 SECTION 1
In accordance to RA 9275, also known as the
Philippine clean water act of 2004 and
Executive order 192 signed on June 10, 1987.
The DENR adopts and promulgates Water Quality
Guidelines (WQC) and General Effluent Standards
(GES).
 SECTION 2
OBJECTIVES

1. TO PROVIDE GUIDELINES FOR THE CLASSIFICATION OF

WATER BODIES IN THE COUNTRY.
2. TO DETERMINE THE TIME TRENDS AND STAGES OF
DETERIORATION/ENHANCEMENT IN WATER QUALITY.
3. TO EVALUATE THE NEED FOR TAKING ACTIONS IN
PREVENTING, CONTROLLING, OR ABATING WATER
POLLUTION.
4. TO DESIGNATE WATER QUALITY MANAGEMENT AREAS
(WQMA).
5. TO SET GENERAL EFFLUENT GUIDELINES (GES).

SCOPE AND
GUIDELINES
WATER QUALITY GUIDELINES

Freshwater, Marine water, ground

water, and all types bodies of
water.
GENERAL EFFLUENT GUIDELINES

GES applies to all point sources of

pollution, regardless of volume,
that was discarded in water or
land. The GES shall be used
regardless of the industry
category.

Classification of bodies of water

The classification was originally adopted

from
DA0 1994-34 and DAO 1997-23 with modifications

⊙ Water used for agriculture, irrigation,

and livestock watering form class D-C
⊙ Removal of industrial water supply.
⊙ Defining SD and class D for navigable

Water Quality Guidelines

⊙ WQG has two category primary or secondary

parameters.
⊙ The WQG shall be applied in all bodies of
water mainly freshwater, marine waters, and
ground water.
⊙ Groundwater quality guidelines adopt the WQG
depending on the beneficial use.
⊙ How to interpret WQG values were defined.
Section 7
General Effluent Guidelines

⊙ Effluent used for irrigation shall conform to

the DOA 2007-26.
⊙ GES established the Significant Effluent
Quality Parameters per Sector consistent with
the Philippine Standard Industrial
Classification (2009). With this, industries
shall only be required to monitor effluent
quality parameters determined to be
significant to them.

Request for modification should be admitted to

the DENR Secretary.
Section 9
Periodic Review

In accordance to Section 19 of RA 9275,

the order will be reviewed periodically and
amended as necessary.
Section 10
Grace Period

Base from RA 9275, A grace period of not

more than of five (5) years is provided in cases
wherein:

●The values for the GES have become strict

compared to the values in DAO 1990-35. Then
DAO 1990-35 shall apply during the grace
period.

Prohibitions

Based from RA 9275, certain acts were

prohibited

Section 12
Fines, Damages, and Penalties

Anyone found violating or failing to comply

with any order shall be liable under Section 28
of RA 9275.
Section 13
Separability Clause

Given a condition, there are cases where a

section or provision is declared to be
unconstitutional or invalid by a competent court,
the other sections or provisions shall remain to
be in force.
Section 14
Repealing Clause

The Rules and Regulations of the National

Pollution Control Commission (1978), 1982
Effluent Regulations, and DENR Administrative
Orders 1990-34 and 1997-23 were repealed.
The DENR Administrative Order 1990-35 is
modified accordingly.
Section 15
Effectivity

It will take fifteen (15) days after

publication that this order will take effect and
upon acknowledgement of a receipt of a copy by
the Office of the National Administrative
Register.
