The Malcolm Baldrige National Quality Award is an annual award that recognizes U.S. organizations in
the business, health care, education, and nonprofit sectors for performance excellence. The Baldrige
Award is the only formal recognition of the performance excellence of both public and private U.S.
organizations given by the President of the United States. It is administered by the Baldrige National
Quality Program, which is based at and managed by the National Institute of Standards and Technology,
an agency of the U.S. Department of Commerce.
The Baldrige National Quality Program and the associated Award were established by the Malcolm
Baldrige National Quality Improvement Act of 1987 (Public Law 100–107). The Program and Award were
named for Malcolm Baldrige, who served as United States Secretary of Commerce during the Reagan
administration, from 1981 until Baldrige’s 1987 death in a rodeo accident.

The main uses of the Baldrige Criteria for Performance Excellence are education and organizational self-
assessment and self-improvement. The Criteria are also the basis for giving Baldrige Awards and giving
feedback to Baldrige Award applicants. In addition, the Criteria have the following three roles in
strengthening U.S. competitiveness:
To facilitate communication and sharing of information on best practices among U.S. organizations
of all types
To serve as a working tool for understanding and managing performance and for guiding planning
and opportunities for learning
The Baldrige Criteria for Performance Excellence provide organizations with an integrated approach to
organizational performance management that results in
The following three sector-specific versions of the Criteria, which are revised every two years, are available
for free from the Baldrige National Quality Program:
In the early and mid-1980s, many U.S. industry and government leaders saw that a renewed
emphasis on quality was a necessity for doing business in an ever-expanding and more competitive
world market. But many American businesses either did not believe quality mattered for them or did not
know where to begin.
The Malcolm Baldrige National Quality Improvement Act of 1987, signed into law on August 20,
1987, was developed through the actions of the National Productivity Advisory Committee, chaired
byJack Grayson. The nonprofit research organization APQC, founded by Grayson, organized the first
White House Conference on Productivity, spearheading the creation of the Malcolm Baldrige National
Quality Award in 1987. The Baldrige Award was envisioned as a standard of excellence that would
help U.S. organizations achieve world-class quality.
In the late summer and fall of 1987, Dr. Curt Reimann, the first director of the Malcolm Baldrige
National Quality Program, and his staff at the National Institute of Standards and Technology (NIST)
developed an award implementation framework, including an evaluation scheme, and advanced
proposals for what is now the Baldrige Award.
In its first three years, the Baldrige Award was jointly administered by APQC and the American
Society for Quality, which continues to assist in administering the Award Program under contract to
NIST.

According to Building on Baldrige: American Quality for the 21st Century by the private Council on
Competitiveness, “More than any other program, the Baldrige Quality Award is responsible for making
quality a national priority and disseminating best practices across the United States.”
An October 2001 study of the economic impact of the Baldrige National Quality Program, prepared
for NIST by Albert N. Link and John T. Scott, conservatively estimated the net private benefits
associated with the Program to the economy as a whole at $24.65 billion. When compared to the social
costs of the Program of $119 million, BNQP’s social benefit-to-cost ratio is 207-to-1.
Leadership Excellence magazine in 2007 placed the Baldrige Program in the top ten best
government/military leadership programs in the United States based on seven criteria: vision/mission,
involvement/participation, accountability/measurement, content/curriculum, presenters/presentations,
take-home value/results for customers, and outreach of the programs and products.
Since the Program’s inception in 1987, more than 2 million copies of the business/nonprofit,
education, and health care versions of the Criteria for Performance Excellence booklets have been
distributed to individuals and organizations in the United States and abroad. In 2008, more than 1.75
million copies of the Criteria were accessed or downloaded from the Baldrige Web site.

