LINKS BETWEEN ISIS

AND THE BENGALI MUSLIM / ‘ROHINGYA’

MILITANT / TERRORIST GROUPS
by Rick Heizman, June 5, 2019

Yesterday, June 4, 2019, an article appeared on Irrawaddy which was about a talk given by
Sidney Jones on May 30, 2019, in Bangkok. Ms. Sidney Jones is a security expert and
director of the Institute for Policy Analysis of Conflict (IPAC). She made some statements that
have ruffled the feathers of many observers, including myself. She stated:

“There is no link that we know of between ISIS and Rohingya.”

With all due respect, Sidney Jones, are you crazy? Let’s start here:

• ISIS leader Abu Bakr Al-Baghdadi twice

mentioned Burma, as far back as 2014, in an
audio recording of a speech released on July 1,
2014, two days after the announcement of the
Islamic State.

• “So raise your ambitions, Oh soldiers of the

Islamic State! For your brothers all over the
world are waiting for your rescue, and are
anticipating your brigades. It is enough for you to
just look at the scenes that have reached you
from Central Africa, and from Burma before that.
What is hidden from us is far worse."

• He added: "Because terrorism is to disbelieve in those slogans and to believe in Allah. Terrorism
is to refer to Allah's law for judgment... terrorism is to refuse humiliation... Terrorism is for the
Muslim to live as a Muslim, honorably with might and freedom. Terrorism is to insist upon your
rights and not give them up... But terrorism does not include the killing of Muslims in Burma and
the burning of their homes... All this is not terrorism. Rather it is freedom, democracy, peace,
security, and tolerance!”

THREATS FROM TERRORIST MAGAZINES

For some years, up until 2016 / 2017, ISIS, al-Qaeda, Taliban and other Islamic terrorist
groups, had been issuing English language magazines online, with slick graphics and
presentation, extolling their violent jihad activities around the world. These magazines had
articles with photos and diagrams on how to make various kinds of bombs, how to make
chemical weapons, how to kill with knives, how to ambush, etc. And, these magazines were

1
more and more mentioning Burma/
Myanmar, Arakan, and Buddhists, and
calling for total jihad against the Buddhist
people of Arakan as well as all of Burma,
and even all Buddhists in Bangladesh,
Thailand, Indonesia, Sri Lanka, etc. The
main magazines were: ‘RUMIYAH’, and
‘DABIQ' both from ISIS, ‘INSPIRE’ from
al-Qaeda in the Arabian peninsula and
‘RESURGENCE’ from al-Qaeda in the
Indian Subcontinent.

From ISIS magazine DABIQ, issue 14, April 2016.
Dabiq magazine interviews Shaykh Abū Ibrāhīm al-Hanīf, the Amīr of the Khilāfah’s
soldiers in Bengal.

DĀBIQ: How are you planning to aid the weak and oppressed Muslims in the region,
especially those of Burma?

SH. ABŪ IBRĀHĪM: “The Muslims in Burma have been oppressed by the mushrik Buddhists
for a long period of time (mushrik is a derogatory term for ‘idol worshippers’). Our hearts are
with them and we believe it is a duty upon us to help them and support them in every
possible way. And we will begin launching operations within Burma once we’ve reached the
capability to do so. However, we believe it will be more effective to strengthen the jihād front
in Bengal first before fully moving into Burma, as fighting the nearer murtaddīn (another
derogatory and intolerant term used to denigrate more tolerant Muslims) takes precedence
over fighting the farther enemy.”

Allah said, “O you who have believed, fight those adjacent to you of the kuffār
(same meaning as infidel, but even more hateful and intolerant)
and let them find in you harshness.
And know that Allah is with the righteous.”

The kafir (derogatory, intolerant term for non-muslim) regime in Burma can only be fought
effectively after we bring an end to the apostate Bengali regime. And Allah knows best.”

