1.0 PURPOSE
This Method Statement describes the general procedures for BLASTING & PAINTING of pipes
located on Pipe Racks and Column including descriptions of all preventive actions, method of
screening and protection to be taken, in order to achieve and maintain good quality and safety.
2.0 DEFINITIONS
In the context of this document, the following abbreviations, words, or phrases will be taken to
have the meaning assigned to them:
WORK : Work consist by providing all Supervisory Staff, technical knowledge, construction
equipment related to Blasting & Painting Works, tools, materials , consumables, necessary
safety measures , inspection tools and all other necessary items and services required to
perform the work in accordance to CONTRACT

3.0 REFERENCES
PROJECT DOCUMENTS:
SUB-CONTRACTOR shall carry out the works in accordance with the requirements of the SCC
Project's painting specification.
4.1 RESPONSIBILITIES
Supervise all of the coating activities and personnel to ensure that all project quality,
schedules and HSE requirements are maintained. Responsible for timely completion of
each Flanges. Ensure all skilled workers are performing their duties diligently and safely

Paint manufacturer representative to monitor all blasting and painting activities on site and
ensure compliance with the SCC Project requirements and paint manufacture’s
recommendations. To monitor stock level, batch numbers, shelf life and storage conditions
on Site
Monitor, record and maintain daily blasting and painting activities and ensure specified
inspections and tests are completed and documented in accordance with the SCC Project
specifications.
Ensure Wet Film Thickness (WFT) requirements are met during Spray painting, and must
be able to recognize different types of paint products. Painter’s responsibilities are to
make sure paint with correct mixing ratio, correct spray gun tips, hoses, and pump
pressure.
Skilled Blaster
Make sure standards are maintained and met all the time. If surface rust bloom occurs
blasters must be able to recognize and rectify immediately

4.4 GENERAL
4.4.1Steel Material
All PAINT REPAIR PIPES to be coated for this project shall be properly blast-cleaned
and painted in accordance with the succeeding painting system.
Using TARPULIN SHEETS/ CANVAS SHEETS, tape or scotch tapes against abrasive
blasting and before paint application shall protect the items listed below: -
Threads, name tags, identification tags, flange surface, Bolt & Nut, insulation metal
cladding, sensitive instrumentation, adjacent lights and fixtures, motors, and other
sensitive equipment and instrumentation.
All oil and grease traces and other contaminants shall be removed by solvent cleaning in
accordance with SSPC-SP 1, prior to commencement of blast cleaning operation.
4.5.2 Pre-Preparation
Special attention shall be given to all weld areas for removal of weld flux, slag, weld
splatter and other foreign matter prior to abrasive blasting.
All sharp edges, fillets, corners and weld seams shall be rounded or smoothed by
grinding.

Any major surface defect, particularly surface laminations or scabs, detrimental to the
paint film shall be removed by suitable dressing.
Blasting abrasives shall be Garnet or equivalent, sieve size 30~60 or as per paint
manufacturer’s recommendations and shall be suitable to achieve the specified blasting
standards, the SSPC SP 10 standards and required anchor profile
The anchor profile shall be in accordance with the SCC Project Specification or the paint
manufacturer's recommendation, whichever is more stringent.
Such surface preparation methods shall be restricted to those areas where blast
cleaning is impossible due to access or other environmental issues.
Mechanical cleaning comprises power tool or abrasive discs cleaning methods. Abrasive
discs frequently changed are acceptable.
After blast cleaning, the surface shall be completely free from inclusions of any kind,
determined by visual or chemical tests.
Weld seams which are not hydro-tested are to be primed only. If succeeding coats are
required, the said weld seams are to be taped-up prior to further coats.
Care shall be taken when preparing surfaces not to damage machined surfaces. These
items and parts shall be suitably protected using masking tape, polyethylene sheets etc.
Any oil, grease, dust or any foreign matter remaining on the surface after surface
preparation shall be removed before painting begins. If rust bloom appears, the affected
surfaces shall be re-cleaned to achieve the required cleanliness standard.
Oil, grease, dust or any other contaminants shall be removed completely prior to the
application of any succeeding coat of a coating system by solvent cleaning or approved
water washing.
To install effective ventilation system in the Paint Store Container so as to remove smell
from building up in the Paint Store
All coating material shall be stored in tightly sealed condition, and never stored in
unprotected outdoors or exposed to direct sunlight.
Paint cans shall only be opened immediately before use. Paints which have gelled or in
which sediments have formed during storage shall be discarded. Paint material shall be
issued from storage within the shelf life.
Products in which the expiry dates have lapsed shall not be incorporated in the works.
These materials shall be segregated and removed from the Site store.