The Malcolm Baldrige National Quality Award is supported by a distinctive public-private partnership. The
following organizations and entities play a key role:
The Foundation for the Malcolm Baldrige National Quality Award raises funds to permanently
endow the Award Program.
The National Institute of Standards and Technology (NIST), an agency of the U.S. Department of
Commerce, manages the Baldrige National Quality Program.
The American Society for Quality (ASQ) assists in administering the Award Program under
contract to NIST.
The Board of Overseers advises the Department of Commerce on the Baldrige National Quality
Program.
The Board of Examiners—consisting of leading experts from U.S. businesses and education,
health care, and nonprofit organizations—volunteers time to evaluate Award applications and prepare
feedback reports for applicant organizations. Board members also share information about the
Program in their professional, trade, community, and state organizations. The Panel of Judges, part of
the Board of Examiners, makes Award recommendations to the Director of NIST.
The network of state, regional, and local Baldrige-based award programs known as the Alliance for
Performance Excellence provides potential award applicants and examiners, promotes the use of the
Criteria, and disseminates information regarding the Award process and concepts.
Award recipients share information on their successful performance and quality strategies with
other U.S. organizations.

Rajiv Gandhi National Quality Award was instituted by the Bureau of Indian Standards in
1991, with a view to encouraging Indian manufacturing and service organizations to strive for
excellence and giving special recognition to those who are considered to be the leaders of
quality movement in India. This award is intended to generate interest and involvement of
Indian Industry in quality programmes, drive our products and services to higher levels of
quality and equip our Industry to meet the challenges of domestic and International markets.
The award has been named after our Late Prime Minister Rajiv Gandhi, recognizing the new
thrust he had given to the quality movement in India so that India could move into 21st
Century with pride.
Rajiv Gandhi National Quality Award would help Indian Industry to improve quality by:
a) Encouraging Indian Industry to make significant improvements in quality for maximizing
consumer satisfaction and for successfully facing competition in the global market as
well;
b) Recognizing the achievements of those organizations which have improved the quality of
their products and services and thereby set an example for others;
c) Establishing guidelines and criteria that can be used by industry in evaluating their own
quality improvement efforts; and
d) Providing specific guidance to other organizations that wish to learn how to achieve
excellence in quality, by making available detailed information on the `Quality
Management Approach' adopted by award winning organizations to change their culture
and achieve eminence.
The award has been designed in line with similar awards in other developed countries, like
Malcolm Baldrige National Quality Award in USA, Deming Prize in Japan and European
Quality Award.
FREQUENCY
Rajiv Gandhi National Quality Award is an annual feature on the basis of financial year. The
2008 award will be considered for results achieved by the organization from 1 April
2007 to 31 March 2008.
BENEFITS TO THE APPLICANT ORGANIZATIONS
It will enable the organization to assess its own level of commitment to quality. It
will also indicate the extent to which this commitment is being deployed through
every level of the organization and in all areas of activities.
Further, after the process of self assessment is completed, the organization will be
in a position to analyze its strengths and weaknesses.
Award winners may have leverage in business on being recognized as the best.
Financial incentives
- Organizations winning the BEST OF ALL Award would be given cash award of Rs. 500 000.
- Organizations winning the other awards would be given cash award of Rs. 100 000.
- Organization receiving the commendation certificates would be given cash award of Rs 50 000.

