2.4 No technical details of any nature shall be included in the offer. If the offer contains
any technical deviations or clarifications or stipulates any technical specifications
(even if in line with the MR requirements), the offer shall be liable for rejection.
However, for items where he has entered into MOU with EIL, he may state that the
deviations are as per MOU with EIL.
2.5 The submission of prices by the vendor shall be construed to mean that he has
confirmed compliance with all technical specifications of the corresponding item(s).
2.6 Ensure that unit rates for addition/deletion, as per S. No. 6 of MR have been quoted.
A bidder may seek clarifications regarding the bidding document provisions, bidding
process and/ or rejection of his bid. EIL shall respond to such requests within a
reasonable time.
Scope of Work/Supply shall be in-line with requisition and Clause 1.0 of this
specification. However, brief details of modifications work and vendor’s detailed scope
of work/supply for revamp columns shall be as below:
Under present revamp, existing Valve Trays #1 to 20) are to be replaced with 26 nos.
of ECMD trays in 2100 ID portion. Existing tray support rings and bolting bars to be
modified/ utilized, as required and to the extent possible to suit the ECMD tray design
which shall be provided to the successful vendor.
Detailed vendor’s scope of work for this column includes but not limited to
Fabrication, Supply of Support ring segments and Installation of the same along with
ECMD trays as detailed below:

Under present revamp, all the existing tray #1-30 shall be replaced with new trays with
changed geometry. Vendor’s broad scope of work and supply for this column is as
detailed below:

changed geometry. Vendor’s broad scope of work and supply for this column is as
detailed below:
Under present revamp, existing Valve Trays #1 to 80 are to be replaced with 100 Nos.
of ECMD trays in 2400 ID portion. Existing tray support rings and bolting bars to be
modified/ utilized, as required and to the extent possible to suit the ECMD tray design
which shall be provided to the successful vendor.
Vendor’s broad scope of work for this column includes but not limited to
Fabrication, Supply of Support ring segments and Installation of the same along with
ECMD trays as detailed below:
i) Fabrication, Supply of Support ring segments for 100 Nos. of ECMD trays of
MOC SA516 Gr.60/70. Support ring segments may be considered 65mm wide
and 12 mm thick for bidding purpose.
ii) The existing 80 Nos. of trays and associated Internals in this column shall be
dismantled & removed.
iii) Existing TSRBB segments which are not utilized shall be cut and removed
leaving a maximum projection of 7mm from ID of column wall.
iv) Welding of new Support ring segments with column wall.
v) Installation of New ECMD trays (typical thickness 2.6 mm) and associated
internals supplied as free issue material to vendor.

Under present revamp, existing tray #1-8 in 1200 mm ID zone (top zone) shall be
retained without any modification. Vendor’s broad scope of work and supply for this
column is as detailed below:
i) Existing trays in tray section #9-28 (Total 20) shall be dismantled and
removed.
ii) Existing support ring segments which are not utilized shall be cut and removed
leaving a maximum projection of ~8-10mm from ID of column wall.
iii) Welding of new Support ring segments and bolting bars for trays #9-36 (Total
28) with modified tray spacing and down comer widths with column wall as per
drawing. There is no change in column height.
iv) Installation of New trays (Total 28 Nos.) and associated internals supplied by
vendor.
Under present revamp, existing bundles of the cartridge trays are required to be
replaced with new bundles of the cartridge trays. Details of new design of trays are
furnished in the form of Mechanical details of trays. Minor modification in the
attachments shall be carried out by vendor before installation of new bundles of the
cartridge trays.
4.0 SPARES
4.1 Constructional & Operational Spares as per clause 7.0 of EIL specification No. 6-14-
0008 shall be supplied by vendor as spares. The price of above spares shall be
included in base price.
4.2 In addition to above, following plates shall also be supplied as mandatory spares, for
respective Column Nos. (Location):
5.1 For columns engineered by EIL, all the valves shall be anti-spin type, round & floating.
The detail of valve is provided elsewhere in the MR.
5.2 Vendor to ensure that components of Trays & Tower Internals pass through manhole
ID indicated on the existing drawing minus 12 mm.