"""First in -first out"" policy shall be adopted with regards to the use of paint. Paint stock
with" earliest production date should be consumed first.
Paint (base and curing agent) and thinner are to be stored inside the steel container(s)
which is lockable.
The anticipated volume of paints and thinners which consume on the day is to be stored
near the working area with cover against the direct sunlight. But always return the
excess paints and thinners to the permanent storage container at the end of the work on
the day.
All paint materials and consumables received, will be documented and stored in
accordance with the manufacturer’s recommendation, SCC Project Specification or SCC
Project HSE requirements, whichever is more stringent.
The Painting Supervisor shall ensure that records are maintained to provide full
traceability.
The Painting Supervisor will maintain a Protective Coatings Register to record paint
type, batch, quantity, date received, date issued, and remaining stock.
SDS must always be at the storage area and the work faces.
4.7.2 Thinners
Thinners shall be added during mixing and in the smallest amount required to obtain
correct application properties as per paint manufacturer's recommendations

Inspection and test at Field is to be carried out in accordance with Document No.
RAPID-P0005-VTFB-QAC-ITP-003X-0003
Daily activity report and inspection report are to be prepared in accordance with the
attached forms Attachment 1 & 2
Principal instruments and tools for inspection and test are shown in Table-4 below.

The painting material, number of coats, thickness of painting and top coat color shall
be as indicated in the Painting Specification RAPID-P0005-VTFB-QAC-PRC-003X-
0003
a) Relative Humidity < 85% except for Inorganic Zinc Ethyl Silicate which can go up to
90%
b) Substrate temp > 3 °C above Dew Point Temp
c) 10 °C < Ambient Temp < 49 °C
To make smooth and flat coating film, the roller shall not be pressed hard on the
surface area to be painted. Also, it should not be rolled too rapidly.
Round or oval brush is required for uneven surfaces or rough surfaces. Flat and wide
brushes are suitable only for large, flat surfaces. Long handled or angled brushes are
allowed only where access is restricted.
Brushwork should give a smooth finish; thickness must be as even as possible. All
drips and runs shall be brushed away and there shall be no deep or detrimental brush
marks.
Each coat shall be allowed to dry or cure for the time specified by the Manufacturer
before the application of any succeeding coat. Such instruction shall be carefully
followed by sub-contractor.
If the specified interval between coats has been exceeded, sanding down or other
corrective actions as recommended by the Manufacturer shall be undertaken.
All products that have been exposed to weathering for any length of time shall be
carefully checked for chalking or surface contamination and cleaned by appropriate
means to obtain a sound, contamination free surface for subsequent coat application.
Repairs shall be performed as soon as possible and in accordance with the relevant
standards or surface preparation and specified coating system for the area. Damaged
areas and edges are to be feathered.
The emptied/used paint and curing agent cans will be collected, temporarily stored at
designated area and be disposed in accordance with local regulations by DOE licensed
contractor.
The areas require abrasive blasting will be covered / screened by means of Tarpaulin
sheets tied around the Scaffold to prevent Abrasive dust and Spray Painting mist from
polluting the air.
The Soil around the area will also be covered as much as possible to prevent soil
contamination.