e) Utilities, and
f) Others.
The number of awards/commendation certificates indicated above is maximum. In the event
of non-availability of suitable applicants as per assessment criteria decided by the National
Awards Committee (NAC), any of the above awards/commendation certificates may not be
given.
The BEST OF ALL award consists of a certificate and a plaque, gold plated silver salver of
25 cm diameter. The plaque will be inscribed with logo `Q' in oval shape containing a line
profile of late RajivGandhi. It will also bear the inscriptions `Rajiv Gandhi National Quality
Award, 2008 - BEST OF ALL' and the name of the winning organization. In addition, the
winner will also be given financial incentive in the form of a cash award of Rs. 500 000.
The other awards will consist of a certificate and a plaque, silver salver of 20
cm diameter. The plaque will be inscribed with logo `Q' in oval shape containing a line
profile of late Rajiv Gandhi. It will also bear the inscriptions `Rajiv Gandhi National Quality
Award, 2008 - Category' and the name of the winning organization. In addition, the winners
will also be given financial incentive in the form of a cash award of Rs. 100 000 each.
The commendation certificate will consist of a certificate and a plaque, silver salver of 15
cm diameter. The plaque will be inscribed with logo `Q' in oval shape containing a line
profile of late Rajiv Gandhi. It will also bear the inscriptions `Rajiv Gandhi National Quality
Award, 2008 – Commendation (Industrial Sector)' and the name of the winning organization.
In addition, the recipients of commendation certificates will also be given financial incentive
in the form of a cash award of Rs. 50 000 each.
ELIGIBILITY TO COMPETE FOR THE AWARD
An organization is eligible to compete for the award, if it satisfies all the following
conditions:
a) Applicant organization is located in India,
b) Applicant organization has been in existence for at least three years as on last date of
the application.
c) Applicant organization is situated at one place or a unit of an organization housed at
one location,
d) Applicant organization has never been convicted by any court for deficiency in
product or service and/or found guilty of financial irregularities by any regulatory authority
or court. An undertaking to this effect will have to be submitted.
e) Applicant organization is not manufacturing products, like tobacco and liquor etc
which are injurious to health.
A Sub-unit which performs only support functions for the parent organization such as, sales, marketing,
distribution, finance, human resources and health are not eligible. [A Sub-unit is a Unit or Division of a larger
organization (Parent organization) which owns or has organizational and/ or financial control of sub-unit]
Further, if an applicant organization has earlier received an award, it is not eligible to apply
for an award for next three awards. However, this condition will not apply to those applicant
organizations which have received commendation certificate.
FEE
Application Fee
For large scale organizations (manufacturing or service) Rs. 5 000
For small scale organizations (manufacturing or service) Rs. 1 500
The application fee includes the cost of preliminary screening of the application, and shall be
payable along with the application form. In case application form , downloaded from BIS
website, is used for applying for the award, an additional amount of Rs 200/- is required to be
submitted along with the application fee.
Assessment Fee
The applicant organization, which after preliminary screening is selected for fact-finding and
evaluation visits, will have to pay the assessment fee as under:
For large scale organizations (manufacturing or service) (two-days visit) Rs. 40 000
For small scale organizations (manufacturing or service) (one-day visit) Rs. 10 000
In addition to the above assessment fee, the applicant organizations will also have to bear to-
and-fro travel and local hospitality expenses for evaluation committee members visiting their
organizations.
Application fee and Assessment fee are non-refundable and shall be paid by Demand Draft
in favour of Bureau of Indian Standards payable at New Delhi.
ASSESSMENT CRITERIA
The assessment for large scale organization will be made on the basis of nine parameters,
namely, Leadership; Policies, Objectives and strategies; Human resource management;
Resources; Processes; Customer focused results; Employees’ satisfaction, Impact on
environment and society; and Business results.
The assessment for small scale organization will be made on the basis of six parameters,
namely, Leadership; Human resource management; Processes; Customer focused results;
Impact on environment and society; and Business results.
Emphasis will be placed on quality achievement and quality improvement as demonstrated
through the information provided by applicant organization.
ASSESSMENT PROCESS
All the applications received shall be screened as per the criteria laid down on the basis of
information provided by the applicant organization. Applicants selected in preliminary
screening will become eligible for fact-finding and evaluation visits. A team of experts
appointed for this purpose would visit the applicant organization for on-the-spot study and
evaluation.
The Award
The Golden Peacock National Quality Award, named after India's national bird the
"Peacock", is awarded every year. Each category has two awards - the Winner and the
Runners up. Each winner and runners up receives a trophy together with a certificate.
The award winners may use the Golden Peacock National Quality Award logo on their
printed and promotional material. Selected organisations may be given a commendation
card. The Golden Peacock National Quality Award would be given separately for
manufacturing and service sector organisations, under the following categories :

