Energy management: can culture improvement
drive better behaviour?
Energy management is increasingly a focus for
organisations, driven by fluctuating energy prices and the
need to meet climate change targets.
Changing behaviour is a big challenge that needs to be
overcome if we are to fully improve energy management
in organisations.
Unlike traditional behavioural interventions, which focus
on changing the individual (such as through training),
Hearts and Minds targets the organisational culture.
Understanding your energy culture is a proven workshop-
based tool to help you understand your company's
'energy culture' ('how we do things around here')
and identify how to improve.
It includes a short questionnaire to help measure the
existing culture – and to see what better culture looks like
– and exercises to discuss how to improve and move the
organization up the 'culture ladder'.

Welcome to the Energy Institute (EI) Publications catalogue
The technical good practice we develop through the Technical Work Programme is used and referenced in over 100 countries, with
an EI publication being downloaded on average once every half an hour. In 2017 we produced over 50 publications and a couple of
technical videos on hazards to the environment - invaluable digital tools for raising operator awareness.

Our publications are relevant to energy professionals across many sectors, from upstream oil and gas to downstream operations,
thermal power generation and offshore renewables. They cover a broad range of themes including petroleum product storage and
distribution, health, environment, testing methodology, measurement, human factors, process safety and asset integrity. Some of the
titles we publish are also relevant to other industries, such as the series Guidance on meeting the expectations of EI Process safety
management framework.

Our titles are steered and produced by an extensive array of international energy professionals. Their collective involvement in EI
committees and working groups continues to support the development of good practice and the EI as a whole. For more details on

Health
The Health Technical Committee (HTC) is responsible
for advising industry on all health issues relevant to the
international oil and gas and wider energy sector, including the
health aspects of employees, customers and the general public
who may be impacted by the activities and products of the
industry.
Membership is formed from a range of industry companies,
the Health and Safety Executive and other associations such as
the British Occupational Health Research Foundation and Oil
and Gas UK. HTC members are generally registered medical
practitioners, certified occupational hygienists, or senior
medical professionals within their organisation.

Asset integrity
There has been an increased focus on assuring the continuing fitness for purpose of existing installations, especially
mature installations. Structures, plant, equipment or systems, which could either cause, or contribute to, a major
accident, should be managed effectively in order to prevent failure or limit its consequences.
Most of the EI's asset integrity technical initiatives support the upstream petroleum industry; in particular, to
address issues identified in the GB Health and Safety Executive Energy Division's Key Programmes 3 and 4 (KP3
and KP4) – Asset Integrity and Ageing and Life Extension.
The EI technical deliverables support the KP3 and KP4 aims by providing good practice in key integrity management
issues, so as to drive continuous improvement in major accident hazard management.

Fuel quality and control
The EI is seen as a world class leader in test method development,
developing and publishing international standard test methods
(known as IP Test Methods) for petroleum and related products. These
are used to support government regulations, custody transfer, quality
control and international petroleum product specifications globally.
The EI Test Method Standardisation Committee works closely with
international standards agencies, including CEN, ISO and ASTM and

Effective management of health, safety, environment and quality (HSEQ) are key to providing a
secure power generation industry. The Power Utility Committee (PUC) is a cross-industry group
dedicated to improving HSEQ in the power generation sector. Its work to date has focused on cross
sectoral issues, such as ensuring competence and good management, as well as sector-specific
issues, such as on combined cycle gas turbines, biomass and electrical power cables.
