PRINCIPAL’S WELCOME NOTE
Welcome to Bidhannagar College, a purely Government Establishment since 1984. It is
among the best of the colleges affiliated to the West Bengal State University and is better
than most of the colleges under any university in the state of West Bengal, given the diversity
of subjects taught and the vibrant modes of learning adopted by the students under the
guidance of inspiring teachers / professors. The prospect of new teachers joining the College,
especially at every turn of planned development, which the College has just reasons to boast
of, adds variety, expertise and commitment to the respective Departments in particular and to
the College in general.
Of the sixteen Departments, three offer PG Courses –three more likely to be added, subject to
final inspection, to the existing three: Anthropology, Botany and Education in addition to
Chemistry, Microbiology and Zoology. Still, there are new initiatives in the offing.
With no space-crunch, no intellectual potentiality-crunch and no lack of initiative, the
College is rich in multi-faceted infrastructure –smart class rooms, regularly enriched
laboratories, museums, upgraded gymnasium, to name only a few.
All we need is an influx of intelligent and sincere students, who are ready to co-operate with
the teachers to get engaged in a vibrant, interactive, teaching-learning process as well as in
the co-curricular activities designed for adjustment, tolerance, socialization –an all-round
development. All intelligent and sincere students stand a good chance here for seeking a
future.
For the students, financial support is there: support from KanyashreePrakalpa, SC/ST/OBC
scholarships, Indira Gandhi Single-Girl-Child Scholarship, the Chief Minister‟s Relief Fund,
National Scholarships for Minority, Rajiv Gandhi National Fellowship for SC/ST students,
Jawaharlal Nehru Memorial Fellowship and the like for the UG, the PG and the Research
Scholars.
For the expansion and development of the College, support comes from the Government in
multiple ways under multiple heads. The Government Development Grant exclusive of UGC,
DST, WBDST and MoFP deserves special mention here.
The story of a student here does not begin and end here with his / her entry and exit; it
continues in a most significant way. A cloud database is under construction right now,
putting on record every important detail of the students‟ progression –their present details and
their future needs and support. They stand ever related to the College, no matter whether their
participation as in some significant event or development programme is auto-inspired or
implored by the alumni community and / or their respective Departments.
Bidhannagar College does all it can to develop a sense of belonging, which is so important
for any community –a community made up of the students, the ex-students, the teachers, the
teaching associates and above all the Principal. Success consists in cohesion; happiness, in
success and intellectual prospect.

• Sprawling campus with an area of about 30351.45 sq. metres and a built up area of
about 2074 sq. meters, including a playground.

• Comprises 2 Buildings: a 3-storied Building and a 6-storied one.

• Post Graduation Courses in Anthropology, Botany and Education are likely to be


introduced shortly, subject to the final inspection.

• The College is to go for CBCS (Choice Based Credit System) form of Education from
the 2018-2019 session, following the instructions and guideline of WBSU, with
Semester form (6 months) of Curriculum Division & Examination.
CHOICE BASED CREDIT SYSTEM (C.B.C.S.)
Following the West Bengal State University‟s guidelines, Bidhannagar College is going for
the Choice Based Credit System from the 2018-19 Academic Session. This is a semester
based academic system that prioritises a student‟s choice and lays emphasis on regular class
hours. Students will be awarded credits on the basis of the courses they take up. One can take
up the burden of credits upto 160, but not below that of 140, to be qualified as an Honours
Graduate. A basic understanding of the C.B.C.S. system can be had through the three tables
that follow. Students should look up the „Rules and Regulations‟ section on the University
website for further details.

About Rs. 4000/- (Rupees Four thousand)* only payable at the time of admission plus Rs.
5000/- (Rupees Five thousand) only as CAUTION DEPOSIT, refundable on verification of

ACADEMIC AND CO-CURRICULAR ACTIVITIES


• The primary goal of the college is to provide all-round education to its students.

• Regularity in terms of attendance is a must for the students. It is a part of the


University curricula.

• Class tests, Mid-Term tests and Selection tests are held to monitor and assess the
performance of the students. These tests are structured according to the format of the
university examinations for the students to perform well in the finals.

• Spacious and well-ventilated classrooms, equipped with black/white-boards provide


the perfect setting for interactive and dynamic teaching and learning.

