1.0 PURPOSE:
The purpose of this method statement is to define the methods adopted in re-routing of the DN 200
mm diameter HDPE Fire water Pipeline from the proposed new Secondary School in Dukhan
Township.

2.0 SCOPE:
This method statement presents the methodology to be implemented for the Site Survey works for
re-routing of the DN 200 mm HDPE fire water pipeline in Dukhan Township.

The scope of work to be carried out under this method statement is as follows:
 Site survey shall be conducted for the existing fire pipeline areas
 Scanning within the site boundary to identify location of exiting underground services shall be
done; same shall be informed to QP.
 Interference for proposed area shall be checked.
 Installation of new fire water pipeline.
 All tie-in works, shutdown and cutting of the existing pipeline.
 Removal of all scraps and waste material from the site.
 Excavation, backfilling and compaction.

3.0 LOCATION:
Dukhan Township

5.0 RESPONSIBILITY
The primary responsibility of carrying out all the activities mentioned in this method statement rests
with the site in charge unless mentioned otherwise.

5.1 PROJECT ENGINEER:


Will directly supervises site team and has full control over site foremen and equipment and is
responsible to control the site quality during the work progress.

5.2 SAFETY OFFICER:


Will be responsible for the design, implementation, communication and coordination of all
environmental, health and safety programmes for the project. This position will develop and provide
technical and administrative direction on all HSE decisions.

5.3 QA/QC INSPECTOR


Will be responsible for controlling the site quality during the work progress.

5.4 SURVEYOR
Will be responsible for survey of the whole project.

5.5 PROJECT MANAGER:


Is responsible for the overall execution of work with his team to ensure all activities involved in the
scope are carried out in compliance with approved shop drawing and specification.

6.0 MATERIALS/EQUIPMENT:
 Total station
 Tripods.
 Auto leveling machine
 Leveling staff.
 Underground Scanning machine.
 Excavator.
 Fork Lift
 200 mm diameter HDPE pipes.
 Tie-in accessories/fittings.

7.0 WORK PERMITS


 All necessary work permits shall be obtained prior to the commencement of any activity at site and
shall remain valid throughout the entire duration of the operation.
 Work clearance forms shall be submitted and approved prior to any works to commence at the site.

8.0 PROCEDURE

8.1 SURVEY DETAILS


The following will be surveyed within plot limit details

2. Perform a survey of existing and proposed 200 mm diameter PE 100, PN16 HDPE Fire Water
pipeline route to identify the existing Fire Water pipelines, Tie-in points, Blind off locations and
other nearby facilities at the site.

8.2 EXCAVATION AND PIPELINE LAYING AND TIE-IN


1. Before carrying out the excavation works, the scanning of the area within the site boundary will be
done to identify location of existing underground services and same shall be informed to QP of
any interference of existing services with the proposed pipeline route.
2. The proposed area will be excavated.
3. The excavation dept will 2.o meters or as per QP specification
4. If the bottom of the excavated trench is rock or hard material, then the bottom of the trench will be
cushioned with well compacted soft bedding material to a minimum thickness of 300mm below
the barrel of the pipe.
5. Pipe will be laid to a min. depth of cover as specified in the drawings and specification.
6. Before laying each pipe will be carefully inspected that there is no damage to pipe, the trench must
be completely dry.
7. The trench formation should be well prepared and checked.
8. During laying operation the ends of the pipe shall remain sealed by pipe end caps, until
immediately prior to jointing and will be laid as stated in QCS 2014, Section 19, Part 03.
9. Pipe handling will be in accordance with the requirements of specification. Exposed pipe shall be
properly supported and protected from UV light, environmental attack and mechanical damage.
10. The induction of stresses in the pipe or in joints during installation shall be avoided.
11. The necessary tie-in to the existing 200mm diameter HDPE Fire Water Pipeline outside the
excavation limit of the proposed Secondary school will be done.
12. Ensure that the pipe is uniformly supported.
13. The trench will be in compliance with the requirements of specification, and proper bedding and
padding material will be used where required.
14. The pipeline will be supported with a thrust block at every unrestrained joint.
15. It will be ensured that no stone or rock impingement exists at the pipeline to soil interface.
16. Immediately after installation of each pipe or lengths in sections from fittings to fittings inspection
request will be raised.
17. Construction of valve chambers for isolation gate valves with appropriate size will be done in
accordance with QP specifications and standards
18. Hydro test shall be carried out as per QP specification.
19. Marker tape and route marker as per applicable QP Specification will also be provided.

20. The pipeline will be backfilled with compacted sand bedding.


8.3 REMOVAL OF REDUNDANT EXISTING PIPELINE
1. After completing the pre-fabrication, installation and testing of the new lines, the existing pipeline shall be
excavated.
2. The pipeline will be isolated and drained.
3. The existing Pipeline shall be disposed – off as per QP Environmental Guideline.
4. The excavated area will be backfilled and compacted.
8.4 SITE REINSTATEMENT, HOUSEKEEPING AND DEMOBILIZATION
On successful completion of work, the area shall be cleaned, construction materials, wastages and
equipment shall be removed from the site. Temporary site facilities shall be demobilized and
respective area shall be cleaned and reinstated to original condition.

9.0 HEALTH, SAFETY AND ENVIRONMENTAL ASSESSMENTS

 Before commencing any work it shall be ensured that all permits are valid until the completion of
activity.
 Prior to the commencement of any activities, the workforce will receive an induction talk on the
Project site safety requirements. This induction talk will include both activity safety issues, as well
as general safety requirements.
 Where possible hazards may arise from Laying of the Pipeline related activities, the necessary
safety measures will be taken to prevent accident or injury at all times. This may include barriers,
warning tape/ Net, signage, watchman, and proper lighting.
 The Construction team will enforce that Personal Protective Equipment be worn by site personnel
at all times during construction activities.
 Heat Stress Training will be provided.
 Provisions of adequate cool drinking water, shade, and salt water tablets will be in place.
 All equipment shall be provided with reverse horns.
 Routine pipeline inspection will be done
 Personal Protective Equipment (PPE) Requirement

 Safety Eye glasses
 Hand gloves
 High visibility vest
 Red, green flags

10.0 QUALITY ASSURANCE AND CONTROL

10.1 QUALITY ASSURANCE


 A quality management plan shall be developed for the project. The plan will define the
requirements and processes for quality management on the project and will be the principal
mechanism for ensuring compliance and consistency of completed work on the project.

 The quality management plan is a controlled document and will be reviewed on a regular basis
and updated as required.

10.2 QUALITY ASSURANCE


 All construction work will be controlled through a site based quality control plan.

The key elements of the plan will be:

 Conformance to the scope of work

 Compliance with specifications

 Inspection and testing

 The Quality control plan will be developed by The QA QC in charge in collaboration with the
Project Manager. The plan is a controlled document and will be reviewed as required.

11.0 JOB HAZARD ANALYSIS
