Organization which will coordinate all other
Organization in the University.

Section 2. The USSG-AC shall be composed of:

a. Executive Committee
i. President
ii. Vice President
ii.i. Vice President for External Affairs
ii.ii. Vice President for Internal Affairs
iii. Secretary General
iv. Deputy Secretary

b. Finance Committee
i. Treasurer
ii. Auditor
iii. Deputy Auditor
iv. Business Manager
v. Deputy Business Manager

c. Information and Logistics Committee


i. Public Relations Officer
i.i. COBA Representative
i.ii. COE Representative
i.iii. COEng Representative
i.iv. CHI Representative

d. Chairpersons
i. Chairperson on Environment

Section 3. The USSG-AC shall adopt the policies and regulation of the University regarding student matters
and activities referring to them with due respect to its limitation.

Section 4. The USSG-AC shall coordinate student matter and activities on problems with the:
a. Classroom advisers;
b. College Deans;
c. Office of Student Development Services Coordinator;
d. Campus Directors;
e. University of Rizal System Student Federation (URSSF); and/or
f. University President

Section 5. The USSG-AC shall assist in the activities of all Organizations in the University by the
administration.

Section 6. The USSG-AC shall represent the studentry in the formation of URSAC policies affecting the
student and University through Student Federation.

Section 7. The officers of the USSG-AC shall exercise power and shall perform the corresponding duties
and function attached to the position entrusted to them.

Section 9. The USSG-AC shall be the policy making body Organization subject to the approval of the
concerned authorities of the University.

Section 10. The USSG-AC officers shall promulgate the rules, regulations and policies of constitution and
benefits affecting the members of the Organization.

ARTICLE VII
DUTIES AND RESPONSIBILITIES OF THE USSG-AC COMMITTEE AND OFFICERS

Section 1. The committee shall perform the following roles and responsibilities:

a. EXECUTIVE COMMITTEE. The Executive Committee shall be composed of: (1) President; (2) Vice
President for External Affairs; (3) Vice President for Internal Affairs; (4) Secretary General; and (5)
Deputy Secretary, if any.

Section 1.1. Roles and Responsibilities of the Executive Committee:


i. Shall spearhead the overall functions and operations of the Organization.
ii. Shall supervise the conceptualization, planning, development, implementation, and
projects arranged and organized by the Organization.
iii. Shall tirelessly strive hard to realize the goals and aspirations, and the vision and mission
of the University.
iv. Shall initiate policy formulations and its corresponding implementation.
v. Shall serve as the frontline of the Organization in dealing existing and emerging issues,
problems, and other proposals.
vi. Shall do and submit accomplishment reports at the end of the semester to be presented
in a student assembly.
vii. Shall check and assess the financial budget and other financial expenditures, and approve
it subsequently.
viii. Shall coordinate with other committees and other student Organizations for further joint
projects and activities.
ix. Shall ensure the Organization that is upholding and following its Constitution and By-
Laws.
x. Shall be supportive and cooperative to all Organizational affairs and projects.
xi. Shall remain fair and impartial during the Organization’s decision making process.

b. FINANCE COMMITTEE. The Finance Committee shall be composed of: (1) Treasurer; (2) Auditor;
and (3) Deputy Auditor, if any.

Section 1.2. Roles and Responsibilities of the Finance Committee:


i. Shall perform treasury and auditing works such as securing and keeping the
Organization’s fund, and other fiscal matters and documents.
ii. Shall record financial transactions and other related business.
iii. Shall keep purchase receipts and sales invoices for auditing purposes.
iv. Shall exhibit stricter rules and procedures in releasing and issuing funds.
v. Shall examine and review fiscal budget and expenditures.
vi. Shall process fiscal requests for projects and activities.
vii. Shall do financial reports at the end of the semester to be presented in a student
assembly.
viii. Shall oversee compliance with responsibilities related to financial disclosures and
accountables.
ix. Shall adviser the body on matters related to fiscal concerns.
x. Shall remain fair and impartial during the Organization’s decision making process.

c. INFORMATION AND LOGISTICS COMMITTEE. The Information and Logistics Committee shall be
composed of: (1) Business Manager; (2) Deputy Business Manager, if any; and (3) Public Relations
Officer: (3.1) COBA Representative; (3.2) COE Representative; (3.3) COEng Representative, and
(3.4) CHI Representative.