All Diesel Driven Machinery will have a drip Pan to prevent diesel and oil spillage.
Operators using blasting guns must be provided with adequate protective equipment
which includes a suitable full face mask supplied with a constant breathable air source.
Suitable respiratory and eye protective equipment will be provided for all operators in the
vicinity of/or working with grit.
A radius of 1 meter to be barricaded around the blasting pot area with red & white hard
barricades and safety goggles must be worn within the barricaded area.
All blasters should keep a safe distance e.g. 3 meter apart when more than one gun is
Blasting.
All pressure vessels e.g. blasting pot, air receivers , must be inspected by DOSH and
obtain CONTRACTOR certifications
All equipment must be properly chocked and kept away from fire hydrant, slope and
anywhere that can cause disruption to the effective flow of traffic.
Stop all running equipment immediately when there is a fire alarm. Blasting pot and
hopper should be placed on solid and level ground.
All hose couplings should be connected with rubber gaskets and replaced if worn out
and if discovered they are leaking.
All hoses should be inspected daily, no damaged hose should be used and should be
discarded immediately if found.
All blasting pots outlets should not face entrance or access ways to prevent injury to
workers if the coupling should give way.
Main air-hose connected to the blasting pot should be secured with nylon rope and whip
arrestor.
Spray painters shall wear 1/2-face respirator c/w Organic Vapour cartridge during spray
painting.
SUBCONTRACTOR shall ensure that no hot work is being carried out around the
vicinity. No eating, drinking or smoking at the spray painting area.
Hand/face wash station and emergency eye wash station must be provided.
4.17.1 Maintenance
All signs put up in connection with blasting/painting are to be well maintained, e.g. signs
which fell due to strong wind are to be re-installed and their stability improved.
4.17.2 Housekeeping
All blasting, painting equipment should be neatly stacked/placed and kept clear of all
openings and access ways.
Spent Garnet must not be allowed to accumulate in road side drains etc. to cause
blockage.

All areas below overhead works shall be barricaded with red and white warning hard
barricades . Warning signs must be displayed around work area.
Handle materials with care, no throwing of tools or materials is allowed. Use a rope and
make sure that the material is securely tied.
All air receivers of compressors must be inspected by DOSH and will have
CONTRACTOR Certificate
All air compressors must be properly choked and kept away from fire hydrant, oil sump,
pit, slope and anywhere that can cause disruption to the effective flow of traffic. Stop all
running compressors when there is a fire alarm.
This equipment generates very high fluid pressure. Thus never point the spray gun at
anyone or at any part of the body. Never put hand or fingers over the spray tip.
Always have the tip guard in place on the spray gun when spraying.
Always follow the Pressure Relief Procedure, before cleaning or removing the spray tip
or servicing any system equipment. Never try to stop or deflect leaks with your hand or
body.
Be sure equipment safety devices are operating properly before each use.
If any fluid appears to penetrate your skin, get EMERGENCY MEDICAL care at once.
Do not treat as simple cut. Inform the Doctor exactly what happened, what fluid was
injected.

Be sure all spray guns safety devices are operating properly before each use. Do not
remove/modify any part of the gun; this can cause a malfunction and result in serious
injury.
Whenever spraying has stopped, even for a moment, always set the gun safety latch in
the closed or "safe" position, making the gun inoperative. Failure to set the safety latch
can result in accidental triggering of the gun.
Never operate the gun with the trigger guard removed. The trigger guard reduces the
risk of accidentally triggering the gun if it is dropped or bumped.
Never wipe off build-up around the spray tip until the pressure is fully relieved and the
safety latch is engaged.
All blasting pots must be inspected by DOSH and with CONTRACTOR Certs
All blasting pots must be properly choked and kept away from fire hydrant, oil sump, pit,
slope and anywhere that can disrupt the effective flow of traffic.