• Almost all the Departments are equipped with ICT(Information & Communication
Technologies) based Teaching Facilities.

• All Science departments have set up modern laboratories with specialized equipments
or Computer laboratories which enable students to learn more scientifically.

• Excursions and educational tours are organized regularly to help students gain
exposure and practical experience and also to meet the curriculum requirements.

• Students are encouraged to present papers at student-seminars and contribute to the


college magazine and other journals. Besides, the Departments occasionally organise
Invited Lectures, Seminars & Conferences which give the students academic
exposure, as well as research orientation. Such activities also instil in them a
participatory zeal.
• Students are encouraged to participate in different Intra and Inter Institutional /
College Level Competitions. Students have been participating regularly and bringing
success to the college.

Chemistry, have won FIRST PRIZE at the prestigious 22nd CHEMIQUIZ, organized
by Presidency University, Kolkata in January 2018.
• Amarjeet Paul and Kaustav Das Chaklader, first year students of Department of
Physics, have won THIRD PRIZE at the District level competition in West Bengal
State Student Youth Science Fair organized by Government of West Bengal.
• RinitaMazumdar (2nd Year, Department of English) and Pragoto (1st Year,
Department of History), have won first prize at the District level Youth Parliament
Quiz Competition 2017-18 and third prize at the Division level of the same event
organised by the Department of Parliamentary Affairs, Government of West Bengal.
• Sayan Das (2nd Year, Department of Statistics) stood 2nd in the State Level Quiz
Competition organized by Ramkrishna Mission Residential College.

EXAMINATION RULES

• On introduction of CBCS at theHonours Level, University Examination will be held


at the end of each Semester, i.e. After 6 months.

• CBCS guidelines regarding the courses, students‟attendance and examinations are


going to followed strictly before allowing the students to take the examinations.

• If a student is absent from classes without intimation or proper reason for more than
15 days his/her name may be struck off from college rolls.

• A student has to get Library Clearance to sit the University Examinations.

GENERAL GUIDELINES FOR THE STUDENTS


SHOULD

• Always carry the identity card issued by the college.


• Inform the college authorities and the relevant departments in writing about any
change in residential address and /or telephone /mobile number (s).

• Make complaints / grievances / suggestions (if any) and drop them in the “complaint
box” installed in the college office.

• Female students shall use “women‟s grievance box” to register grievance if any or can
lodge complaint to “women‟s grievance cell”.

• Keep the college premise/ class rooms/ laboratories clean.

• Adhere to the rules of college library as well as seminar library of respective


departments.

• Participate in various activities of the college viz. NSS.

• Switch off all lights and fans before vacating a classroom.

• Be on time for classes in match with the time table.

• Behave well with teachers, non-teaching staff & fellow students.

• Apply to the principal through the student‟s section for different requirements
(issuance of certificates, railway concession, identity card etc) well in advance.

SHOULD NOT

• Indulge in any kind of ragging, as it is a punishable offence.

• Smoke & ConsumeAlcoholic beverages in the college campus, as it is strictly


prohibited.

• Use any form of unfair means during the examination.

PROFILE OF THE PRINCIPAL

Madhumita Manna, M. Phil, PhD.

• Dr. Manna‟s is a first class academic career throughout. She is recipient of the
prestigious Jubilee Post Graduate Merit Prize from University of Calcutta for her
B.Sc(Hons) result.
• She carried out her research programme as UGC fellow in one of the premiere
research Institutes of the country, Indian Institute of Chemical Biology, Kolkata and
took her PhD degree from JadavpurUniversity and developed her research career in
the field of Molecular epidemiology of Indian Kala-azar and Genomics of Leishmania
parasites.

• She joined the WBES in 1998, served Bethune College and Barasat Govt. College.
Shejoined the WB Senior Education Service (WBSES) on 7th February, 2017 as the
Principal, Bidhannagar College, Kolkata.

• She is recipient hascompleted several major research projects (DBT, UGC, UGC-
DAEetc) and minor project (UGC) and was project guide for two CSIR SRFs. She has
already guidedthree M.Philstudents. Four Ph.D scholars under her supervision
received their degrees fromJadavpur University and West Bengal Health Science
University. At present, two research scholars are under her guidance, one of them
being an awardee of Jawaharlal Nehru Memorial Fellowship, Govt. of India.