Section 1.3. Roles and Responsibilities of the Information and Logistics Committee:
i. Shall inform the officers and its new members about the campus-wide and college-based
announcements and news as soon as possible.
ii. Shall spearhead in business transactions and purchases.
iii. Shall serve as the instrument of the Organization for the publicity and advertisement of
the activities and projects to be initiated.
iv. Shall help the Executive Committee in administrating the Organization’s social media
pages and accounts.
v. Shall remain fair and impartial during the Organization’s decision making process.

d. CHAIRPERSONS. The chairpersons shall be composed of: (1) Chairperson on Environment; (2)
Chairperson on Organization and Planning; (3) Chairperson on Peace and Order; (4) Chairperson
on Sports; and (5) Student Information and Dissemination.

Section 1.4. Roles and Responsibilities of the Chairpersons are as indicated in Article VII Section
2.3 to Section 2.7.

Section 2. The officers shall perform the following duties and functions:

a. The President shall perform the following duties and functions:


i. He/She shall act as the head of the Organization.
ii. He/She shall preside over all regular and/or special meeting except during general
election as provided by the constitution.
iii. He/She shall call for special meeting the Organization if necessary.
iv. He/She shall sign for and in the URSAC-USSG-AC all orders directing disbursement of
funds as provided by the body.
v. He/She shall exercise supervisory power among the officers of the College Councils and
Organizations.
vi. He/She shall represent the Organization in meeting/conference, special occasion and
other social function he/she believes of great interest and for the welfare of the members
of the Organization.
vii. He/She shall represent URSAC-USSG-AC in the policy making body of the school relative
to the student’s welfare.
viii. He/She shall designate in any member of the Organization to perform the duties of any
absent officer during the Organization function.
ix. He/She shall be the representative of the URS Student Federation.

b. The Vice President shall perform the following duties and functions:
i. He/She shall assist the President.
ii. He/She shall act as the representative of the President.
iii. He/She shall perform other duties and function as may be assigned to him/her by the
President.

Section 2.1. VICE PRESIDENT FOR EXTERNAL AFFAIRS. The Vice President for External Affairs shall
perform the following duties and function:
a. He/She shall serve as the OIC of the Organization whenever the President is in
case of the latter’s absence, disability, impeachment, resignation, or death.
b. He/She shall represent the Organization in all official external activities in other
schools, colleges, and universities, and shall promote linkages among them in
alliance building and networking.
c. He/She shall take charge of matters involving the public relation of the
Organization.
d. He/She shall invite and generate ideas about viable and beneficial external affairs.

e. He/She shall provide encouragement and motivation to fellow officers and
Organization members.
Section 2.2. VICE-PRESIDENT FOR INTERNAL AFFAIRS. The Vice President for Internal Affairs shall
perform the following duties and function:
a. He/She shall serve as the third-in-command of the President and the Vice
President for External Affairs in case of the latter’s absence, disability,
impeachment, resignation, or death.
b. He/She shall assist the president in the supervision and operations of the
Organization.
c. He/She shall act as an ex-officio member of the Standing Committees.
d. He/She shall provide encouragement and motivation to fellow officers and
Organization members.

c. The Secretary General shall perform the following duties and function:
i. He/She shall keep the list of all members of the Organizations.
ii. He/She shall furnish the adviser a copy of the minutes of all meetings.
iii. He/She shall keep the records and communications of the Organization.
iv. He/She shall receive and file all papers and correspondence of the Organization.
v. He/She shall prepare communication letter to inform the students regarding with the
activities of the USSG-AC.
vi. He/She shall certify all acts of the Organization.
vii. He/She shall turnover all records and documents of the Organization to his/her successor.
viii. He/She shall appoint the Deputy Secretary.

d. The Treasurer shall perform the following duties and functions:


i. He/She shall be the custodian of the Organization’s fund books of account and other
financial business of the Organization.
ii. He/She shall maintain true, correct and updated records of the account and other
financial business of the Organization.
iii. He/She shall give a written report to the adviser concerning to the financial status of the
Organization within (7) days after each semester.
iv. He/She shall act as the chairman of the finance committee.
v. He/She shall disburse funds necessary for the Organization’s activities with the approval
of the body and/or the President.
vi. He/She shall be in-charge of the collecting fees, solicitation, contributions intended for
the Organization.
vii. He/She shall turnover to his/her successor all money, valuable documents book records,
and other properties of the Organization that may have in his/her possession.

