HANDLING OF VVIP FLIGHT MOVEMENT

C1.7 Duty Radar Engineer shall ensure that all equipment including radar, VHF radio
frequencies and ground communication channels are available in serviceable
condition and standby systems are available in the event of failure of primary
facilities.
C1.8 CTO / Duty Engineer, ECR shall ensure that all equipment in the control tower
including VHF radio frequencies and ground communication channels, DVOR /
DME, ILS/TDME are available in serviceable condition. Also the stand by
systems are available in the event of failure of primary facilities.
C1.9 O I/C E&M shall ensure the serviceability of the airfield ground lighting system.
Alternate stand by arrangements are to be kept readily available in the event of
the failure of primary system.
C1.10 MTO and CFRO are to ensure that all available Fire tenders, RIV, Ambulances
are in serviceable conditions and kept in complete readiness to meet any
emergency.
C1.11 Air Movement PAF Base, Lahore shall be responsible for the handling, Parking
and provision of logistics for the VVIP aircraft being parked on PAF tarmac / old
apron.
C2. VVIP FLIGHT ARRIVING AT AND DEPARTING FROM ANY AIRPORT LOCATED
WITH IN LAHORE FIR
C2.1 Chief Operation Officer shall be responsible for the efficient and smooth handling
of VVIP flight.
C2.2 Radar Facility Chief shall position himself in the Area Control Center, Operation
room and supervise the handling of VVIP flight. He shall also ensure that all ATS
positions are properly manned.
C2.3 Team Leader shall be responsible for
C2.3.1 making available all the necessary information including latest
meteorological data and airfield data of AIIAP, Lahore and alternate
aerodromes. This also includes the status of enroute, destination and
alternate aerodrome navigational aids.
C2.3.2 for dissemination of information regarding the VVIP flight to personnel
listed in the Proforma for VVIP flight transiting Lahore FIR (CAAF – 019
– LAAT – 1.0)
C2.3.3 Team Leader shall raise a request for latest enroute, destination and
alternate aerodrome meteorological data to the local meteorological
office through AFTN message / telephone, as appropriate stating the
time of flight, route of flight, flight levels to be flown.
C2.3.4 for origination of VVIP message on AFTN upon completion of VVIP
Movement as per specimen given at Annexure - B
C2.6 Duty Radar Engineer shall ensure that all equipment including radar, VHF radio
frequencies and ground communication channels are available in serviceable
condition and standby systems are available in the event of failure of primary
facilities.
C2.7 In the event that AIIAP is filed as alternate aerodrome, all actions mentioned in
C-1 shall be followed.
C3. VVIP FLIGHT TRANSITING THROUGH LAHORE FIR
C3.1 Chief Operation Officer shall be responsible for the efficient and smooth handling
of VVIP flight.

C3.2 Radar Facility Chief shall position himself in the Area Control Center, Operation
room and supervise the handling of VVIP flight. He shall also ensure that all ATS
positions are properly manned.
C3.3 Team Leader shall be responsible for
C3.3.1 making available all the necessary information available including latest
meteorological data pertaining to the route of the flight.
C3.3.2 for raising a request for latest enroute, destination and alternate
aerodrome meteorological data to the local meteorological office
through AFTN message / telephone, as appropriate stating the time of
flight, route of flight, flight levels to be flown.
C3.3.3 making available in coordination with the Duty Engineer, Radar
Engineering a tape recorder for recording of goodwill message in case
the transiting VVIP wishes to convey any goodwill message.
C3.3.4 for dissemination of information regarding the VVIP flight to personnel
listed in the Proforma for VVIP flight transiting Lahore FIR (CAAF – 019
– LAAT – 1.0).
C3.3.5 for taking actions for disposal of goodwill message as described in para
D9.
C3.3.6 for preparing a goodwill message telex as per specimen given at
Annexure – A.
C3.3.7 for origination of VVIP message on AFTN upon completion of VVIP
Movement as per specimen given at Annexure - B
C3.6 Duty Radar Engineer shall ensure that all equipment including radar, VHF radio
frequencies and ground communication channels are available in serviceable
condition and standby systems are also available in the event of failure of
primary facilities.
C3.6 Duty Engineer, Radar Engineering on receipt of information of such flight shall
install a tape recorder at the appropriate position for the recording of goodwill
message from the VVIP.
C3.7 In case of receipt of good will message actions shall be initiated for the disposal
of good will message as described in para D.9
D. DESCRIPTION:

D1. HANDLING OF VVIP FLIGHT:


D1.1 VVIP flight shall be handled in accordance with the instructions contained in AIP
Pakistan ENR 1.1.3 i.e. Special Air Traffic Service Procedures for VVIP Flights
(Air Traffic Restrictions), CAAO No. 6-2 dated 18-12-87 regarding handling of
VVIP/ VIP flights and other instructions issued on the subject from time to time.
D1.2 No VFR operation will be allowed during the period VVIP flight is expected to
operate within Lahore Control Zone ( CTR ).
D1.3 AIIAP will be closed for all operations for the period specified in AIP Pakistan
ENR 1.1.3 during arrival/departure of the VVIP aircraft or any other period
specified by the Airport Manager. These timings are subject to revision. The
exact time of closures of Airfield will be notified through NOTAM by COO Lahore,
in consultation with the Airport Manager.
D1.4 Runways, Taxiways and Apron shall be inspected at least 30 minutes prior to
arrival/departure of the VVIP flight by Manager airside, Lahore Airport.
D2. PARKING OF VVIP AIRCRAFT

D2.1 AIIAP, TERMINAL


D2.1.1 The VVIP aircraft shall be parked on stand No. 6 whereas stand No. 5 &
7 shall be kept vacant. In case aircraft is required to be parked on
remote stands, parking will be done in consultation with Chief Operation
Officer or Manager Airside.
D2.2 PAF TARMAC / OLD APRON
D2.2.1 Necessary coordination shall be effected with the Air Movement, PAF
Base, Lahore for the parking of VVIP aircraft at the PAF tarmac / old
apron.
D3. NOISE-ABATEMENT
D3.1 Engine run-up at the airport will not be allowed during the arrival / departure of
the VVIP flight.
D3.2 Training flights if any shall be instructed to hold outside control zone 15 minutes
before the arrival / departure of the VVIP flight. No practice over-shoot, missed
approach, touch and go landing during the VVIP’s at the airport will be permitted.
D3.3 Movement of the ground handling equipment shall be kept to the barest
minimum.
D4. POSITIONING OF FIRE TENDERS ( CRASH VEHICLES ) & AMBULANCES:

D4.1 Team Leader Fire shall ensure that Fire and First Aid Crew are in their respective
positions of duty and remain absolutely vigilant and alert.
D4.2 CFRO shall arrange a neatly dressed marshaller to be present at the VVIP bay,
15 minutes prior to the arrival of VVIP flight. Coordination for parking be effected
with Duty Aerodrome Controller.
D4.3 CFRO will ensure the availability of serviceable FOLLOW-ME-VAN required to
escort the positioning of CFR vehicles from VVIP aircraft.
D5. SECURITY ARRANGEMENTS:

D5.1 The overall responsibility for security of VVIP is that of Provincial Police (Special
Branch).
D5.2 Police Security Staff deployed on the side of runway / taxiways shall be fully
briefed by Duty Manager Airside and dropped by police transport. For this
purpose the police transport will report at Satellite Fire Station and from there a
CAA R/T fitted vehicle will guide and ensure that the deployment is not pre-
judicial to the safety of aircraft.
D5.3 The police security staff deployed along the runways/taxiways shall not leave the
positions of deployment after the VVIP has landed or airborne until coordinated
through Control Tower/Fire Station.
D5.4 No person or vehicles other than those on duty shall be permitted to enter the
restricted areas.
D5.7 CAA Vigilance Incharge shall be responsible to obtain security passes for CAA
duty personnel well in advance whereas all other agencies shall obtain security
passes at their own arrangements.
D5.8 All duty personnel must be in possession of their Identity Cards and Security
Permits issued by the Special Branch in addition to Airport Functionary Passes.
D5.9 It may be ensured that no vehicular movement takes place on the apron within
the cordoned area during the VVIP movement.

D5.10 VVIP Gate shall be opened at least one hour before the arrival / departure of the
VVIP.
D5.11 Police shall ensure that the approach road to airport is kept clear for
incoming/outgoing passenger’s movement.
D5.12 In the event, that VVIP aircraft is being parked at PAF tarmac / old apron, the
responsibility for the provision of security shall lie with PAF Base, Lahore.
D6. AIRFIELD CERTIFICATE:
G. M. Works (Civil) CAA, or his representative shall be responsible to render
serviceability certificate of movement area to COO, at least 2 hours before the arrival /
departure of VVIP.
D7. SERVICEABILITY STATUS POWER SUPPLY:
GM E&M, CAA, or his representative shall be responsible to render serviceability
certificate of standby power supply generators installed at various sites of airport to CTO,
CAA, Lahore Airport, well before the arrival and departure of VVIP movement. The
generator supply will be provided 30 minutes before ETA of VVIP flight.
D8. MEDICAL ASSISTANCE :
Airport Health Officer is required to be present personally at the Satellite Fire Station at
least 30 minutes before the arrival/departure. The airport Health Officer must be fully
equipped and prepared to deal effectively and timely with any medical emergency during
the period.
D9. DISPOSAL OF GOODWILL MESSAGE
D9.1 The goodwill message received shall be transmitted on AFTN as per format
given at Annexure – A.
D9.2 Text of the goodwill message shall also be entered in the Team Leader log book
for future reference.

This SOP is issued with the approval of Airport Manager, JIAP Karachi and shall be
implemented with effect from 15 th July 2010. This SOP supersedes any other SOP
issued previously in this regard.