(This photo is used in this article, and labeled: a Burmese Buddhist. It

may very well be photo-shopped, or it is a child monk holding a toy gun
that belongs to a kid in the village. Burmese people, including monks, do
not have access to guns at all. It is obvious to the non-Muslim world that
this photo is the polar opposite of the kind of photo that would represent
a Burmese Buddhist. But, it is common to see Muslim kids in any Muslim
country, with real weaponry, posing, training, shooting, or threatening.)

DĀBIQ: Can you explain the importance of Bengal to the Khilāfah (Caliphate) and its jihād
globally?

SH. ABŪ IBRĀHĪM: “Bengal is an important region for the Khilāfah and the global jihād due
to its strategic geographic position. Bengal is located on the eastern side of India, whereas
Wilāyat Khurāsān (Afghanistan and Pakistan areas) is located on its western side. Thus,
having a strong jihād base in Bengal will facilitate performing guerilla attacks inside India
simultaneously from both sides and facilitate creating a condition of tawahhush
(Management of Savagery - carrying out a campaign of constant violent attacks to exhaust
the ability and will to maintain authority, allowing chaos - or ‘savagery’ - to ensue. Extreme
violence is emphasized.) in India along with the help of the existing local mujāhidīn there,
until the soldiers of the Khilāfah are able to enter with a conventional army and completely
liberate the region from the mushrikīn, after first getting rid of the Pakistani and Afghani
regimes. Also, jihād in Bengal is a stepping-stone for jihād in Burma as already mentioned.”

From ISIS magazine RUMIYAH, issue 2, Sept 2016.

Operations in Bengal
In a fanciful ‘map of achievements’ in 2016, the
following are noted and praised:
• Buddhist monk targeted in Bandarban
• Buddhist party leader killed by knife
• Hindu monk killed by knife
• Christian eliminated in Bonpara Village
• Hindu temple curator critically wounded
• Inghimasi operation by 5 Mujahideen leaves 22
crusaders killed and more than 50 injured
(with the tactic known as inghimasi the mujahideen
deliberately aim to stay alive and kill as many infidels
as they can before detonating their suicide vests.)
• Crusader-Ally citizen (Japanese) eliminated by gun
• Italian crusader eliminated with a silenced pistol
• Director of Bahai (a peaceful and tolerant non-
Islamic religion founded and now banned from Iran)
critically wounded in Rangpur
• Atheist propagandist killed by knife attack
• Rafidi (derogatory term used by Sunni muslims referring to Shiite Muslims) temple targeted
bringing down multiple dead and wounded
• Explosion at the Dalan Rafidi Temple kills and injures 100 Rafidah
• Italian missionary critically wounded
• Istishhadi (suicide bomber) operation with explosive belt targets a worship place of Qadiani
(derogatory term for Ahmadiyya Muslim minority)

The Revival of Jihad in Bengal by Abu Abdir-
Rahman Al-Banghali
May Allah bless the mujāhidīn in Bengal, support them,
and grant them continuous success so that they may
become a source of strength and support for the
oppressed Muslims in both Bengal and Burma. May
Allah unite the ranks of the Muslims in every region
under the shade of the Khilāfah.

From Tehreek-e-Taliban Pakistan (TTP) which

declared allegiance with ISIS. From a speech in
February 2, 2013 by spokesman Ehsanullah Ehsan, in
a radio broadcast to the Bengali Muslims (Rohingya) in
Arakan:

"I address Myanmar's youth: take up the sword and kill in the path of God. No doubt, God is
with us. Our centers, our resources, our training, our people, everything is available to provide
to you."

THE COLLAPSE OF ISIS IN THE MIDDLE EAST WILL UNDOUBTABLY LEAD TO A

MUCH LARGER ISIS THREAT IN ASIA
It doesn’t really matter whether there is a particular link between ISIS, al-Qaeda, Taliban,
or others, and the Bengali Muslims / Rohingya / ARSA, RSO, or other militant terrorist
groups. Allegiances change, groups splinter, change leadership, merge, etc. But, they
generally have common cause - the establishment of Islamic domination, and the
extermination of all others.