e. The Auditor shall perform the following duties and function:


i. He/She shall check and certify the correctness of the financial reports/statements of the
Treasurer.
ii. He/She can advise the president on the proper disbursement of fund.
iii. He/She shall appoint the Deputy Auditor.

f. The Business Manager shall perform the following duties and functions:
i. He/She shall take charge of all business matters of the Organization and shall be
responsible for the needs of the office operations.
ii. He/She shall be in-charge of all business purchases of the Organization.
iii. He/She shall turnover receipts and sales invoice to the auditor as soon as possible.
iv. He/She shall find ways and means to secure funds for the Organization.
v. He/She shall represent the Organization at official budgetary functions.
vi. He/She shall appoint the Deputy Business Manager.

g. The Public Relation Officer shall perform the following duties and functions:
i. He/She shall act as chairman of the information committee.
ii. He/She shall act as emcee in the Organization’s programs.

h. The Committee Chairpersons shall perform the following duties and functions:
i. He/She shall head his/her respective committee.
ii. He/She shall be held accountable for the effective and dynamic functioning of his/her
respective committee.

Section 2.3. CHAIRPERSON ON ENVIRONMENT. The Chairperson on Environment shall perform


the following duty and responsibility:
a. He/She shall always monitor the cleanliness of the University premises.
b. He/She shall spearhead monthly general clean-up drives.
c. He/She shall lead the realization of environmental principles and policies such as
waste segregation and proper waste disposal.
d. He/She shall envisage seminars and symposia related to environmental
management.

Section 2.4. CHAIRPERSON ON OPERATION AND PLANNING. The Chairperson on Operation and
Planning shall perform the following duty and responsibility:
a. He/She shall conduct monthly and semestral inventories of;
i. all properties of USSG-AC
ii. all school facilities deemed to the URSAC student’s quality of learning.
b. He/She shall submit all results of such monthly and semestral inventories to the
finance and logistics officer for recording purposes.
c. He/She shall schedule the use of all facilities within the jurisdiction of the USSG-
AC.

Section 2.5. CHAIRPERSON ON PEACE AND ORDER. The Chairperson on Peace and Order shall
perform the following duties and responsibilities:
a. He/She shall maintain peace and order in the University especially during general
assemblies and the like.
b. He/She shall remind officers about proper order during Organization meetings.
c. He/She shall coordinate with the Campus Discipline Officer regarding student
discipline.

Section 2.6. CHAIRPERSON ON SPORTS. The Chairperson on Sports shall perform the following
duties and responsibilities:
a. He/She shall organize and monitor sports and monitor sports activities of the
University.
b. He/She shall take charge about sports-related announcements, projects, and
activities and take responsibility or coordinating with the student athletes of the
University.

Section 2.7. CHAIRPERSON ON STUDENT INFORMATION AND DISSEMINATION. The Chairperson


on Student Information and Dissemination shall perform the following duties and responsibilities:
a. He/She shall coordinate with the Information and Logistics Committee regarding
University-wide, college-wide, or Organization announcements and projects.
b. He/She shall disseminate information regarding activities to happen in the
Organization.

ARTICLE VIII
MANNER OF ELECTION

Section 1. Elections. The USSG-AC Annual Elections shall be described as follows:


a. Timeline
i. USSG-AC Elections shall be held annually before the last day of July.
ii. The date will be set by the Commission on Election, making every effort to align the date
of elections.
iii. The selected date must be announced at least two (2) weeks prior to elections.