• Dr. Manna has wide publicationsin International and Nationalpeer reviewed, impact
factor journals including journal of Nature Publishing Group. She has been a reviewer
of many reputed journals of Elsevier, Springer and the like.

• Dr. Manna has presented her research works in many National and International
Conferences/ Symposia/Workshop and has visited Italy, Australia, Bangladesh on
academic errands. She is Life Member, All India Cytology and Genetics, India,
Zoological Society, Kolkata, India, Indian Science News Association. Dr. Manna was
also a member of the International Society for Vaccines, USA.

THE LIBRARY

• The College has a Central Library, partly digitalised, located on the ground floor of
the 6-storey annexe. It is stocked with a wide range of Text Books, Reference Books,
Journals& Periodicals.

• The Central Library becomes accessible through OPAC (Online Public Access
catalogue) system by which the user can know about the status of a particular
document.

• The College has the membership of INFLIBNET- NLIST through which accessibility
is possible to more than 97,000 e-Books and over 6000 e-journals.

• Apart from the Central Library, each Department has a Seminar Library of its own. The
students can have access to it through a teacher in charge of the library. They can
borrow books as well.

STUDENTS’ UNION
The Students‟Union of the College, popularly known as the B.N.G.S.U. was
established in 1989 with all regular students as members of the general body of the
Union. The office-bearers of the Union are elected every year by the eligible voters
from amongst the students. The Principal is the ex-officio President of the
Students‟Union. With the co-operation of the Principal and the teachers, Bidhannagar
College Students‟Union organizes events and activities like DHUN, the most awaited
inter-college fest. Activities comprise both the sports and the cultural events. ALAAP
is the welcome party for the freshers where the newcomers get to meet the college
authorities and the staff of the college. The Union also organises events such as
Independence Day, Saraswati Puja, Rabindra Jayanti, Girls‟Common room
tournament, Boys‟common room tournament and Farewell Occasion. Besides,
Bidhannagar College Students‟Union always looks forward to creating new events
and achieving new milestones. The College can boast of a very responsible
Students‟Union by maintaining a healthy link between the students and the College
authorities. It contributes immensely to the academic health of the college.

DISCIPLINARY MEASURES

ANTI-RAGGING COMMITTEE& ANTI-RAGGING SQUAD.

• The College has an Anti–Ragging Committee, actively working under the Visakha
Guidelines and the Anti-Ragging Act of 2005, to prevent any form of ragging within
the college campus, be it physical, psychological or even sexual.

• There is an Anti-Ragging Squad as well, keeping constant watch over the campus, in
order to ensure the prevention of ragging.

• Ragging-related grievances in the campus can be reported in the following ways:


i) Complaint, in writing, can be lodged with the college authority/ the Anti-Ragging
Committee immediately after any untoward incident.
ii) Complaint can be lodged with the UGC, through the National Anti-Ragging Help

SUMMARY OF UGC REGULATIONS ON CURBING THE MENACEOF RAGGING IN


HIGHER EDUCATIONAL INSTITUTIONS, 2009.