Eligibility
Names of applicants, commentary and scoring information developed during the review
of applications are regarded as proprietary by IOD and are kept confidential. Such
information is available only to those individuals directly involved in the assessment and
administrative process.
IOD will take all reasonable action to ensure that applications and information therein
are treated in strict confidence. However, in no way can IOD be held responsible for any
loss of confidentiality to a third party. Moreover, IOD cannot be held liable for any
damage (to goods, or persons, financial loss or consequential) incurred through the
breach of confidentiality or otherwise by the applicants or any third party.
IOD reserves the right, prior to or subsequent to the Award Presentation, to publish and
made public the salient details of the Quality improvement schemes of the Award
Winners, as a step towards sharing of knowledge in the national interest.
FEEDBACK
All applicants for Golden Peacock National Quality Award scheme will receive a feed back
assessment report.
APPLICATION
The Application should be submitted in duplicate neatly typed (minimum font size 10 pt.)
only on one side of A-4 size paper in English covering the following:
1. Table of contents
2. Basic Information
3 Business Overview
4. Self-Appraisal Report
a) This report will be based on GPNQA model and criteria guidelines given under the title
criteria description (as per annexure-3 attached). The guidelines consists of a set of
questions which when answered, duly supported by the objective evidence, would help in
appreciating the extent of excellence achieved by the applicant.
b) Support material:- Support material may have been derived from self-assessment of
the organisation's activities. This information must be closely aligned with the nine
Award assessment criterias. The criteria are carefully and deliberately phrased in non-
prescriptive terms, to allow you the freedom to present self-assessment information
which is relevant to your specific situation.
The Institution of Engineers (India)
Safety and Quality Forum (SQF)
About IEI
The Institution of Engineers (India) set up in 1920 is the largest body of professional
engineers in India with a membership of nearly 5,00,000 members. The Safety and Quality
Forum of The Institution of Engineers (India) established in the year 2003, is engaged in
promoting the knowledge and information in the field of safety and quality. The aim of the
Forum is to network with various national, regional and local government bodies; as also
with the industry, public and private sector, academia and others and inculcate the
concepts of safety and quality in applications and operations.
The Awards
The Awards will be presented on the basis of applications received from different
individuals and selection made by a Committee approved by the Board of Governors of
the Safety and Quality Forum of the Institution. Each winner shall receive an award, i.e., a
Plaque of Honour along with a Certificate and Citation.
The Committee will be empowered also to short-list individuals who might not have
otherwise applied.
Award Winners can use the 'Award Logo' on their print and promotion materials by
mentioning the Year of the Award and the names of 'The Institution of Engineers (India)'
and 'Safety and Quality Forum' .
These Awards will be given every year. The Safety and Quality Awards 2009 will be
presented at the Twenty-fourth Indian Engineering Congress of the Institution scheduled
to be held at Mangalore, India during December 10-13, 2009.
Basis of Evaluation
The assessment of applications will be done to identify the contribution of professionals
in the field of safety or quality through innovation, creativity, achievement, commitment,
well researched replicability and sustainability.
b) The Applicant has been working in the concerned field for at least ten years as on
the last date of submitting the application.
c) The Applicant has never been convicted by any Court for deficiency in product or
service and / or found guilty of financial irregularities by any regulatory authority or
Court. An undertaking to this effect will have to be submitted.
Assessment Criteria
The assessment will be made on the basis of different parameters to be identified from
time to time.
Emphasis will be placed on safety and quality achievement and quality improvement as
demonstrated through the information provided by the applicant.
Assessment Process

screening will become eligible for final assessment and fact-finding exercise. A team of
experts appointed for this purpose would evaluate and assess the applications.
Final Selection
A Jury of experts will recommend winners for the Safety and Quality Awards based on the
evaluation of the written applications and the results of fact-finding exercises.
The final selection will be approved by the Committee formed by the Board of Governors
of the Safety and Quality Forum of IEI.