Section 2. Commission on Student Election (COMSELEC).


a. Formation
i. The Incumbent President shall appoint, through the approval of the Organization, the
Chairman, Vice-Chairman, Secretary, Treasurer and four (4) Commissioners and inform
the Chief of Student Activity Section of the said appointment. The Appointment shall be
for thirty (30) school days and is irrevocable.
ii. The Chairman shall have any experience on becoming an officer of any major position in
any accredited Organizations for at least one (1) year.
iii. Any incumbent USSG-AC officers who do not have any interest of running for another
term as USSG-AC Officer can be appointed as COMSELEC.
iv. Notice of the COMSELEC positions must be widely advertised to the student body at least
two weeks prior to COMSELEC appointments.
v. The COMSELEC shall be automatically dissolved thirty (30) school days after the duly
elected officers are proclaimed.

b. The COMSELEC shall:


i. Ensure a fair and constitutional election process.
ii. Meet at least twice a week for four (4) weeks prior to elections.
iii. Create and distribute an Election Packet to interested members of the student body at
least two (2) weeks prior to election which includes:
iii.i. a list of relevant election dates
iii.ii. a copy of this Constitution and By-Laws
iii.iii. relevant forms, including the Intent to Run or the Certificate of Candidacy
iii.iv. specify the office hours during which they will view campaign materials
iii.v. rule on submitted Certificate of Candidacy
iii.vi. compile a voter guide to be distributed to the student body electronically one (1)
week prior to the Election Day
iii.vii. establish a timetable of deadlines for candidacy declaration and campaign
materials and start finish times for campaigning
iii.viii. use only official email or any social network accounts for elections-related
communication
iii.ix. administer in-person voting on Election Day
iii.x. support the Constitution and By-Laws. Violation by a member of the COMSELEC
will lead to this member’s expulsion from the COMSELEC, following a majority
vote of the OSDS.
iii.xi. shall submit the Financial Statement one (1) week after the Election.

c. The COMSELEC Chairman will serve as the head of the COMSELEC and will be the primary liaison
for communicating with the OSDS and to the candidates.
d. Decisions made with at least 2/3 majority by the COMSELEC are final.
e. The COMELEC shall have no power in assuming the Office in case of the Vacancy of Positions.

Section 3. Candidates Eligibility.


a. Any bona fide student of the URSAC may run for a position in the USSG-AC.
b. Students wishing to run for a position must submit Intent to Run Form or Certificate of Candidacy,
Certificate of Birth, Certificate of Registration, Certificate of Grades for the previous year, and
Party List of Officers by the deadline set by the COMSELEC.
c. In the event that no student applies for a given position, the deadline may be extended for that
position only. However, Election shall take place providing that there is a qualified President and
three (3) of the other Executive Committee. If there is still no student applies for the vacant
position on the deadline set by the COMSELEC, the named winner’s USSG-AC officers can appoint
to fill up the vacant positions.
d. Any student who wishes to run for a position in the USSG-AC must satisfies the general criteria.
He/ She must: be a natural born Filipino Citizen; be enrolled in any course offered by the four
colleges; not incurred a failing grade in any of his/her subjects in the previous semester; possess
a good moral character as certified by the Dean/Program Head of his/her College.
e. Any student who wishes to run for the office of the President shall be a third year or fourth year
student, and is fit to run in the position as certified by the Office of the Student Development
Services (OSDS).
f. Any student who wishes to run for the office of the Vice-Presidents, Secretary, Treasurer, Auditor
and Public Relation Officer shall have an experience of becoming an Organization officer for at
least one (1) year of any accredited Organization as certified by the OSDS. The treasurer and
auditor shall not also be a graduating student.
g. Any student who wishes to run for the office of the Chairperson shall have an experience of
becoming an active member for at least one (1) year of any accredited Organization as certified
by the OSDS.
h. No student shall run for more than one office.
Section 4. Screening.
a. Any candidates who passed on the paper screening and panel screening set by the COMSELEC
shall proceed to the elections.
b. Any student who wishes to run shall attend the Meeting de Avance the day before the set date of
elections.

Section 5. Campaigning.
a. All campaign activities are subject to official University regulations. If the COMSELEC determines
that a University regulation has been violated, it shall have the right to remove involved
candidate/s from the election.
b. Inappropriate or defaming language and images are prohibited in all campaign materials, subject
to discretion of the COMSELEC. If a candidate has any question regarding the appropriateness of
the campaign materials, he/she is responsible for checking with the COMSELEC.
c. Candidates are responsible for the campaign-related actions of those whom they encourage,
request, or solicit to be part of the campaign. Furthermore, candidates are responsible for
notifying such person of the COMSELEC guidelines and Election-by-laws.
d. Candidates are responsible for checking with the COMSELEC when considering campaign activities
not described in these regulations.
e. Campaign Materials
i. Candidates may spend up to Php 2,000 on campaign related promotional materials.
ii. Within 48 hours of purchasing the campaign materials, the candidates/party must present
to COMSELEC with receipt of purchase. The COMSELEC will count and copy all receipts,
and will responsible for notifying candidates when Php 2,000 maximum is reached.
iii. Candidates may use an unlimited number of flyers, provided the cost of those flyers does
not exceed their budget.
iv. Campaign materials may not be procured through donations, sponsorships, employer
resources, or any other means not described in these by-laws. If a candidate has any