1. PREAMBLE: In view of the directions of the Hon‟ble Supreme Court IN THE MATTER OF “University of
Kerala v/s Council, Principals, Colleges & Others” in slip n0. 24295 of 2006 dated 16-05-2007 and that dated
8.05.2009 in civil appeal number 887 of 2009 and in consideration of the determination of the Central Government
and the University Grants Commission to prohibit, prevent and eliminate the scourge of ragging.
2. OBJECTIVE: To eliminate ragging in all its forms from universities, deemed universities and other higher
educational institutions in the country by prohibiting it under these Regulations, preventing its occurrence and
punishing those who indulge in ragging as provided for in these Regulations and the appropriate law in force.
3. WHAT CONSTITUTES RAGGING: Ragging constitutes one or more of any of the following acts:
a) Any conduct by any student or students whether by words spoken or written or by an act which has the effect of
teasing, treating or handling with rudeness a fresher or any other student.
b) Indulging in rowdy or indisciplined activities by any student or students which causes or is likely to cause
annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any
other student.
c) Asking any student to do any act which such student will not in the ordinary course do and which has the effect of
causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche
of such fresher or any other student.
d) Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a
fresher.
e) Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual
or a group of students.
f) Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students g)
Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene
and lewd acts, gestures, causing bodily harm or any other danger to health or person;
h) Any act or abuse by spoken words, emails, post, public insults which would also include deriving perverted
pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other
student.
i) Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent
to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other
student.
4. MEASURES FOR PROHIBITION OF RAGGING: There are a number of such measures at institution level,
University Level, District level etc. Some of them that are important for students to know are as follows:
i) No institution shall permit or condone any reported incident of ragging in any form; and all institutions shall take
all necessary and required measures, including but not limited to the provisions of these Regulations, to achieve the
objective of eliminating ragging, within the institution or outside.
ii) All institutions shall take action in accordance with these Regulations against those found guilty of ragging and/or
abetting ragging, actively or passively, or being part of a conspiracy to promote ragging.
iii) Every public declaration of intent by any institution, in any electronic, audiovisual or print or any other media, for
admission of students to any course of study shall expressly provide that ragging is totally prohibited in the institution,
and anyone found guilty of ragging and/or abetting ragging, whether actively or passively, or being a part of a
conspiracy to promote ragging, is liable to be punished in accordance with these Regulations as well as under the
provisions of any penal law for the time being in force.
iv) The telephone numbers of the Anti-Ragging Helpline and all the important functionaries in the institution,
including but not limited to the Head of the institution, faculty members, members of the AntiRagging Committees
and Anti-Ragging Squads, District and SubDivisional authorities, Wardens of hostels, and other functionaries or
authorities where relevant, shall be published in the brochure of admission/instruction booklet or the prospectus.
v) The application for admission, enrolment or registration must be accompanied by an Anti Ragging affidavit signed
by a student in a prescribed format and another Anti Ragging Affidavit signed by a Parent/Guardian. (Both these
Affidavits can be downloaded from the Web)
vi) Any distress message received at the Anti-Ragging Helpline shall be simultaneously relayed to the Head of the
Institution, the Warden of the Hostels, the Nodal Officer of the affiliating University, if the incident reported has taken
place in an institution affiliated to a University, the concerned District authorities and if so required, the District
Magistrate, and the Superintendent of Police, and shall also be web enabled so as to be in the public domain
simultaneously for the media and citizens to access it.
vii) On receipt of the recommendation of the Anti Ragging Squad or on receipt of any information concerning any
reported incident of ragging, the Head of institution shall immediately determine if a case under the penal laws is
made out and if so, either on his own or through a member of the Anti-Ragging Committee authorised by him in this
behalf, proceed to file a First Information Report (FIR), within twenty four hours of receipt of such information or
recommendation, with the police and local authorities, under the appropriate penal provisions.
viii) The Commission shall maintain an appropriate data base to be created out of affidavits, affirmed by each student
and his/her parents/guardians and stored electronically by the institution, either on its or through an agency to be
designated by it; and such database shall also function as a record of ragging complaints received, and the status of the
action taken thereon.
ix) The Commission shall include a specific condition in the Utilization Certificate, in respect of any financial
assistance or grants-in-aid to any institution under any of the general or special schemes of the Commission, that the
institution has complied with the anti-ragging measures.
x) Any incident of ragging in an institution shall adversely affect its accreditation, ranking or grading by NAAC or by
any other authorised accreditation agencies while assessing the institution for accreditation, ranking or grading
purposes.
xi) The Commission may accord priority in financial grants-in-aid to those institutions, otherwise eligible to receive
grants under section 12B of the Act, which report a blemishless record in terms of there being no reported incident of
ragging.
5. ADIMINISTRATIVE ACTION IN THE EVENT OF RAGGING: The institution shall punish a student found
guilty of ragging after following the procedure and in the manner prescribed here in under:
i) The Anti-Ragging Committee of the institution shall take an appropriate decision, in regard to punishment or
otherwise, depending on the facts of each incident of ragging and nature and gravity of the incident of ragging
established in the recommendations of the Anti-Ragging Squad.
ii) The Anti-Ragging Committee may, depending on the nature and gravity of the guilt established by the Anti-
Ragging Squad, award, to those found guilty, one or more of the following punishments, namely;
a) Suspension from attending classes and academic privileges.
b) Withholding/ withdrawing scholarship/ fellowship and other benefits.
c) Debarring from appearing in any test/ examination or other evaluation process.
d) Withholding results.
e) Debarring from representing the institution in any regional, national or international meet, tournament, youth
festival, etc.
f) Suspension/ expulsion from the hostel.
g) Cancellation of admission.
h) Rustication from the institution for period ranging from one to four semesters.
i) Expulsion from the institution and consequent debarring from admission to any other institution for a specified
period.
j) Provided that where the persons committing or abetting the act of ragging are not identified, the institution shall
resort to collective punishment.
k) An appeal against the order of punishment by the Anti-Ragging Committee shall lie
i) in case of an order of an institution, affiliated to or constituent part, of a University, to the Vice-Chancellor of the
University;
(ii) in case of an order of a University, to its Chancellor.
(iii) in case of an institution of national importance created by an Act of Parliament, to the Chairman or Chancellor of
the institution, as the case may be.
l) Where in the opinion of the appointing authority, a lapse is attributable to any member of the faulty or staff of the
institution, in the matter of reporting or taking prompt action to prevent an incident of ragging or who display an
apathetic or insensitive attitude towards complaints of ragging, or who fail to take timely steps, whether required
under these Regulations or otherwise, to prevent an incident or incidents of ragging, then such authority shall initiate
departmental disciplinary action, in accordance with the prescribed procedure of the institution, against such member
of the faulty or staff. Provided that where such lapse is attributable to the Head of the institution, the authority
designated to appoint such Head shall take such departmental disciplinary action; and such action shall be without
prejudice to any action that may be taken under the penal laws for abetment of ragging for failure to take timely steps
in the prevention of ragging or punishing any student found guilty of ragging.