9.2 Trial assembly of one tray of each type and size shall be carried out as floor mock-up
inside the fabricator’s shop. Trial assembly shall be witnessed by Client/EIL/TPIA
representative.
9.4 Client/EIL/TPIA shall have free entry to the Vendor's shop at all times where and while
the work is being performed. The Vendor shall offer the inspectors all reasonable
facilities to satisfy them that the materials are being furnished in accordance in
accordance with the specifications.
9.5 Vendor shall prepare a detailed ITP based on the EIL-ITPs for Shop / Site activities
and obtain Client/EIL/TPIA approval.
9.6 Vendor shall notify the Client/EIL/TPIA sufficiently in advance of any fabricating
operations to permit the TPIA to arrive at the Vendor's shop.
10.1 Trays shall be packed in polythene lined wooden cases by the vendor as per EIL
standard for Critical Aspects of Packing, Marking & Shipping Specification for Trays/
Tower Internals (Specification No. 6-14-0009). All components shall be marked with
proper Item Nos. to facilitate identification at site and same shall be as per vendor’s
duly approved General Arrangement Drawings. It will be, however, vendor’s
responsibility to ensure that the packing of trays is adequate for the mode of
transportation actually to be adopted.
10.2 Vendor shall recommend guidelines for safe storage of equipment/items at site for the
period of 6 months or till completion of job as per execution plan, whichever is later.
Equipment/items shall normally be stored at site in the original boxes as supplied by
the vendor, under covered hard stand.
Following is a broad list of activities to be carried out by vendor at site. Any other work
not specifically listed but required for completion of job shall also be in vendor's scope.
11.1.1 Survey of column inside and checking the levelness of support rings, cleats, location
of bolting bars to ensure that the same are as per column drawings and within
tolerances specified in Standard 7-14-0001. In case these are not within permissible
tolerances, the same shall be reported to Engineer-in-Charge for necessary
rectification/modification. If desired by Engineer-in-Charge, the same may have to be
carried out by contractor to the satisfaction of Engineer-in-Charge.
11.1.2 Installation of Trays as per Installation Procedure 6-14-0003 and strictly as per
General Arrangement Drawings for each column under surveillance and stage-wise
inspection of Engineer-in-Charge. All requirements of the drawings shall be complied
with in totality.

11.1.3 Carrying out minor adjustments, modifications, seal welding of Chimney Trays, seal
plates etc. wherever specified/necessary during Installation.
11.1.4 Checking of installed Trays and filling of "Installation Reporting Formats" and getting
these counter checked by Engineer-in-Charge as per "Specification for Review of
Installation of Column Internals". These shall be submitted to Engineer-in-Charge.
1. Exhaust fan at the column to free it of welding gases, fumes etc. before entry of
EIL-specialist into the column.
3. Rope ladder inside the column in case Trays are not easily approachable from
column manhole.
4. Any other Access platform and ladders required temporarily for access on
certain portions in addition to permanent platforms/ladders provided by others.
5. Suitable scaffolding and other inspection aids required inside the column.
7. Hose pipe connection etc. for supply of water and Teflon tape for sealing
threaded joints.
11.1.6 Carrying out various leak tests for Seal Pans/Chimney Trays etc. as per requirements
of drawings/specifications. These shall be witnessed by Engineer-in-Charge.
11.1.7 Attending to Punch List points provided by specialists and carrying out necessary
rectifications/ modifications.
11.1.8 After inspection of the Trays/Tower Internals by vendor and Engineer-in-Charge, same
shall be inspected by EIL-SME Specialist, Licensor and/or Owner, before final box-up.
11.2.1 All column interior walls, debris etc. shall be cleaned thoroughly prior to installation
work.
11.2.2 All carbon steel components shall be cleaned to remove rust preventive coating.
11.2.3 All consumables like electrodes etc. shall be in the scope of vendor. All welding shall
be done by qualified welders only. The electrodes/filler material to be used shall be
compatible with the metallurgy of component and shall be used only after prior
approval of Engineer-in-Charge.
11.2.4 It shall be ensured that trays are not used as working platform inside the column. Any
damage caused to these shall be repaired / replaced by contractor free of charge.
11.2.5 While installing the tray decks, vendor shall ensure that valves fitted in the tray decks
are not damaged during handling/installation of trays inside column. All valves shall be
checked for verticality of valve legs so that they do not come out on lifting. Damaged

11.2.6 For Welding Procedure Specification (WPS) and Safety, Health & Environment refer
EIL specification no. 6-14-0008.
11.3 For all the locations where welding of new TSR, Bolting Bars and Support Cleats with
the column shell is to be carried out in the Carbon Steel portions of Columns,
Hydrogen Diffusion Treatment shall be carried out prior to welding of new TSR,
Bolting Bar and Support Cleats as per following procedure:
After taking clearance for the satisfactory completion of the Hydrogen Diffusion
Treatment from Engineer-In charge, welding of the attachments shall be carried out
as per following procedure:
i) Preheating shall be carried out upto a temperature of 100 degree C on the areas
where welding is to be carried out.
ii) Welding of the attachments shall be started after attaining the required
temperature.
iii) After completion of the welding, heating shall be carried out upto a temperature
of 350 degree C and holding time on this temperature shall be 3 Hours.
iv) Cooling the area to room temperature shall be done under cover Insulation.