question regarding the legitimacy of any campaign materials, he/she is responsible for
checking with the COMSELEC.
v. The COMSELEC will make every effort to ensure fairness in campaigning means across
candidates.

f. Parties
i. Candidates for the office of the President, Vice President and any other positions for the
same class may run together as a party. They must identify themselves as a party on their
Intent to Run Form or Certificate of Candidacy.

Section 6. Voting.
a. Ballots
i. Ballots shall be prepared by the COMSELEC and must be done two days prior to the start
of the election.
ii. Candidate names shall be grouped according to the position for which they are running
and listed alphabetically. If the candidate has a party, the name of the party shall be
included.
iii. In case of the candidate has a nick name known by many, the COMSELEC shall include this
to his/her name.

b. Advertising
i. It is imperative that the entire student body shall be made aware of the elections so that
every eligible student has the opportunity to become a candidate, and so that every
student feels invested in the outcome of the election.
ii. The COMSELEC with the support of the OSDS, should advertise the elections through
variety of means, including flyers, posters, e-mails, and social networking sites.
iii. Within one week of the election, the COMSELEC shall prominently feature information
about the elections, including links to the candidate statements, the Election Day voting
link, and their contact information.

c. Voting
i. The ballot will be held on secure places on the University premises.
ii. Voting will open at 9:00 am on the day of election and end promptly by 3:00 pm.
iii. Proper precautions will be taken with COMSELEC and/or appropriate bodies in order to
ensure a fair election.
iv. Any evidence of a security breach or other violation affecting the vote will result in a
revote.
v. Voting stations must be staffed by at least two (2) people at all times. Only non-candidate,
Board on Election Inspectors (BEIs), COMSELEC and OSDS Staff are permitted to supervise
voting.
vi. Voting stations must be set up for secret voting.
vii. Rule Violation Forms shall be made available at the voting site.

d. Tally of votes
i. Votes are tallied by the OSDS and BEI and confirmed by the COMSELEC.
ii. A simple plurality of votes will determine the victor in each office.
ii.i. For the positions of Public Relations Officer, whoever candidate from one of the
representatives of the collages got the highest vote, he/she shall be declared as
the Chief Public Relations Officer for the Information and Logistics Committee.
iii. Once elections close, candidates have the remaining hours of that day to issue any
remaining election complaints to the COMSELEC.
iv. If the COMSELEC receives any complaints within the time period, all results will be
withheld until the dispute is resolved. Otherwise, the COMSELEC shall release unofficial
election results and announce the election winners to the candidates once the counting
process and the dispute is resolved.
v. A candidate may request a re-count if the numerical difference between the candidate’s
total and the named winner’s total is less than 10% of all votes cast in that race. Such

requests must be submitted to the COMSELEC within 24 hours of the announcement of
the results. The re-count will be undertaken by the COMSELEC.
vi. In case of tie for a particular position, the COMSELEC can rely on a toss coin, draw lots or
rock, paper and scissor game.
vii. When releasing the results to the candidates and to the school, the COMSELEC shall
include the percentage of votes received by each candidate.
viii. The COMSELEC shall release all results to the student body within 2 hours after the
announcement to the candidates

Section 7. Elections By-Laws Violations.


a. Allegations of rule violations by any candidate must be submitted in writing using a Rule Violation
Form to the COMSELEC.
b. The COMSELEC upon receiving the allegation shall immediately give a copy of this statement to
the accused candidate, who may submit a rebuttal to the COMELEC within 24 hours.
c. The COMSELEC shall reach a decision within two days of receiving the rebuttal, or if no rebuttal is
received, within 48 hours of receiving the Violation Form.
d. Allegations of rule violations by any member of COMSELEC must be submitted in writing using a
Rule Violation Form to the OSDS.
e. The OSDS upon receiving the allegation, shall immediately give a copy of this statement to all the
concerned members of the OSDS and to the accused COMSELEC member who may submit a
rebuttal to the OSDS within 24 hours.
f. After the 24-hour period has elapsed, the OSDS will vote requiring a 2/3 majority vote for
expulsion.