COMMITTEES FOR OTHER COMPLAINTS:

• An Internal Complaints Committee has been set up under the Teacher‟s Council for
dealing with the complaints filed under the Sexual Harassment of Women at Work
place under Prevention, Prohibition and Redressal Act, 2013. Complaints may be
lodged in person to the Convenor of the Committee or through dropbox or e-mail. (of
the College).

• The College has also constituted a Gender Sensitization Committee. Complaints may
be lodged in person to the Convenor of the Committee or through dropbox or e-mail.
(of the College).

NATIONAL SERVICE SCHEME (NSS)

• An active and dynamic National Service scheme (NSS) unit consisting of 1st Year &
2nd Year B.A/ B.Sc students participates in various socially relevant programmes like
Blood donation camp, Local community visit etc. It also conducts several awareness
programmes throughout the year.

PSYCHOLOGICAL COUNSELLING CELL

• The college has set up a Psychological Counselling Cell to provide the students
with psychological assistance or support in case of their needs.
• A qualified and experienced clinical psychologist cum counsellor provides
necessary guidance to both students and staff.

OTHER FACILITIES

• Different types of financial aids/ scholarships can be availed by meritorious students


representing Minority and /or financially challenged sections of the society. These

Bengali and English.

Canteen
A spacious canteen is located adjacent to the College playground. Healthy and
tasty food is available at a subsidised rate.

Sports & Gymnasium

• The college campus includes a large playground with an area of 7200 sq. ft.

• Facilities for both Indoor and Outdoor games are available in the college duly
monitored by a qualified Physical Instructor.

• Every year Annual Sports is organised in the College where both the students as
well as Teaching and Non-Teaching Staff participate in different types of events.

• Students of the College are encouraged to participate in different kinds of sporting


events at the Inter-College Level, District Level, State Level and National Level.
• A newly built gymnasium, equipped with advanced fitness machines is in regular

• All the 1st Year students of B.A & B.Sc. undergo a „Basic Computer Course‟in
the College premise at a subsidised rate through NIELIT under IECT (
Information Electronics & Communication Technology ) scheme of the
Government of India .

• The students of the College can secure medical treatment from Students‟Health
Home under the Govt. of West Bengal at a subsidized cost.

• A Career Counselling Cell under the Teachers‟ Council regularly functions and
