Maintenance of ZK registered aircraft operating outside NZ

Most maintenance can be performed and certified for release to service (RTS) on NZ
registered aircraft while operating outside NZ by a foreign engineer (LAME) holding an
appropriate aircraft maintenance engineer licence issued by a competent contracting state to
ICAO for the type of aircraft.
Our specific rule reference for this is - 43.101(a)(5)

See below for the maintenance that cannot be performed or certified by a foreign LAME.

The AME Licence needs to include privileges for the area of maintenance being performed,
e.g.: If carrying out a 100 hour inspection the foreign LAME will need coverage for the
airframe and engine/prop

Any foreign LAME performing and certifying maintenance on ZK registered aircraft needs to
be aware that they are doing this in accordance with the NZ Civil Aviation Rule (NZ CAR)
requirements - which will be different to what they are familiar with.
Therefore, the engineer(s) will need access to, and be familiar with, the NZ Civil Aviation
Rules.

Some of the specific areas they need to be aware of are:

The aircraft is to be maintained to the requirements of Part 91 Subpart G (Operator


Maintenance Responsibilities), e.g.:

Use of the correct Maintenance Programme for the aircraft as required by 91.605

o Inspection in accordance with manufacturer’s maintenance schedule, or;


o Inspection in accordance with an approved maintenance programme under
91.607, or;
o If the aircraft is operated by a certificated operator (Part 119) on Air
Transport it must be to be maintained in accordance with
the Operators Exposition, this requires an approved maintenance programme
and maintenance facility/provider

All maintenance must be performed in accordance with all of the requirements of Part
43 (as required by 91.603) - the requirements are to ensure things like:

o Maintenance meets the standards of 43.53 ( e.g.: they have the current
revision of technical data ,adequate tools and facilities, correct documented
parts etc)
o Foreign LAME is familiar with the aircraft type including related powerplant
and avionics fit. - 43.53 (a)
o Understand the demarcation on what tasks must be performed by a Part 145
Certificated Maintenance Organisation - 43.54
o Foreign LAME has appropriate privilege on his AMEL - 43.101 (e.g. any
avionics work)
o Release to Service (RTS) certifications are correct - 43.105
o Appropriate duplicate inspections are carried out and certified - 43.113
o Maintenance records requirements are meet - 43.69
o Engine ground runs are properly recorded - 43.115
NOTE: The following two items can neither be performed nor certified by a foreign
LAME; they must be performed by the holder of a NZ CAA Inspection
Authorisation Certificate holder (IA)

o Annual Review of Airworthiness (ARA) - 43.151


o Major modifications or major repairs - 43.103 . Major modifications and
repairs must performed iaw acceptable technical data and have
appropriate NZ CAA IA conformity inspection and certification
ƒ Refer to CAR Part 1 for our definition of major modification and
major repair
ƒ IA conformity certification is required regardless of the source of the
acceptable technical data - this includes manufacturers service data
(bulletins etc)
ƒ Acceptable technical data is specified in Part 21 Appendix D