Section 8. Penalties.
a. Candidates may not misrepresent themselves or other candidates with fraudulent information in
any campaign activities, and may not remove or deface other candidates’ campaign materials.
Violations of this nature will be subject the candidate to suspension or termination of all
campaigning privileges, subject to the discretion of the COMSELEC.
b. Paid advertising of any kind is prohibited. Violations of this nature will terminate the candidate’s
electronic media campaigning privileges, and/or strip the candidate of endorsement privileges in
their campaign, subject to the discretion of the COMSELEC.

c. No candidate may contact an individual based on information obtained from a petition, sign-in
sheet, club list and/or any list compiled by the OSDS. Violations of this nature will subject the
candidate to suspension or termination of campaigning privileges, subject to the discretion of the
COMSELEC.
d. On the day of the election, campaigning may not take place within the URSAC Premises. If a
member is found campaigning in the School Premises on Election Day, in-person voting will be
suspended until the campaigning ceases and all campaign materials are removed from the School
Premises.
e. Candidates may not offer food and/or alcohol in an effort to garner votes. Violations of this nature
will subject the candidate to suspension or termination of all campaign privileges, and/or strip the
candidate of endorsement privileges in their campaign, subject to the discretion of the
COMSELEC.
f. Candidates may not begin their campaign until the panel screening has conducted. If a candidate
campaigns before this happens, he/she will be docked campaigning privileges for the same
number of days that he/she campaigned early.
g. Candidates may not violate University policies in their campaign efforts. Violations of this nature
will disqualify the candidate from elections and further action may be taken by University
Administration.
h. Candidates who do not adhere to the penalties imposed upon them by the COMSELEC will
automatically be disqualified from elections.

Section 9. In case of lone party, the electoral process shall be according to Republic Act no. 8295 otherwise
known as “An act of providing for the proclamation of a lone candidate for any elective office in a special
election, and for other purposes.

ARTICLE IX
TERM OF OFFICE

Section 1. The officers of the USSG-AC shall hold office for the period of one (1) year until the date their
successors have been duly elected and sworn to office.

Section 2. Vacancies.
a. Resignation, dismissal and permanent incapacity shall constitute a permanent vacancy of the
position in the USSG-AC.
b. In case of permanent vacancy in the Office of the President, the Vice President for External Affairs
shall assume the presidency for the unexpired term.
c. In case of permanent vacancies in the Office of the Vice President for External Affairs or Vice
President for Internal Affairs, the Majority Floor Leader of the USSG-AC shall assume the position,
acting capacity until such time that new President and Vice Presidents has qualified and elected
in a special election.
d. In case of permanent vacancy in any position excluding the President, the President shall appoint
with the approval of the Organization.
e. In event of permanent vacancy of the whole Organization, the Commission on Student Election is
empowered to conduct and supervise the election as mandated by Article VIII.

Section 3. Appointment of officer to any vacant position shall require simple majority votes of the total
Organization officers.

ARTICLE X
ACCOUNTABILITY

Section 1. Officers and members of the USSG-AC shall serve the highest degree of responsibility, loyalty,
integrity and efficiency, and shall be accountable to the students and the school.

Section 2. All USSG-AC Officers shall facilitate the process of removal of the officers based on the
grounds stated in Article XI.

Section 3. The incumbent officers of the USSG-AC shall turnover all existing properties, documents,
funds and other accounts in the name of their successors within nine (9) days after their successors have
been sworn to office.

ARTICLE XI
SUSPENSION AND DISMISSAL FROM OFFICE

Section 1. Any of the following are grounds for the suspension of the USSG-AC Officers.
a. Discourtesy in the course of official duty.
b. Improper or unauthorized solicitation of contributions from students and other entity.
c. Misconduct and neglect of duty.
d. Three (3) consecutive absences in the USSG-AC meetings whether regular or special meetings
and/or Five (5) accumulated absences in the USSG-AC regular and special meetings.
e. Misuse of USSG-AC fund or any other student Organization fund.
f. Any other ground that the USSG-AC may define.

