SUBJECT : AFFIDAVIT-COMPLAINT EXECUTED BY FELIX B. ASTRERO

AND RODOLFO B. ASTRERO OF RANIAG, RAMON, ISABELA
AGAINST BARANGAY CAPTAIN RECARDO MENCIAS

This has reference to the above subject matter. A perusal of the allegations in
the affidavit-complaint show that this Office do not have jurisdiction over the issue
raised by the complainants.

The act complained of pertains to the alleged conversion of Recardo Mencias of

the portion of the lot owned by Felix B. Astrero and Rodolfo B. Astrero for his mining
business which was the subject of conditional sale executed on 5 March 2015 between
the former and the complainants without the knowledge and consent of the latter.

As a specialized bureau of the DENR having jurisdiction over mining activities, we

are forwarding the complaint-affidavit together with the attached supporting
documents.