Section 2. Complaints regarding suspension shall be filed to the Chairperson on Peace and Order. Findings
shall be submitted to USSG-AC for final decision based on the merit and demerit of the case/crime
committed by the respondent.

Section 3. Any of the following are grounds for the impeachment of the officers of USSG-AC and
members.
a. Malversation of USSG-AC funds.
b. Committing acts directly or indirectly against the interests and welfare of the USSG-AC such as
malicious attack against the USSG-AC, its officers or against a fellow officer/s or member/s.
c. Gross misconduct as defined in relevant issuances, memoranda and other pertinent laws.
d. Willful violation of any provision of this constitution and by-laws or rules, regulations, measures,
resolutions and decisions of the USSG-AC
e. Three (3) accumulated suspensions
f. Six (6) accumulated absences

Section 4. The following procedures shall govern impeachment proceedings.


a. Any officer of the USSG-AC may file an impeachment complaint. Said complaint shall be in writing
and under oath, otherwise, the same shall not be given due course.
b. The complaint shall be written in clear, simple and concise language and in a systematic manner
as to apprise the respondent of the nature of the charge against him/her and to enable him/her
to prepare his/her defense.
c. The complaint shall contain: (1) the full name and address of the complainant/s, (2) the full name
and the address of the respondent as well as his/her position, (3) specification of charge and (4)
a brief statement of relevant and material facts accompanied by certified true copies of the
documentary evidence if any and sworn statements covering the testimony of his/her witnesses.
d. Impeachment proceedings shall commence upon a formal petition or resolution signed by a
simple majority of the Organization.
e. The USSG-AC will then convene to formally set the proceedings in motion.
f. The subject/respondent of the impeachment shall be given ample time to defend himself/herself
before the USSG-AC.
g. A two-third vote of all the members of the USSG-AC is required to impeach an officer.
h. The impeached officer shall be considered ousted from office and perpetually barred from seeking
any elective and appointive position in the University.
i. Any decision of the USSG-AC can be appealed once. The decision of the USSG-AC Officers shall be
final and executory.

Section 5. No impeachment complaint of the same offense shall be entertained against the same person
more than once within a period of one (1) year.

ARTICLE XII
MEETINGS OF THE UNIVERSITY SUPREME STUDENT GOVERNMENT

Section 1. A simple majority of the Officers of the USSG-AC shall constitute a quorum of the respective
meetings and a majority vote of the members present at the said meeting shall be valid and binding act
of the Organization.

Section 2. Meeting of the USSG-AC shall:


a. General Assembly of the Organization shall take place every month. Notice of meetings shall be
sent out by the PRO and Chairperson on Student Information and Dissemination at least ten (10)
days prior to such meeting by depositing in conspicuous places, preferably inside the campus
premises, said notices. The date, time and place for the meeting shall be determined by the
Organization.
b. Regular meetings of the Organization shall take place every week with appropriate notice sent by
the Secretary General to each officer of the Organization at least three (3) days prior for such
meeting. The time and place of the meeting shall be determined by the President. The meeting
shall preferably be held in the USSG-AC office.
c. Special Meetings of the Organization or of the General Membership may be called anytime either
at the call of the president.

Section 3. The notice for any meeting shall contain the item or items to be discussed and shall include and
constitute the agenda of the meeting. Any item or items not included in the agenda may be taken up upon
recommendation of majority of the members of the Organization present and constituting a quorum if it
be a General Assembly Meeting.

Section 4. Any member of the Organization who is absent himself from any regular or special meeting of
the Organization shall within five (5) days from the date of said meeting shall submit a written explanation
to the committee on ethics as to the reason or reasons for his/her failure to attend the meeting.

Section 5. Members on official leave of absent are excused from attending meetings whether regular or
special.

Section 6. Any officer who absents himself for three (3) consecutive times from any regular and special
meetings of the Organization without justifiable grounds therefore may be expelled or suspend from the
Organization as avowed in Article XI.

Section 7. The SSG shall observe the following order of business.


a. Call to order
b. Roll call
c. Reading and approval of the minutes of the previous meeting
d. Report of the officers
e. Reports of the standing committee
f. Unfinished business
g. New business
h. Other matters
i. Announcements
j. Adjournment

ARTICLE XIII
THE UNIVERSITY SUPREME STUDENT GOVERNMENT FUND

Section 1. The funds of the USSG-AC consist of the general fund and special fund.
a. General fund is from the membership fee collected. Membership fee shall be a total of FIFTY
PESOS (Php 50.00); whereas forty-seven pesos (P 47.00) shall go to the USSG budget, and three
pesos (P 3.00) shall be given to the URS Student Federation.
b. Membership fee collected by the University Cashier shall be remitted/turnover to the USSG-AC
Bank Account after the previous administration passed a legitimate copy of Financial Statement
of previous administration to the Vice President for Finance of the University. The amount shall
be reported in the name of the USSG-AC.
c. Special Fund is gained from donations, contributions and income generating activities/projects
initiated by the USSG-AC.

Section 2. The Funds must be deposited in the Bank identified by the USSG-AC with the President,
Treasurer and Adviser as signatories.

Section 3. The Funds shall be disbursed only in accordance and approval of the President of the
Organization, supported with a Resolution and/or a Project Proposal for proper checking and budgeting.

Section 4. No withdrawals shall be made without the approved resolution by simple majority authorizing
to conduct such project and withdrawals.

Section 5. There shall be an ORGANIZATION FINANCIAL ASSISTANCE PROGRAM. The University Supreme
Student Government Organization Financial Assistance Program:
a. allocates an amount of TWO THOUSAND PESOS (Php 2,000.00) to the requesting Organization.
b. any Organization may avail this program, providing that they must submit a letter of intent to the
Secretary General or President of the Organization.

c. the Organization involved must return the loaned amount to the treasurer of the USSG-AC
together with the financial report of the approved activity. Any amount exceeds the loaned
amount may be kept by the Organization as their income.
d. failure to return the loaned amount or submitting financial report may subject the involved
Organization to revoke their right in the program for one (1) year.

ARTICLE XIV
THE UNIVERSITY SUPREME STUDENT GOVERNMENT ADVISER

Section 1. The Adviser(s) of the USSG shall be a practicing lawyer and/ or an individual with knowledge in
the Philippine Laws chosen by the USSG-AC in a meeting called for.

Section 2. The Adviser shall:


a. Advise, provide counsel, and render assistance to the USSG-AC;
b. Be informed of all the meetings, program, and activities of the University Supreme Student
Government;
c. Act as an official liaison officer between the administration and the University Supreme Student
Government; and
d. Represent the University Supreme Student Government in all legal battle that might be
encountered.

ARTICLE XV
THE UNIVERSITY SUPREME STUDENT GOVERNMENT REGULAR COMMMITTEES

Section 1. The USSG shall have regular committees composed of the following:
a. Committee on Appropriation
b. Committee on Community and Government Relations
c. Committee on Constitutional Reforms and Amendments
d. Committee on Culture, Arts and Sports
e. Committee on Education
f. Committee on Ethics
g. Committee on Student’s Grievance

Section 2. Each committee shall be composed of Chairman, Vice-Chairman, and three (3) members from
the council. Each committee shall have a balance representation of each college.

Section 3. The President as presiding officer shall appoint the Committee Chairman, Vice-Chairman, and
Members.

Section 4. The term of office of the Chairman, Vice-Chairman, and Members shall be co-terminus with
that of the appointing authority provided otherwise the USSG President make revamp in the Committee
Membership.

Section 5. In case of resignation, dismissal, or impeachment of the Committee Chairman, the Vice-
Chairman shall assume the position for the unexpired period. When both Chairman and Vice-Chairman
resigned, dismissed, or removed from the office, the USSG President shall appoint the new Committee
Chairman and Vice-Chairman from the Members and shall fill out the vacant members with the
concurrence of the majority of the USSG.

ARTICLE XVI
AMENDMENTS AND REVISIONS

Section 1. Any member of the USSG-AC may life a petition for amendments and revision of any provision
of this Constitution and By-Laws. It shall require the approval of two-thirds (2/3) of the body prior to the
submission and approval of two thirds (2/3) of the Organization en banc.

ARTICLE XVII
EFFECTIVITY

Section 1. This Constitution and By-Laws shall take effect upon its ratification by the two-third (2/3) vote
of the University Supreme Student Government held for the purpose.
